News 14th May 2002 CPS EXCEEDS MINORITY ETHNIC STAFF TARGETS FOR 2005 Targets for minority ethnic staff have been achieved three years early, statistics published today by the CPS reveal. The figures were welcomed by the Attorney General, Lord Goldsmith QC, at the launch of the Service’s new Race Equality Scheme. Under the Race Relations (Amendment) Act 2000, all public bodies have a duty to promote race equality and to tackle institutional racism. The CPS is one of the first government departments to publish its three-year plan, which explains how the organisation will tackle race equality in the CPS. The Attorney General, Lord Goldsmith QC said: “The Government’s commitment to tackling social exclusion and poverty are closely tied in with achieving fairness across the board in all the working practices of the criminal justice system. “The CPS has a major part to play in ensuring our communities are safer, and that the diverse elements in our society feel equally protected by the law. That is why it makes sound ‘business sense’ for the CPS to incorporate concerns about race equality into the very core of its strategic planning. “The CPS has made major strides in promoting fairness and diversity at every level of the organisation. testified that some online communities elect cyberjudges to hear
disputes. Sloviter asked if realspace judges "can escape to this
community?" Judge Stewart Dalzell wondered: "How are they selected?
Is there impeachment?" The court's questions of Rheingold who appeared in a glowing blue suit, an iridescent pink shirt, and the first tie he's worn in a decade showed that the judges hearing our challenge to the CDA are trying hard to understand the Net. But while the three-judge panel was fascinated by Rheingold, they just didn't connect with him.

Spamming and Spoofing
Background Notes Spam arguably stands on more tenuous legal footing than its more conventional cousins, direct mail and telemarketing. There are two primary reasons for this. The first is that spam imposes transactional costs directly on the recipient. Direct mail and telemarketing calls might fill your snail mailbox or spoil a quiet dinner at home, but it is the sender or caller who pays the postage or the phone bill to get its message to you.
Spam, on the other hand, arrives at your e-mail in box postage due, or as a collect call, because you, the recipient, pay to download the piece of spam or incur an additional online charge as a result. While direct mailers and telemarketers communicate their message only through quasi-public means, the postal system and telephone lines, spammers rely, in part, on the equipment and services of private “actors” - ISPs, online communities, and networks - to deliver the spam.
Understanding that many Netizens object to spam, spammers employ a variety of methods to disguise their spam. One common method involves constructing the e-mail message so that it appears to the recipient to come from a someone other than the actual sender. Known as “spoofing,” this method allows the spammer to hide his own identity and avoid dealing with the inevitable angry replies which are routed to the innocent third party or a nonexistent address. Another common identification avoidance method is to alter or remove part of the return path information. This method is referred to by some as “cloaking” and by others as merely another version of “spoofing.”

Dear Attorney General Ashcroft: We are writing to express our grave concern about a proposed change in a decades-old Department of Justice (DOJ) policy precluding state and local law enforcement officers from becoming entangled in enforcing the civil provisions of the immigration laws. We understand that a number of police departments and associations have expressed opposition or strong reservations about the proposed change. We urge you to take this opportunity to rethink this proposal and to consider other ways your Department can achieve its anti-terrorism and other law enforcement goals without changing the current legal authority of state and local law enforcement agencies. According to a 1996 Office of Legal Counsel (OLC) memorandum, while state and local police may lawfully assist the Immigration and Naturalization Service (INS) in certain respects, "[s]tate and local police lack recognized legal authority to stop and detain an alien solely on suspicion of civil deportability, as opposed to a criminal violation of the immigration laws or other laws." We believe this analysis is sound, and that any change would be vulnerable to legal challenge. Involving state and local law enforcement in immigration status issues will have a severe impact on the civil rights and civil liberties of immigrant communities. Such a policy will increase racial profiling and other unjustified stops, not only of undocumented workers, but also of legal residents and United States citizens who "look foreign." As you are aware, many of these problems have plagued earlier efforts of state and local law enforcement officers to become involved in civil immigration enforcement. For example, an effort in 1997 in Chandler, Arizona on the part of local police to enforce immigration laws resulted in widespread civil rights abuses, including unjustified arrests of legal residents and citizens of Mexican descent, severely strained police and community relations, and lead to substantial liability on the part of the municipality.

Operation Decrypt Leads to Charges Against 17 For Developing Technology Used to Steal Millions of Dollars Worth of Satellite TV The victims of the hackers and hardware distributors are satellite programming providers such as DirecTV and DISH Network, companies that lose millions of dollars every year from satellite signal piracy. Additionally, members of the Motion Picture Association of America lose millions of dollars every year in unpaid royalties when satellite programming is stolen. In an illustration of the scope of the problem, one defendant already has pleaded guilty and admitted that he was responsible for losses of nearly $15 million. Another nine defendants have agreed to plead guilty to charges based on conduct that also caused significant losses. Six of the remaining defendants have been named in four indictments that were returned by a federal grand jury in Los Angeles last month and unsealed this morning. One additional defendant has been charged in a criminal complaint. In October 2002, FBI agents in seven states executed search warrants at the homes of many of the targets. Agents seized numerous computers and illegal decryption devices as part of the investigation.
