School Trustees Welcome Newly-Elected Member,
Canvass Election Results and Elect Officers for 1999-2000
School Trustees at their May 4 meeting canvassed the results from the May 1 School Board election, swore in new Trustees, and elected officers for the 1999-2000 school year.
New candidate Ralph Stow captured the Place 4 seat, vacated by retiring Trustee Mike Evans, with 2,168 votes. Opponents Rita Freeman and Jerry Frankel received 1,344 and 1,398 votes, respectively. In Place 5, incumbent John Muns ran unopposed and secured 3,954 votes in the election.
Trustees re-elected the existing officers for the 1999-2000 school year. They include John Muns, president; Mary Beth King, vice-president; and Gary Base, secretary.
Mr. Stow is serving his first term on the Board. Mr. Muns is serving his third term. Ms. King was elected to her second term in 1998, and Mr. Base was elected to his first term in 1997. Other members of the Board are Dr. Allan Bird, Scott Carpenter and Duncan Webb.

    Approval of Minutes
    Melissia Roberson has stepped down as the Chair of the Information Subcommittee. The Executive Subcommittee is soliciting volunteers to chair this vital subcommittee.
    Chairman Pellerin reported that the Regional LEPC Conference Subcommittee would meet on 16 August at Lyondell-Citgo.
    Subcommittee Reports
    Finance and Administration Treasurer Sagstetter was absent and there was no report. Membership Task Force Rick Anderson of Reliant/HLP had nothing to report. Legal Task Force Information Subcommittee Chair Melissia Roberson reported to the LEPC Administrator that the Houston Home Show, conducted after Tropical Storm Allison, was a success. Project Impact volunteers were on-hand to discuss enhancing the ability of structures to withstand disasters. Liaison Subcommittee Vice Chairman Indest introduced U.S. Coast Guard Lieutenant Commander Proctor of Marine Safety Unit Galveston, who, along with Lieutenant Joe Leonard, presented an award to Chairman Ellis Pellerin for his tireless support of military Reserve members.     CHAPTER NINE RESOURCES Finding the resources to finance, maintain, and upgrade equipment, and to provide teacher training and technical support is universally one of the biggest hurdles that schools face when it comes to technology implementation. For many, the funds are simply unavailable via the conventional means of local tax-based school financing. Despite this fact, we found schools and districts in some of the most disadvantaged areas of the nation that have somehow managed to establish exemplary technology programs. How did they do it? In a word, they did everything . While we collected questionnaire information on a number of typical sources of funds (see below), schools provided literally dozens of interesting examples of how to approach fundraising. Some fostered and rewarded grantsmanship among their faculty; others developed alliances with community groups; and still others were able to steer traditional educational funding vehicles into more direct support of technology. Many schools identified non-monetary in-kind resources such as volunteers, bartering relationships, and corporate contributions of hardware and software. The best schools (from a resource acquisition perspective) had fairly elaborate strategies and tactics that combined all of these elements. One of the areas we focused particular attention on was how schools make effective use of Federal or state technology grant programs. This is an area where there is much opportunity for creative and effective public policy, as well as for some dreadful mistakes.

Despite this fact, we found schools and districts in some of the most disadvantaged areas of the nation that have somehow managed to establish exemplary technology programs. How did they do it? As an additional component of this chapter, we provide some information on the use of various information resources available through the Federal government. Not only is money essential for acquiring technology but so is good information about the availability of Federal programs and information sources. Questionnaire Data: Awareness, Use and Helpfulness of Resources
    General Approaches to Resource Acquisition
    In this area, we identified a list of nine very general approaches to expanding the resource base available to schools involved in implementing technology. It included various sources of resources (e.g., private versus public), various types of resources (e.g., money versus in-kind), and different types of relationships with the resource providers.
    In the questionnaire, we asked schools to indicate whether they were using a particular technical support approach and to rate how much the approach helped on a four-point scale. These questionnaire data are summarized in Table 9.1.
