The HEM staff has been considering pulling these listings. The main reason is that as homeschooling becomes more widely accepted, and as states are scrambling to reform their education system, the situation becomes more complex. This makes overviews, listings and rankings less valid. We have, however, decided to keep these listings in place because they carry, at a minimum, a link to your state government. Additionally we hope reading cited code and at least one homeschooler's interpretation will help start to demystify legislation and encourage you to investigate further. When talking to new homeschoolers we often hear concerns about the law. Is homeschooling legal? Who do I have to notify? What do I have to teach? While the legalities are a concern that should not be ignored, neither should our response be automatic and not thought out carefully.
There is no single source, no one true homeschooling authority. We all own the responsibility to think through laws and regulations on homeschooling. Of course you'll find those who disagree - an entire industry has grown up around the fact that there are differences of opinion on homeschooling's legal matters. What we offer here are overviews of laws and regulations compiled by knowledgeable homeschoolers. These files are not legal advice nor the final word on the subject. They are simply a starting point. To maintain our freedom to homeschool we will each need to go far beyond any convenient compilation or synopsis. We need to continue to do our own learning, lead our own research, and decide on our own actions.

  • CEU = continuing education unit. One unit is defined as 10 contact hours of an accredited course or program. A contact hour is equal to actual time in a seminar or workshop. Program content must be of clinical application, clinical management, behavioral science, or science.
    CEUs are required to be submitted only with odd-numbered year renewals. CEUs should be acquired beginning January 1, 2001 and ending December 31, 2002 to be credited for 2003 renewals.

Section 23-66-503 (a) Claim forms, proofs of loss, or any similar documents, however designated, seeking payment or benefit pursuant to an insurance policy, and applications for insurance, regardless of the form of transmission, shall contain the following statement or a substantially similar statement: Any person who knowingly presents a false or fraudulent claim for payment for a loss or benefit or knowingly presents false information in an application for insurance is guilty of a crime and may be subject to fines and confinement in prison. (b) The lack of a statement as required in subsection (a) of this section does not constitute a defense in any prosecution for a fraudulent insurance act. (c) Policies issued by unauthorized insurers shall contain a statement disclosing the status of the insurer to do business in the state where the policy is delivered or issued for delivery or the state where coverage is in force. (d) All persons to whom this section applies shall have six (6) months from the effective date of this section to comply with the requirements thereof.

Directions to COOP Southeast Arkansas Education Service Cooperative Historical Narrative The educational Service Cooperatives in Arkansas originated with the passage of act 360 in 1981 as the result of work that was done in 1979-80 by Dr. Don Roberts, Dr. Jerry, Perrin, and Dr. Noble Gividen. Dr. Noble Gividen was an important leader in this movement as he moved to Arkansas from New York and apparently brought the “education coop concept” with him from New York. The Southeast Arkansas Education Service Cooperative has been in existence for approximately twenty years and was one of the first two coops that were initially established in 1981 by Act 360. The Southwest Educational Service Cooperative was also formed at this time. No funding was provided. Funding in the amount of $200,000 was provided by the state in 1983 for the original two coops and three additional new coops. The new coops that were formed at this time were the following: Howard A. Dawson at Arkadelphia, North Central Arkansas at Melbourne, and Western Arkansas at Branch. Three additional coops were also formed in 1981 through funding from the Department of Higher Education: Ozarks Unlimited Resources at Harrison, Arch Ford at Conway, and Northeast Arkansas at Jonesboro. The Arkansas General Assembly passed Act 349 of 1985, which changed the name of the coops to Education Service Cooperatives and provided authorization for up to 15 centers to be funded at $200,000. Act 349 contains the current rules and regulations that govern the current fifteen Arkansas Service Cooperatives.

About 70 exhibitors participate in the AEF's Annual Convention and Trade Show, held each year in October. Exhibitors take advantage of networking with more than 500 people who attend the convention, the majority of them representing manufacturing facilities in Arkansas.
The Annual Golf Tournament held during the AEF's convention each fall raises money to support the many Public Education Programs. The four-person scramble is a huge success that typically draws about 100 participants.
The Arkansas Environmental Federation, which conducts workshops and seminars throughout the year, often uses outstanding education facilities such as the Herschel Friday Courtroom in the University of Arkansas School of Law at Little Rock. Information is presented by professionals in the private sector, as well as regulators, and subject matter focuses on environmental, health, and safety regulations and issues faced daily in Arkansas industries and businesses.

Staff Members Randy Thurman Amy Wilson Cheryl Taylor Founded in 1967, the Arkansas Environmental Federation is a 501c(3) non-profit education association with more than 400 members, the vast majority of them businesses and industries that deal with environmental, safety, and health regulations on a day-to-day basis. The AEF focuses on practical, common-sense laws and regulations based on sound science; a teamwork approach to compliance; and waste minimization and pollution prevention. The AEF enables information to be exchanged on a daily basis between its members, government regulators, and policy makers.
The staff of the Arkansas Environmental Federation brings together 20 years of experience working with the association and its membership. Randy Thurman is Executive Director, Amy Wilson is Communication Director, and Cheryl Taylor is Office Manager.

is Communication Director. She began her career with the AEF as Communication/Education Coordinator in 1992. Her responsibilities include coordinating media relations, recruiting new members, writing and editing publications, planning meetings, maintaining the AEF's website, and assisting the Executive Director with day-to-day operations such as monitoring regulations and legislation. Brief Overview:
Arkansas passed charter legislation in 1995, with revisions in 1999 and 2001. There are currently 4 charter schools in operation with 4 more approved. Arkansas statute allows for the creation of 3 types of charter schools:
1) Conversion charter schools are operated by existing public school districts and are open to any student eligible to attend school in the district;
2) Open-enrollment charter schools may be operated by 501(c)(3) non-profit organizations, governmental entities, and colleges/universities; and
3) Limited charter schools may be created by a public school district for the purpose of implementing alternative comprehensive staffing and compensation programs.
