In August this year large parts of Austria, as in many European countries, were badly hit by floods, ruining many small businesses, farmers and traders. In similar fashion to the German government, the Austrian coalition decided to delay the implementation of planned tax cuts to make money available to the victims of the flood. Haider immediately expressed his opposition to the plan, arguing that the tax cuts had been agreed and it was no longer acceptable for the government to reverse promises it had made in the course of its election campaign. Following the refusal by members of the FP sitting in government to follow his line, Haider threatened to call a special party conference to discuss the issue. Since then, conflicts inside the FP have intensified. The former FP members of the government have accused Haider of wantonly and unnecessarily sabotaging and destroying the work of a successful government, while Haider has sought to group together the most right-wing forces inside the party for his political offensive.

Should the negotiations fail, the most likely result will be the calling of new elections, where the Freedom Party could count on substantial gains in light of the general antipathy toward the grand coalition and anger over the torturous negotiations. Klestil, who stressed during the presidential election campaign two years ago that he considered Haider and the FPÖ suitable for government, has now publicly spoken out against their participation. After the failure of the negotiations between the Social Democrats and People's Party, he asked former chancellor Klima to try and form a social-democratic minority government. This step, unique in Austrian history, caused an ÖVP functionary to remark that Klestil was moving "close to the edge of a putsch". The head of the Austrian trade union federation, Fritz Verzetnitsch, also signalled his agreement to the new coalition with the words, "One can not alter election results."

June 10, 2000 International Tribunal for U.S./NATO warcrimes in Yugoslavia THE ROLE OF THE AUSTRIAN GOVERNMENT IN THE RAMBOUILLET ACCORDS by Gregor Neussel Gregor Kneussel, from the Austria-Yugoslav Solidarity Committee, is one of the organizers of the Austrian war crimes tribunal. The Rambouillet accords had conditions that amounted to the occupation of Yugoslavia by NATO armies. Kneussel spoke about the role of constitutionally neutral Austria in delivering this NATO ultimatum. Austria declared a state of neutrality after the Second World War, which forbids it from joining any military alliance and siding with any other country in a war. In August 1999 the Austrian government once more took part in the actions against Yugoslavia. Wolfgang Petritsch was the Austrian ambassador in Belgrade at that time, and he was sent to Kosovo to represent the European Union in the Contact Group that was supposed to solve the conflict in Kosovo. Together with Christopher Hill, the US representative in that Contact Group, Petritsch was preparing the Rambouillet negotiations and delivering an ultimatum to the Yugoslav government. In fact NATO had already threatened to bomb Yugoslavia in October 1998, five months before the Rambouillet negotiations started. The so-called Rambouillet agreement was signed by the Albanian side and also by Wolfgang Petritsch, but the Yugoslav and the Russian representatives did not sign it. At that time in March 1999, the content of the so-called Rambouillet agreement and the Annex B as NATO and EU proposed it was not known at all to the public. Mr Haider has in the past made statements expressing sympathy for the Nazi era. He has since recanted these views but other recent statements by the Freedom Party have also brought into question the party's democratic orientation and commitment to human rights. It is for the Austrian people to decide their own government. However, I am concerned that Austrian democracy could be put at risk if extremist views expressed in the past were ever put into practice. Australia is a country which took a strong stand against the Nazis, fought alongside our anti-Nazi allies in World War II and is home to many victims of the Holocaust. The formation of a government which includes a party and a prominent public figure linked with the Nazi era and its politics of hate is therefore likely to be received with considerable discomfort in Australia.

Date: April 22, 1997 Today the Austrian Government approved the participation of up to 130 Austrian troops in the Multinational Protection Force (MPF) in Albania for a preliminary period of three months. In an official statement, the Austrian Government based the decision on UN Security Council resolution 1101 (1997) and the decision of the OSCE of March 27, 1997, to meet the request by the Albanian Government to invite a group of OSCE countries to assist the Albanian Government in its efforts to contribute to the solution of current problems in the country. The decision of the Austrian Government needs further approval by the Austrian Parliament which is expected later today. An advanced command of 30-40 troops will arrive in Albania on April 24. The remaining unit will be deployed before April 29. The Austrian unit will operate within an Italian contingent. Its main task will be the protection of the headquarters of international organziations in Tirana.

Media Release May 17 th Journalists Condemn Austrian Government Over Threat To Jail Investigative Reporters Amidst growing concern over media developments in Austria, the International Federation of Journalists and its regional organisation, the European Federation of Journalists, today called on the Austrian Government to abandon plans to introduce new laws that would "stifle democratic debate and send decent journalists to jail". "The government is in danger of making the media a political battleground in which the main casualty will be press freedom," said Aidan White, IFJ General Secretary. The IFJ says a plan by Dieter Böhmdorfer, Austria's Minister of Justice, to criminalise certain journalistic investigations under the code of criminal procedure "will inhibit legitimate investigative journalism. It should be abandoned immediately." The Minister plans to outlaw the publication of court files and internal government papers considered to be "forbidden material". Journalists could be fined or jailed for up to six months for breaching the new rules. "This is an attempt to silence media that are critical of the authorities," said Aidan White. "What is happening here is not about discretion and respect for personal privacy, but political interests trying to get the media off their backs."

Media Release May 22 nd IFJ Backs Sarajevo Strike As Journalists Fight To Preserve Independent Newspaper The International Federation of Journalists, the world's largest journalists organisation, expressed its solidarity today to striking journalists of Bosnia Herzegovina's oldest daily newspaper Oslobodjenje "Six years ago this newspaper was a symbol of defiance in the struggle for democracy during the Bosnia war," said Aidan White, IFJ General Secretary, "now the journalists are fighting to preserve the paper's traditions and to create decent conditions for the future." The strike, which started on May 17th, came after several months of negotiating on the following crucial issues: repayment of wages owned for the past ten months, social and health insurance, and new management as the existing management appears to be inactive on the issues in question. "After 58 years of publications - even during the darkest days of bombardment and siege in Sarajevo, it is a shocking indictment of the new management that journalists have been forced to stop work to achieve their basic rights," said Aidan White. The IFJ, and its regional organisation, the European Federation of Journalists, is calling on all of its members around the world to express their solidarity with the Sarajevo strikers and to press the management to return to the negotiating table and to reach and agreement that will guarantee basic social rights to the editorial workforce. The management have refused to give information about the state of the company's finances after its recent privatisation.
