"Arkansas' Voice on the Internet" Previous Features / Investigations State 15th in youth killings, was 4th in '94, study says JEFF PORTER ARKANSAS DEMOCRAT-GAZETTE Arkansas ranked 15th in the nation in the Justice Department's most recent study of juvenile homicides, but the number of such cases has been growing at a slower rate than it has nationally. The author of the study, James A. Fox, dean of the college of criminal justice of Northeastern University of Boston, said the four-state cluster of Arkansas, Louisiana, Texas and Oklahoma had the highest homicide rate of any region, but high rates in Texas and Louisiana were big contributors to that ranking. Last week's five shooting deaths at Westside Middle School near Jonesboro focused national attention on violent juvenile crime, particularly in the South. But Fox said his study indicated that juvenile homicide in the South is simply part of a larger pattern. "The South has a higher rate of homicide, disproportionate to the rest of the country," he said. Fox said one reason is easier access to guns, and another is a Southern tendency to resolve disputes with violence. "There is some evidence that people respond differently to how to resolve disputes in different parts of the country," he said.

Data Organization The data provided within these web pages were obtained from Federal and State agencies and are considered to be within the "public domain". These data were compiled within a Geographic Information System and the "summary reports" were created using a variety of "spatial analysis" techniques. How are these data organized? A total of 375 "Summary Reports" were organized into four (4) levels of geography:
  • The Incorporated City Limits of Arkansas' 100 largest cities. All 75 County Boundaries. 30 - Minute Commuter-sheds from the 100 largest cities. 60 - Minute Commuter-sheds from the 100 largest cities.
  • What are Commuter-sheds? The geographic area (polygon) represented by a conservative “commute” or “drive-time” from the center of a city with a 1990 population greater than 2,500. What kind of information is available? For this demonstration project we have provided four (4) categories of information. These categories are four of the selected information categories recommended by the American Economic Development Commission (AEDC) as important for economic development within the United States. The four categories of information summarized for each level of geography include:

    General History of the State
    In 1541, the Spanish explorer Hernando De Soto was the first European to set foot in Arkansas. He led an unsuccessful, yearlong expedition for gold. One hundred and thirty-one years later, two Frenchmen named Marquette and Joliet visited Arkansas briefly. In 1682, at the mouth of the Mississippi, LaSalle claimed the Mississippi Valley for France, but was later assassinated by two of his companions. In 1686, Henri De Tonti set out from Fort St. Louis on the Illinois River to meet LaSalle at the mouth of the Mississippi. After he failed to locate LaSalle, De Tonti, the "Father of Arkansas", established the first European settlement in Arkansas, called Arkansas Post, with six residents. Over the next hundred years, development of the region was sluggish as the number of settlers slowly increased. In 1762, the entire Louisiana Territory was ceded to Spain, and Spanish governors offered free land and no taxes to encourage settlers to inhabit the area. In 1799, there were approximately 386 white people living in Arkansas. In 1803, the Louisiana Purchase was acquired by the United States, and, in 1819, Arkansas was organized as a territory. Its northern, eastern and southern borders were the same as they are now, but to the west, some of what is now Oklahoma was included. In the same year the "Arkansas Gazette", once considered the oldest newspaper west of the Mississippi, was founded by William E. Woodruff. Two years later, in 1821, the territorial capital was moved from Arkansas Post to Little Rock.
