Debating the safety of ATVs

August 28, 2002 All-terrain vehicles, or ATVs, are a controversial subject. For those who ride, ATVs are an exciting way to spend time outdoors. Others view the vehicles as a noisy threat to the environment. A recent study conducted by consumer, children's and environmental groups says ATVs are a serious health threat to children and that the industry needs stricter regulation. Over the past 20 years, more than 4,500 Americans died riding ATVs. Of those deaths, 38 percent were children under 16. Half of those, were under the age of 12.

Advocates want a ban for children under 16

of the Journal Sentinel staff Last Updated: Aug. 20, 2002 All-terrain vehicles are injuring and killing too many kids, consumer and other advocacy groups said Tuesday in calling for federal product safety regulators to bar children under 16 from riding ATVs. The advocacy groups, led by the Consumer Federation of America, cited statistics that show the number of children under 16 injured by ATVs has nearly doubled from 1993 to 2001, when nearly 35,000 were injured. The call for a ban on ATV riding by children under 16 comes at a time when sales of all-terrain vehicles in Wisconsin are booming, in part because low snowfall totals in recent years have prompted some snowmobilers to turn to ATV riding.

MANHATTAN All terrain vehicles have become indispensable for some farmers. However, ATVs can also be dangerous if safety precautions aren't followed. The Consumer Product Safety Commission has been tracking ATV safety issues for several years and reports accident and injury rates are increasing at a rate higher than would be expected, based on new sales of the vehicles. The CPSC's data supports the conclusion that ATVs are dangerous and are often used improperly resulting in injury to the rider. The use of personal protective equipment is the first step toward ATV safety, according to Kansas State University Research and Extension's agriculture aafety specialist John Slocombe. An ATV is not a toy. An ATV handles differently from all vehicles. A collision or rollover can occur quickly, even during routine manoeuvres such as turning and driving on hills and over obstacles, if you fail to take proper precautions. Always read the Owners Manual carefully and follow the operating procedures described. Pay special attention to the warnings contained in the manual and all the labels on the machine. The manufacturer advises that no one under the age of 18 years should operate this ATV and you should be aware of the requirements of the Agriculture (Accidents to Children) Regulations 1958. Never carry a passenger on an ATV. Carrying a passenger may upset the balance of the ATV and may cause loss of control.

NEW YORK - States that require all-terrain vehicle (ATV) riders to use helmets and other safety equipment or that have safety requirements for the machines themselves have a lower ATV-related death rate than states with no safety legislation, new study findings show. ``States (with no safety laws) such as West Virginia, North Carolina and Mississippi should strongly consider passing ATV safety laws in order to protect ATV operators,'' study author Dr. James C. Helmkamp of West Virginia University told Reuters Health.

    A Little History and
    The Safe Use of Your ATV
    ATVs are not toys and they can be dangerous to operate. They handle differently from other vehicles and are less safe than cars and trucks in a variety of ways. The all-terrain vehicle (ATV), also known as a three, four or six-wheeler, was initially developed in Japan as a farm-to-town vehicle for use in isolated, mountainous areas. When the ATV first appeared in the United States in the 1970s, it was promoted and sold as a recreational vehicle designed to provide "thrills" for the rider. By the mid-eighties the ATV was used both for recreational purposes and in agriculture. It was found to be an efficient and economical substitute for the pickup truck, the horse, the tractor, and even for walking in many operations. ATVs can now be found on all types of farms, ranches, groves, in the forest, on golf courses, and in recreational pursuits. Today ATV sales have soared and the number in recreational use, by far out numbers the agricultural uses. Ten Main Rules of ATV Safety
