Ms. Cho and Ms. Desai received the Justice in Action award for their work to advance the cause of racial and economic justice. The program included a lion dance and celebration of the Lunar New Year 4701, Year of the Ram. There was also a silent auction and raffle. AALDEF, founded in 1974, protects and promotes the civil rights of Asian Americans, and has played a pivotal role in shaping the legal rights of Asian Americans across the country. AALDEF is a founding member of the Public Interest Law Center in Lower Manhattan, which includes the NAACP Legal Defense and Educational Fund and Puerto Rican Legal Defense and Education Fund. History has shown us that during times of national anxiety, Asian Americans and other immigrants are viewed as foreigners in their own land, and become targets for blame and hate. Bigotry and violence against Asian Americans continues to occur on a regular basis, but it often does not receive the sustained national attention it deserves. A few years ago, as the rest of the country celebrated America's Independence Day, a 21-year-old college student, Benjamin Smith, went on a three-day shooting rampage in Illinois and Indiana, killing one African American man and one Korean American man, and injuring nine other Jews, Asian Americans, and African Americans. This cross-cultural carnage is an important reminder that hate crimes need be taken seriously by both the Asian American community and the American public at large. After September 11, 2001, Americans who made no distinction between the terrorists who attacked the World Trade Center and people who looked like them started shooting, harassing, and violating the civil rights of South Asians, Filipino Americans, Latinos, and others who looked "Middle Eastern," as well as Arab Americans and Muslim Americans This 1982 incident bore frightening similarities to the anti-Chinese hysteria of the 1880's, when a nationwide recession led to the Exclusion Act of 1882. This 1882 Act barred immigration of Chinese laborers, denied citizenship to all resident Chinese, and prompted angry mobs to attack and destroy Chinese American communities across the West.

She passed away 10 days ago at age 82, just before the 20th anniversary of his murder. Vincent Chin, a 27-year-old Chinese American, died on June 23, 1982, at the hands of two disgruntled Detroit autoworkers who mistook him for Japanese. One held him down. The other bashed his skull with a Louisville Slugger baseball bat, not once but four times. They were never punished, despite two federal civil rights trials. A subsequent civil suit won a $1 million judgment against Ronald Ebens, who wielded the bat, but he made good his boast that Chin's mother would never see the money. At the time, I was working for the old Herald-Examiner in Los Angeles and even on the diverse West Coast, I could see tensions ratcheting up over Japan's seemingly invincible prosperity and America's economic decline in the early 1980s. I remember feeling revulsion and fear at the killing. Had I crossed their paths in Detroit, maybe Ebens and his stepson, Michael Nitz, would have hunted me down instead of Chin. Wrong place. Wrong time. Wrong looks.

In its civil rights complaint with the U.S. Commission on Civil Rights, the coalition said that members of Congress, the Democratic National Committee and National Republic Senatorial Committee and others have contributed to a hostile racial environment for Asian Pacific Americans. "Five years ago, the United States Commission on Civil Rights issued a comprehensive report on Civil Rights Issues Facing Asian Americans in the 1990's," Chen said. "The Commission found that despite certain economic and educational accomplishments of some in the Asian Pacific American community, Asian Americans continue to face substantial barriers to full equality. "Specifically, the Commission found that anti-Asian sentiment, racial stereotyping, persistent perception of Americans of Asian descent as foreigners, Asia-bashing by public leaders, and unbalanced and insensitive media coverage not only impedes their political empowerment and socio economic progress but also contribute to a hostile and violent environment against Asian Americans," Chen added.

Employment Opportunities Department of Fair Employment and Housing Director's Biography Dennis Hayashi Director Dennis Hayashi was appointed Director of the Department of Fair Employment and Housing (DFEH) by California Governor Gray Davis in March 1999, the first Asian Pacific American appointed to this post. The Department is the largest state civil rights agency in the country, and is charged with protecting and safeguarding the civil rights of all Californians. It accepts, investigates and resolves complaints alleging unlawful discrimination based on race/color, national origin, ancestry, sex, age, religion, physical and mental disability, medical condition, and marital status in employment, housing and public accommodations. The Department also enforces the Ralph Civil Rights Act, which prohibits acts of hate violence, and the California Family Rights Act, which provides protection for families with children and individuals with disabilities. Prior to his present position, Mr. Hayashi worked for six years in the Administration of President Bill Clinton. From 1993-1997, he served as Director of the Office for Civil Rights (OCR) in the US Department of Health and Human Services. As director of OCR, Mr. Hayashi was responsible for ensuring that programs and activities receiving funds from the Department of Health and Human Services were in compliance with all civil rights laws, including Title VI of the Civil Rights Act of 1964 which prohibits discrimination based on race, color, and national origin; Section 504 of the Rehabilitation Act of 1973; the Americans with Disabilities Act which forbids discrimination against disabled persons; and the Age Discrimination in Employment Act of 1967.

According to DARPA's own documents, TIA will collect and mine vast amounts of information on the American public, including telephone records, bank records, medical records, and educational and travel data. TIA also proposes to connect with a massive system of biometric identification. There are no systems of oversight or accountability contemplated in the TIA project. DARPA itself has resisted lawful requests for information about the program pursuant to the Freedom of Information Act. Newspapers across the country have blasted the Department of Defense surveillance system. The New York Times said today that "Congress should shut down the program pending a thorough investigation."
