THE history OF CARICOM. with the task of promoting the regional development process. theAgreement Antigua and Barbuda, Barbados, the bahamas, Belize, Dominica
    http://www.caricom.org/history.htm
THE HISTORY OF CARICOM T he establishment of the Caribbean Community and Common Market (CARICOM) was the result of a 15-year effort to fulfil the hope of regional integration which was born with the establishment of the British West Indies Federation in 1958. It was a Federal Government drawn from 10 member islands. Although a plan for a Customs Union was drawn up, emphasis was not placed on economic aspects of Federation during the four years of its existence. Economically the Region remained as it had been for centuries and not even Free Trade was introduced between the Member Countries during this period. The West Indies Federation came to an end in 1962 but its end, in many ways must be regarded as the real beginning of what is now the Caribbean Community. T he end of the Federation meant the beginning of more serious efforts on the part of the political leaders in the Caribbean to strengthen the ties between the islands and mainland by providing for the continuance and strengthening of the areas of cooperation that existed during the Federation. To this end in mid-1962 a Common Services Conference was called to take decisions on these services, the major ones among them being the University of the West Indies (UWI), founded in 1948 and the Regional Shipping Services set up during the Federation to control the operation of the two ships donated in 1962 by the government of Canada - the Federal Palm and the Federal Maple.

RBC Royal Bank of Canada's history in the Caribbean goes back a long way. In fact, the bank established branches in the Caribbean before some of Canada's western provinces.
Strong maritime roots influenced its representation throughout the West Indies and the Caribbean. Its commercial relations with the West Indies began with a group of merchants from Halifax, Nova Scotia, who formed the Merchant's Bank in 1864, and were engaged in the thriving sea-going trade between Halifax and the West Indies. In those days Canadian southbound ships carried mainly flour, codfish and timber, returning north with their cargoes of sugar, rum, cotton and spices.
Through branches established in all major trade centres in the Caribbean, RBC offered valuable facilities for promoting trade.
    Early days
The bank's first venture south was Bermuda in 1882 followed by Cuba in 1899. By 1914, the bank's international network included Puerto Rico, Bahamas, Trinidad, Jamaica, Dominican Republic, Barbados, British Honduras (now Belize) and Grenada. In that same year, RBC purchased the British Guiana Bank that had opened in 1836. By 1984 the bank had opened a total of 15 branches in Guyana (formerly British Guiana) and in November 1984 RBC ceased to operate in Guyana. The Bio-diversity Centre in Georgetown, created to study Guyana's largely intact rain forest, was built with funds from RBC's operations in Guyana, since it was impossible to take them out of the country due to foreign exchange restrictions.

    Background
In accord with the multilateral agreement, CAREC was established for a 10-year period beginning on 1 January 1975. The Governments signatory to the agreement also consented to make quota contributions providing approximately 60 per cent of CAREC's core budget, the remaining 40 per cent to come from PAHO/ WHO, and the Overseas Development Ministry of the U.K.
    THE TRINIDAD REGIONAL VIRUS LABORATORY
A field station was maintained by the Laboratory in Bush Bush Forest in the Nariva Swamp. At this station, studies were carried out continuously on the arboviruses of Trinidad. At various times, similar studies were conducted in other parts of the island. In 1967, field activities were concentrated at Turure Forest near Sangre Grande. Many viruses were recovered from this area. The laboratory also provided training to research workers and technicians who came from different parts of the world on Rockefeller Foundation or World Health Organization fellowships.

Partners April 1977 - Comair was founded in Cincinnati by the father-and-son team Raymond and David Mueller. The first scheduled flights were operated with three Piper-Navajo aircraft between the cities of Cincinnati, Cleveland, Detroit and Akron-Canton. Raymond Mueller was Comair's first President and David Mueller, serving as Executive Vice President also flew many of the flights. As the company grew, Comair added larger nine-passenger Piper-Chieftain aircraft to the fleet. The company implemented a major program to re-equip the airline with more modern turbo-prop aircraft and started flying the Embraer Bandeirante aircraft, manufactured in Brazil by Embraer Aircraft Corporation. To support the growth and capital requirements to upgrade the fleet, Comair went public. In July, Comair Holdings, Inc. common stock began trading under the symbol COMR in the NASDAQ National Market System. In December, Comair started its relationship with Delta Air Lines, when Comair became a part of the Deltamatic computerized reservation system. In September, Comair became a Delta Connection carrier. The marketing agreement with Delta Air Lines enhanced opportunity for Comair by allowing their airline to operate flights under the DL code and coordinate schedules for more efficient connections. In 1986, Delta Air Lines purchased about 20% of Comair's common stock. Comair also started Comair Jet Express, a provider of on-demand air charter service. Comair became the first airline in the United States to fly the 30-passenger Saab 340 turboprop aircraft.

This survey was intended to furnish the IBE with a preliminary overview of the priorities in curriculum development in the Caribbean, providing the basis for discussion with the countries concerned of a programme proposal for the sub-region.

    THE REGIONAL SECURITY SETTING
Throughout the period of British rule from the early nineteenth century until the move to independence in the 1950s and 1960s, the Commonwealth Caribbean islands relied on British protection. After independence, however, the islands to some extent went their separate ways and were preoccupied by their own national interests and security and defense concerns. In the late 1980s, these islands were still a largely undefended region; only Antigua and Barbuda, the Bahamas, Barbados, Jamaica, and Trinidad and Tobago maintained defense forces, ranging in size from about 100 to 2,100 members (see table 10, Appendix A). Despite their relative unimportance in terms of territorial size, population, and gross domestic product (GDPsee Glossary), the English-speaking Caribbean islands were a factor in the interAmerican system in the 1980s owing in large part to the strength of their voting bloc (a solid one-third of the OAS members). Because of this regional identity, scholars have recognized the Englishspeaking islands as constituting a subsystem of the Latin American system. One specialist on Commonwealth Caribbean affairs has observed that West Indian collective security issues can be understood only within the general dynamics of West Indian politics rather than OAS-based collective security arrangements, such as the Inter-American Treaty of Reciprocal Assistance (Rio Treaty). This is attributed to the lack of solidarity sentiments between the West Indies and the inter-American system.

    Caribbean Islands
    Regional Security Threats, 1970-81
The relative stability characterizing the Westminster-style democracies of the Commonwealth Caribbean began to crumble in the late 1960s and early 1970s when Jamaica and Trinidad and Tobago were shaken by political violence. Until they began achieving independence, the Commonwealth Caribbean islands had been relatively immune from subversion because of the efficient protection provided by British security and defense guarantees. The Black Power movement (see Glossary) was behind much of the social disorder, although criminal violence also rose to unprecedented levels. Black Power activists almost succeeded in overthrowing Prime Minister Williams in Trinidad and Tobago in 1970, but government troops finally suppressed the revolt with the assistance of a planeload of arms and ammunition purchased from the United States and Venezuela (see Political Dynamics, ch. 3). Another small Marxist group continued to carry out terrorist attacks on the island for a few years. The leaders of most of the Marxist-Leninist-oriented opposition groups in the region were known to have had close contact with Cuba. Barbados and Trinidad and Tobago were particularly concerned about Cuban involvement in the indigenous Black Power movement. Virtually all of the Commonwealth Caribbean islands had at least one small extremist group that was an occasional security threat.
