Background
Last year the USITC agreed that action is necessary to prevent injury to the domestic lamb market by excessive imports, primarily from Australia and New Zealand. In July 1999, President Bill Clinton ordered three years of tariffs on lamb imports from those countries and for $100 million to be spent over three years to help the industry improve its competitiveness in the global economy.
NLPA Position

A free market is vital to a healthy economy. Government intrusion into the market interferes with economic dynamics such as price discovery, availability, elasticity and other supply / demand relationships and shifts in those respective curves. National Livestock Producers Association believes that in most cases, allowing a market to find equilibrium on its own is the best policy. However, when trade barriers create dangerous unbalance and excessive situations, such as dumping, persist, then government must act to ensure its domestic industry remains viable.
Current Status Import quotas, countervailing duties and other forms of tariff enable market prices to settle at more equitable levels, allowing domestic production to more adequately compete. In the case of Australian and New Zealand lamb imports, NLPA supports the 201 trade action and its three-year expected lifespan. This time will enable the U.S. sheep industry to move their production and marketing systems into a more competitive fast track.

Statistics EU-New Zealand bilateral relations
May 2002 1. The context: international trade New Zealand international trade is largely depending on its agricultural products. However, recent trends show that it is moving away from this dependence in favour of manufacturing products and services, and also tourism. New Zealand is ranking on 43rd position in world trade.
2. EU-New Zealand bilateral relations At the EU-New Zealand Troika Ministerial meeting at 6 May 2002 in Madrid EU and NZ stressed their excellent relations in the trade and foreign policy field. The Commission's objective, to consolidate the already good working relationship with New Zealand and to take a more forward-looking approach to the relationship, was met. a) Trade in goods New Zealand depends on international trade. The EU is NZ's 2nd trading partner (after Australia) with increasing trade figures since 1990 and resulting in 2000 in a total trade of 4.4 mio Euro. NZ exports to the EU are increasing and slightly higher (0.14 mio Euro) than its imports. Exports consist mostly (80 %) of agricultural products (in 2001 mainly sheep meat, wool, dairy products, fruits) and to a minor extent also machinery and aluminium.

Introduction Mutual Recognition Agreements are established between the Community and the Government of third countries, which are on a comparable level of technical development and have a compatible approach concerning conformity assessment (For more information consult the site of DG TRADE) These agreements are based on the mutual acceptance of test reports, certificates and marks of conformity issued by the conformity assessment bodies of one of the Parties of the Agreement in conformity with the legislation of the other Party. Seven Mutual Recognition Agreements on conformity assessment between the European Community and third countries entered into force on: 1/12/98 with the United States, 1/11/98 with Canada, 1/1/99 with Australia and New Zealand, 1/5/00 with Israel in the Sector of Chemicals Good Laboratory Practices (GLP), 1/1/02 with Japan and 1/6/02 with Switzerland. NEW ZEALAND SIGN MUTUAL ACCEPTANCE AGREEMENT
ON OENOLOGICAL PRACTICES
TORONTO, CANADA
"This agreement is a breakthrough for world wine trade that recognizes the effectiveness of other country's regulatory and enforcement systems for assuring that producers comply with its country's standards," said John De Luca, president and CEO of the Wine Institute in San Francisco. "We hope other countries will participate in the agreement and liberalize wine trade." In other provisions, the agreement will establish transparency requirements and consultation and dispute mechanisms. The agreement does not limit signatories' rights or obligations under the World Trade Organization Agreements, including the right to take measures for the protection of human health and safety. Future work includes negotiation of a wine labeling agreement that will simplify export labeling. Argentina and South Africa participated in the negotiation of the agreement, and have the option to sign it prior to March 31, 2002. Other countries can accede to the agreement under the procedures and conditions established in the agreement.
