About the School The School of Social Work, established in 1965 as part of the University of Arkansas at Fayetteville, became part of the University of Arkansas at Little Rock in 1975. The School began as a graduate program, the only MSW program in the state. Our BSW program, now in candidacy for accreditation by the Council on Social Work Education, began in 1998. The School's mission is "to prepare practitioners who will empower people and communities to meet the challenges of poverty, social and economic injustice, urbanization, and rural isolation, and who will serve oppressed and vulnerable people." The School pursues this mission through providing undergraduate, graduate, and continuing education, through the engagement of faculty and students in community service, and through adding to the practice knowledge of the profession. In support of our mission, we see the School, its faculty, and its students as an important resource to the communities where we offer our program and to the state as a whole. Impelled by our profession's commitment to make social institutions more humane, we seek opportunities to collaborate with public human and community service systems. Current examples include our participation in the Partnership for Public Child Welfare, a major child welfare project in DCFS Areas III and VI, the Hispanic University-Community Partnership project, and the work of MidSOUTH Center on preservice and inservice training for public child welfare workers and supervisors.

State government reorganization, Senate Bill 45
Sen. Bob Johnson (D-Morrilton) and Rep. Marvin Childers (R-Blytheville), working with Governor Mike Huckabee , have introduced a bill that will reorganize about 50 state agencies into 10 departments. The Arkansas State Library would fall under the Department of the Interior if the plan is passed as filed. At press time, the bill was in the hands of the Senate Committee on State Agencies and Governmental Affairs.

The following information is intended to get you started. WHAT IS FINANCIAL AID? Financial aid is money awarded to a student to help pay educational costs. Most financial aid is awarded according to individual need and educational costs. The federal government, the state government, postsecondary institutions, and private organizations provide financial aid to eligible students in the form of grants, scholarships, loans, and employment. Grants and scholarships are awarded based on either financial need or merit, and do not have to be paid back. Employment can be a job provided by the college and can be on or off campus. A loan is money provided by a bank, the college, or the government, which must be paid back with interest. This well-designed handbook begins with a section called "Questions Everybody Asks" and is divided into five sections that include information on the legal system, parent, child, and agency responsibilities, finances, the child's foster care experience, the developmental stages of a child's life and the special needs of foster children. The handbook ends with an appendix that includes contact information, fact sheets, a survey and a suggested reading list, among other things.

Degree Programs - General Information The University of Kansas Medical Center offers educational programs through its Schools of Medicine, Nursing, Allied Health, Pharmacy, Education, and Graduate Studies. Clinical studies are provided in a 459-bed full-service, tertiary-care hospital that serves the Midwestern states of Kansas, Missouri, Oklahoma, Arkansas, and Nebraska. KU Medical Center's mission calls for improving the quality and availability of health care professionals, clinical services for patients, and research in the health sciences. The Guide to Careers and Degree Programs in Health Professions provides an overview of undergraduate and graduate educational opportunities in health programs at the University of Kansas Medical Center, and the requirements to enter those career pathways. Careers are listed by the educational entity responsible for carrying out those programs. This guide emphasizes the entry-level degree programs. Arkansas Arts Center Board Hires Ellen "Nan" Plummer as New Executive Director
(LITTLE ROCK, AR) Dr. Ellen (Nan) Plummer has been named Executive Director of the Arkansas Arts Center. Doug Buford, president of the Arkansas Arts Center Board of Trustees, announced the appointment today following the joint meeting of the Arkansas Arts Center Board of Trustees and Arkansas Arts Center Foundation Board of Directors. Plummer was appointed following a unanimous recommendation from the Search Committee, chaired by Curt Bradbury. She will begin her duties November 1, 2002. Plummer succeeds Townsend Wolfe, who will retire on October 31, 2002. Dr. Plummer is an art historian, educator and administrator from the Toledo Museum of Art. She has a PhD and Masters of Art degree in History of Art from the University of Michigan. She earned a Bachelors of Art degree in History of Art from Mount Holyoke College. Dr. Plummer served as Head of Education at Toledo Museum of Art where she had oversight of the museum's educational effort including School of Art and Design, gallery education, early childhood and family education, outreach and public programs. As a member of the Toledo Museum Directorship, the museum's leadership team, Dr. Plummer shared responsibility for the museum's strategic direction, operational planning and financial oversight. She also worked closely with the Museum's development department for donor relations and grant writing for education-related proposals.

Elmbrook was started in 1965 as a Baptist congregation, but became independent in 1968. Big BOO!-Seum Bash: The Old State House Museum participates in this free, Citywide event sponsored by the Little Rock Museum Consortium. Activities vary from year to year, but include games, craft activities, and more. Call for date and time.
Blue/Gray Jubilee: Experience the occupation of Little Rock by Federal troops during the Civil War all over again each September at the museum. Visitors will have a chance to meet both Union and Confederate reenactors and learn about what life was like during the war. Museum visitors will also have a chance to see an exciting reenactment of the May 1861 Secession Convention that took place in this building. Additional activities will be offered for children and women. Call for program date.
Haunted History Tours: Take a tour of the Old State House that explores the ghostly side of the building's history-find out about spooky footsteps, whistling, slamming doors, and other strange noises that happen in the museum. Call for program date. (Offered in October only.)
Just like it sounds, these are all-night sleepovers at the Old State House Museum or Trapnall Hall, packed full of activities, games, and old-fashioned fun for children in fifth and sixth grades. Activities will be seasonal in nature. Call the Education Department for specific dates and enrollment fees for this fun activity!

The Arkansas News (Grades 5-7) This award-winning semi-annual newspaper is published by the Old State House and distributed free to every fifth grade student in the state. Each issue focuses on one time period or topic of Arkansas history. Topics covered in previous issues include the Civil War, Arkansas Territory, Women in Arkansas, and Arkansas Architecture. Other grades can request issues, but fifth (5th) and seventh (7th) graders have first priority. Back copies of selected issues are also available. Funding for this project is provided by the Arkansas Press Association.

Assessing the New Federalism
Assessing the New Federalism is a multi-year Urban Institute project designed to analyze the devolution of responsibility for social programs from the federal government to the states, focusing primarily on health care, income security, employment and training programs, and social services. Researchers monitor program changes and fiscal developments. In collaboration with Child Trends, Inc., the project studies changes in family well-being. The project aims to provide timely, nonpartisan information to inform public debate and to help state and local decisionmakers carry out their new responsibilities more effectively. Key components of the project include a household survey, studies of policies in 13 states, and a database with information on all states and the District of Columbia, available at the Urban Institute's Web site. This paper is one in a series of occasional papers analyzing information from these and other sources.

State Curriculum/Program: Money Management for Youth
Program Relevance : Many youth go from piggy banks to credit cards with little or no resource management eduction in-between. Youth need educational programs and resources to learn basic principles of resource management they will use for the remainder of their life. Program Quality : A wide variety of research-based programs are available for use by Arkansas Extension professionals in the area of resource management for youth audiences. Curriculum are available for pre-school through high school aged youth. Additional programs are designed for parents to use when teaching basic financial management principles to their children. The curricula includes a wide variety of teaching methods, which include traditional 4-H project books, as well as programs for school enrichment, day camps, pre-school, and after school programs. A Money 2000 newsletter which targets older youth also is available. County Extension Agents may adapt all of these programs for their particular county situations. Program Accomplishments : Money $ense for Kids, a five session day-camp, has been used in 12 counties and reached 204 youth. Local support and recognition was increased by including local financial institution representatives in planning and conducting these camps. Results from the day-camp evaluations indicated that:
