Functions of the Local Council The Local Councils assist the State Board in three major areas: 1. Reviewing Grant Proposals - One of the most important ways that a Local Council helps the State Board is by reviewing any grant proposals to the Children's Trust Fund that originates from their county. This requirement is written into the statute that established the Children's Trust Fund. It is the responsibility of the certified Local Council to review all Trust Fund applications from an individual county and decide which program would best serve the county. Proposals approved by the Local Council are forwarded on to the State Board where they compete with other proposals who have been through the same county-level review process.
