American Forces Press Service That's changed over the years, and Chu these days, as the undersecretary of defense for personnel and readiness, is in the best position to know. Sworn in as undersecretary on June 1, 2001, Chu is the defense secretary's senior policy adviser on recruitment, career development, and pay and benefits for 1.4 million military personnel, 1.3 million National Guard and Reserve personnel and 680,000 Defense Department civilian employees. Even with the large cutback in military personnel in recent years, he said, there were 6,636 officers, 330 warrant officers and 46,220 enlisted personnel of Asian Pacific ancestry serving in the armed forces as of March, 2002.

Press Release THE USO AND THE ASIAN AMERICAN HOTEL OWNERS ASSOCIATION (AAHOA) SUPPORT AMERICAN TROOPS WASHINGTON, DC, July 9, 2002 - The USO and the Asian American Hotel Owners Association (AAHOA) will sponsor "101,000 Room Nights for America," to honor U.S. service men and women who are defending our freedom. The promotion will enable the USO to continue its mission of providing quality programs and services to the U.S. Armed Forces and their families stationed overseas.
"101,000 Room Nights for America," a program established by AAHOA in October 2001, collects donations from member hotel owners across the U.S. in the form of vouchers for a complimentary night stay in one of their lodging properties. These properties span across the spectrum of the hospitality industry and the nation, from franchised to independent properties and from Atlanta to San Francisco.
The "101,000 Room Nights for America" program will provide deployed service members the opportunity to enjoy a complimentary room for one night as they return to the U.S. from their deployment. JANUARY Martin Luther King, Jr. Birthday, Observed Dr. King's birthday, January 15, 1929, was first celebrated as a national holiday in 1986. FEBRUARY 1 through 28 African-American History Month Established as Negro History Week in 1926, the observance was expanded to a month-long celebration in 1976 during America's Bicentennial activities. USO Birthday Founded on February 4, 1941, the USO was a collaborative effort of the Salvation Army, the YMCA, the YWCA, the National Jewish Welfare Board, and the National Catholic Community Service to provide recreation for on-leave members of the U.S. armed forces and their families. MARCH 1 through 31 Women's History Month The observance, begun in 1981 as National Women's History Week, was expanded to a month-long celebration in 1987. APRIL National Library Week First observed in 1958, this national event is sponsored by the American Library Association and libraries across the country to celebrate the contributions of our nations libraries and librarians to promote library use and support.

    The Struggle for Citizenship There are voices and experiences that have routinely been excluded in mainstream accounts of American history. These include the voices and experiences of people of color, of women, and of working people. In addition, many people have been denied the basic rights of law. People have been limited in access to employment opportunities, education, housing and more based on gender or race, as well as religion, class, disability or sexual orientation. As shown above, legislated immigration exclusion affected Asian Americans in unique and profound ways. But more profoundly, once Asians were in the U.S., they were also excluded from citizenship. Naturalization is the means by which the U.S. government has conferred "American-ness" to immigrants. For most of their history, Asians were deemed "aliens ineligible for citizenship" and could not be naturalized. Thus, the view of Asians as "not American" has another significant historical root besides immigration exclusion; the exclusion of Asians from naturalization rights has also deeply impacted on the experiences of Asian Americans and how they are perceived in the U.S. The Bill of Rights was signed over 200 years ago in 1790. In that same year, Congress passed the Immigration and Nationality Act, which limited eligibility for naturalized citizenship in the United States to "free white persons." After the Civil War, the Act was amended in 1870 to entitle "alien Africans" to become naturalized citizens. But Asians were still excluded from naturalization. This exemption was not lifted for all Asian ethnic groups until 1952. In short, Asian immigrants were legally forbidden from becoming U.S. citizens until less than 50 years ago. In this sense, the "foreigness" of Asians in the U.S. has little to do with their cultural background or historical presence in this country and everything to do with legislation that forbid Asians to become "American," keeping them legally "foreign."

    Jacqueline H. Nguyen could not have predicted her future on the day in 1975 when she and her family huddled inside a U.S. military helicopter as they escaped war-torn Saigon.
    Later, in the United States, her parents worked around the clock to save enough money to open a doughnut shop in North Hollywood. Nguyen studied between customers, won a full academic scholarship to college and went to law school, though she had never met an attorney.
    The 37-year-old federal prosecutor was appointed Tuesday to the Los Angeles County Superior Court, where she will become the first Vietnamese American woman to serve on the California bench.
    She will be joined by another Asian American immigrant, Tammy Chung Ryu, 41, whose judicial appointment on Friday will make her the first female Korean American state judge in California.
    Both women immigrated to California as children, helped their parents run small family businesses, attended the same law school and became respected attorneys. Their appointments by Gov. Gray Davis represent the changing ethnic and gender composition of the California judiciary.
