New Policies for Southwestern Schools More Money for Schools, Less Consensus on Allocations The issues highlighted during the 1997 regular legislative sessions in Arkansas, Louisiana, New Mexico, Oklahoma, and Texas indicate state government echoed the public's concerns about the quality of K-12 education. With budget surpluses adding as much as $14.2 billion to 1997 state coffers across the nation, according to a September report in the Washington Post, states gained flexibility to invest more in public programs, including education. At the same time, some legislative actions sought to expand public choices in schooling. Lawmakers in all five states increased public school budgets, with Arkansas standing out by devoting nearly half its annual budget to K-12 education. Except for New Mexico every state in the region increased teacher salaries or placed teachers on salary schedules that reward years of experience. Other educator-focused laws require criminal-background checks for people seeking certification as Arkansas and New Mexico school personnel and enhance professional development opportunities for Texas teachers and Louisiana school administrators. It seems lawmakers recognized that a high-quality school work force is necessary for improving public education, and they crafted policies to achieve that end.

Some of these states required second language study only for advanced or honors diplomas or for college-bound students. Despite 40 states having a second language mandate, foreign language supervisors in only 27 states described foreign languages as being part of their state's core curriculathat is, having equal status with the other major disciplines. Only nine statesArizona, Arkansas, Florida, Louisiana, Montana, New York, North Carolina, Oklahoma, and Oregonincluded second language study in their core curricula at the elementary school level. Of the 49 states (all but Pennsylvania) that had developed or were developing academic content standards, 40 included content standards or competencies for foreign languages. Of the 39 states that had developed or were developing academic performance standards, 19 included foreign languages in their standards.

Noteworthy Achievements Test Scores Student Performance Graduation Rates Noteworthy Achievements Among Our K-12 Schools Nationwide In collaborative efforts with school personnel, the Ventures Initiative and Focus system approach has led to: I mproved Test Scores In one New York City school, 9th grade student performance on pre- and post-PSAT verbal and math exams increased by 20% and 16%, respectively, after 9th grade teachers schoolwide implemented just one component of the Ventures Initiative and Focus® system. Students in the Arkansas network of schools took College Board-sponsored Advanced Placement courses in calculus, English, and history, for the first time, during three years of sustained professional development of staff. In Alabama, when 11th grade teachers in one high school collaborated in providing their full course of study through project learning, there was a 6% increase in physics mean scores and an 11% increase in algebra II mean scores. The number of seniors taking the ACT increased 33% in one year and ACT scores over 20 increased 200%. In addition, several seniors received an ACT score of 30. From 1994 to 1995, students in one New York City high school passing Regents exams in sequential math increased 165%; in English, 146%; in global history, 141%; and in biology, 115%.
