He is remembered as the political spoilsman who surprised his country with an honest administration. Arthur supported and signed into law the reform Civil Service Act of 1883, which established a merit system of appointment to federal employment. At the Republican National Convention of 1880, Conkling's "stalwart" faction (which took the name by contrasting their own "stalwart" Republicanism with that of the reform elements in the party) supported former president Grant's nomination for a third term. Arthur was one of the 306 "stalwart" delegates who voted for Grant until the last ballot. However, the convention choice for president was James A. Garfield. To conciliate the defeated stalwarts, Arthur was suggested for the Vice Presidency. Conkling told him: "If you wish for my favor and my respect you will contemptuously decline it [the nomination]." But Arthur replied: "Senator Conkling, I shall accept the nomination and I shall carry with me the majority of the delegation." And he did. After the election of the Garfield-Arthur ticket, the issue of the New York patronage flared up again. Conkling expected the new president to consult him on all federal patronage in New York state, and in this demand Arthur backed the senator, his old boss. When President Garfield stubbornly refused, both New York senatorsConkling and Thomas Plattresigned their seats, mistakenly anticipating speedy reelection by the legislature. Meanwhile, a deranged office seeker, Charles J. Guiteau, shot President Garfield on July 2, 1881, exclaiming, "I am a Stalwart of the Stalwarts ... Arthur is president now."

But one presidential assassination that goes almost unnoticed is that of James Garfield. However, the tragic death of this President brought about one of the greatest changes in our political system. In the nineteenth century the spoils system dominated the political process. When someone won a political office they would reward their friends and supporters with an appointed position in government. One man who built his carrier through the spoils system was Chester Arthur. bodyOffer(31013) Chester A. Arthur was born 1830 in Fairfield, Vermont, the son of Baptist minister. He began his career in education and later moved to New York. After his move to New York, Arthur turned to a carrier in law, and became an active member of the Republican Party. As a loyal supporter of political boss and U.S. Senator Roscoe Conkling, he held various positions in the state government. They included Engineer in Chief of the New York Senate, Inspector General of New York troops, and Quartermaster General of New York State. In 1871 President Grant realized that Arthur had been successful in organizing party affairs and was appointed Collector of Customs for the Port of New York. Whoever held this position had the power to appoint almost one thousand people to government jobs. This led to a corrupt system that was used to award party loyalists and people who gave large contributions to political campaigns. However, Arthur gained a reputation for his honesty in this corrupt system. But when Hayes succeeded Grant as President he sought to clean up the Costume House. Arthur defended the people like Senator Conkling who were highly involved in the spoils system. In 1878 President Hayes fired Arthur as Collector of Customs.

According to the U.S constitution, a person can only become president if he or she is born in the United States. That's why there was some controversy about whether Chester A. Arthur, the 21st president, should have had the right to the job. Arthur was officially listed as being born in Fairfield, Vermont, a town in the northwest corner of the state near the Canadian border. But over the years some people have argued that Arthur was in fact born across the border in Quebec. In fact, Burke's Presidential Families of the United States of America says that despite the official birthplace, Arthur "was probably born in Canada." Other sources make the same claim, almost off-handedly, but argue that since his parents were U.S citizens Arthur's eligibility for the presidency wasn't challenged. But in fact, his eligibility was challenged around 1881 when Arthur was the vice-presidential candidate running with James Garfield. Several of Arthur's political enemies spread rumours that he was born in Canada and should be disqualified from the race. According to Thomas C. Reeves, a biographer of Arthur's, the Democrats hired a New York attorney named Arthur Hinman to explore these rumours and make a report. Hinman seems to have gotten carried away because he came back saying that Arthur was born in Ireland and was brought to the U.S. as a boy of 14. However, Hinman abandoned this theory and later alleged that Arthur was born in Quebec (Lower Canada at the time) at his grandparents' house. Hinman says Arthur's mother often visited her parents in Dunham in Quebec. Hinman published a pamphlet in 1884 called "How A British Subject Became President of the United States."
