Mason Advises Austrian Government on Public Safety Digital Mobile Radio Mason Communications, in partnership with Vienna-based consultants, Austroconsult, has been awarded a contract to assist the Austrian Government to procure a national digital mobile radio service for public safety organisations. Work is already underway on this 12-month contract for the Austrian Ministry of Interior. After deciding that a digital trunked mobile radio service would provide a secure environment for the transmission of voice, data and text messages by radio, the Ministry has asked the Mason/Austroconsult partnership to develop an invitation to tender for the service, as well as evaluating tenders received and advising the Ministry in contract negotiations. Mason/Austroconsult will also assess the operational suitability for police mobile communications of two commercial TETRA systems currently in use in separate regions of Austria. In addition, they will produce financial models to assist the Ministry to decide on the best approach for infrastructure procurement, including whether the Government should have a share in the operating company. This project is the latest in a long line of digital mobile radio assignments which Mason has undertaken in Bahrain, Greece, the Isle of Man and the UK.

Austria has, up till last week, always said it would block its neighbors' membership as long as the Czechs insist on running Temelin. But this position has isolated Austria within the EU as none of the other member states wants to take such a strong position. The 29 November agreement concluded the so-called Melk process in which the two countries have tried to resolve differences over Temelin (see WISE News Communique : "Temelin-1 to 75% then closed again after incident"). Elections have been called for 24 November, with chancellor Wolfgang Schüssel, leader of the conservative ÖVP, under pressure from the ruling class to end any collaboration with the ‘unreliable’ FPÖ. The crisis was triggered when the government used the summer’s catastrophic floods as a reason to postpone tax ‘reform’. Part of these measures would have benefited those on lower incomes, by which the FPÖ hoped to win back some of the support it has lost since joining the government in 2000. Facing the possibility of big losses in the elections originally due in 2003, and fearing being sidelined within the FPÖ leadership, Haider acted. He suddenly announced that he was no longer in favour of a government plan to buy 18 new Eurofighter jets, which was already very unpopular. He called for tax reform to go ahead. The FPÖ wants to veto European Union (EU) enlargement and is exploiting the fears of working people with an aggressive campaign against the ‘threat’ of immigrants from new EU states. However, enlargement is vital for the Austrian capitalists and they cannot allow the FPÖ to complicate economic relations.

The European Union slapped sanctions on the country as a punishment for allowing the far-right, anti-immigrant party into power and the country suffered months of international isolation as a result. Last night the vice-chancellor and FPO leader, Susanne Riess-Passer, announced her resignation along with the finance minister, Karl-Heinz Grasser, and the leader of the parliamentary faction, Peter Westenthaler, following a dramatic and drawn-out internal party leadership battle. Political commentators were last night unanimous in their belief that the collapse of the FPO's leadership would pave the way for Mr Haider - who handed over the reins of power to Ms Riess-Passer almost two and a half years ago - to reinvent the party as an extreme right bloc. Loyalists of Mr Haider have recently been holding discussions with far-right parties across Europe about the possibility of establishing a pan-European far-right bloc. Starting from one of the main railway stations the protestants marched through the city and the demonstration ended at around 7 pm at the Place of the 12th of February close to the Karl-Marx- Hof. Today the demonstration was accompanied by a sound-truck on that famous Austrian DJs played music under the slogan "Sound- Politicization". Beatrice Cady reports: The Austrian government has agreed to give Czech forced labourers compensation totalling 501 million Austrian schillings (about 1,3 billion Czech crowns or 30 million USD). Up to sixteen thousand Czechs should benefit from this measure. According to the agreement, there were three categories of forced labourers: the first category, prisoners of concentration camps, will receive 105,000 schillings per person ( 273,000 Czech crowns or around 6,825 USD). The second category, industrial workers, will be granted 91,000 Czech crowns per person (2,300 USD), and the third category, agricultural workers, will receive around 52,000 Czech crowns (around 1,300 USD). About 75% of Czech forced labourers belonged to the second category, as they were employed in Austrian industries.

Anti-fascist demonstrations involving tens of thousands have taken place in Paris, Amsterdam and other cities. At the level of bourgeois politics, the European Union and Israel have begun a partial diplomatic boycott. Inside Austria itself, labor and left groups have held several large demonstrations, while smaller ones involving thousands occur almost daily in Vienna. One on Feb. 19 drew over 200,000 workers and youth onto the streets of Vienna, including many delegations from abroad. Among the posters were ones connecting Joerg Haider and Slobodan Milosevic. The large turnout led many immigrants to express the idea that they no longer felt so alone and would be more confident about speaking out and joining demonstrations against Haider. Repeatedly, Austria has shown itself a society that has yet to acknowledge its history of complicity with Nazism. It is notable that anytime the Islamic regime has faced a major crisis, it has persecuted religious minorities, especially Bahais and Jews, as agents of foreign governments. It should be mentioned that none of the so-called "reformists" has ever taken a stand to defend the rights of these minorities in Iran. Eight of the defendants have "confessed" but four have refused to accept these sham charges. The Islamic regime has a history of "confessions" that were extracted by torture and threats. Soon after Iranian TV broadcast the "confessions," Ayatollah Ali Khamenei gave a Friday sermon in which he once again defended Roger Garaudy, the French former Communist and now Islamicist, for having denied that the holocaust of Jews ever took place. If that's the case, we're in trouble. A year ago, the far-right Freedom Party, led by Jorg Haider, sent shock waves rippling through Europe when it joined the Austrian government as an equal coalition partner. A Porsche-driving, populist firebrand with a proclivity for making pro-Nazi statements, Haider built his party into a major political force by scapegoating immigrants and trawling the sewers of ethnic prejudice for votes. Shocking levels of anti-Semitism persist today in Austria, where 50 percent of the population believes that Jews were responsible for their own persecution, according to a survey published by the Austrian newsweekly Gor, and 37 percent said they were "not sure" they could shake hands with a Jew. Catering shamelessly to this constituency, the Freedom Party emerged as the top vote-getter among the Austrian working class and people under 30 in what proved to be the strongest showing of a right-wing extremist movement in Western Europe since World War II. The future belonged to Haider and his cohorts, or so it seemed.

"Austria got today the first federal government since the end of World War Second with a big participation of Nazis," curator Robert Fleck stated in an email communication to the Self-Organization of the Information Society. (SOIS) Fleck urges international artists and curators to no longer exhibit in Austria. "It has now become absolutely impossible, in moral terms, for any artist, gallerist, museum curator or collector, to exhibit any longer in Austria, or to cooperate with any Austrian institution," he states. "There is only one question to ask: would you have exhibited in Nazi-Germany? Only with a complete boycott of the local artlife, we can help the Austrian artists to survive." Fleck, who curated the exhibition A CENTURY OF ARTISTIC FREEDOM at the Secession in Vienna 1998, was born in Austria, and is currently located at the ERBAN-Ecole Regionale des Beaux-Arts de Nantes in France.
