Enfield is starting a Wednesday Market
which will run from July 9 - Oct. 1. It will be held at Huse Park at the intersection of Rte. 4 and Main Street, and will be open from 3-6 p.m. every week. We are seeking farmers in NH and near-by VT and hope to have a wide range of vendors. We are open to crafts - but no more than 30% of the market will be crafts; anyone wanting to sell in this area will work with a craft review committee. We are open to farmers sharing spaces - just so long as they are both registered with the Market and so long as the sources of the produce are clearly identified. We hope that this will make it more attractive to beginning growers who just can't be everywhere at one time. If anyone is interested they should contact the Enfield Village Assn. Legislation In order to qualify for an income tax credit equal to 25% of the cost of rehabilitating historic barns the following rules apply: - it must be a barn (defined as being built to house farm equipment, livestock or agricultural products). Buildings built for or converted to residential use are not eligible. - the barn must meet the tax definition of income-producing (farming, rental, office, commercial). - it must have been built or placed in agricultural service before 1936. Please note that Register-listed barns built after 1936 do not qualify for the New York State Historic Barns Tax Credit, even though they are officially designated as historic. - the rehabilitation cannot "materially alter the historic appearance" of the barn. That is it cannot change or destroy the important characteristics that make the building identifiable as a historic barn. - only costs incurred after January 1, 1997 are eligible. For barns built before 1936 that are not listed on the State Register of Historic Places, the owner will self-certify the work on the tax form. For properties listed individually or as contributing components of listed districts, the owner must submit the project to OPRHP for certification. This form will be similar to that used for the Federal Investment Tax Credit, however there will be no processing fee and the Secretary of the Interior's Standards will not be used. Owners who choose to meet the Standards as well may qualify for an additional income tax credit of 20% under the federal program.

Some things old, some things new . . . you’ll find both during programs at Agriculture and Natural Resources (ANR) Week, March 2-10 at Michigan State University. The "old" side is called "heritage," and programs address old farms, old breeds of livestock, and old barns and other old buildings. One all-day program, appropriately scheduled for the Heritage Room in the Kellogg Center, is called "Understanding the Farmstead: 150 Years of Agricultural Building in the Great Lakes Region." Objectives of this March 9 forum are to bring together people engaged in research and others with an interest in traditional farm buildings. Quintessential Savanna Serpent The eastern milk snake (Lampropeltis triangulum) is the only member in Chicago Wilderness of the group of constrictors called "king snakes." Constrictors kill their prey by asphyxiation. King snakes get their name because they often kill and eat other species of snakes, including venomous species such as rattlesnakes. In Chicago Wilderness, the eastern milk snake may make a meal of DeKay's brown snakes (Storeria dekayi), red-bellied snakes (Storeria occipitomaculata), or eastern garter snakes (Thamnophis sirtalis). The eastern milk snake is the most widespread and variable species of king snake, ranging from southeast Canada, west to the Rocky Mountains, and south to northern and western parts of South America. The eastern milk snake is a medium-sized species and grows to a length of about three feet. It has smooth, often shiny scales. In the Chicago region, individuals normally are tan in color, with reddish-brown blotches bordered by black. The belly is usually whitish with black spots, which form a rough checkerboard pattern.

A. Seal and Signature
Article 147, Section 7307.5 which relates to architecture reads: "This article shall not apply to: 1. Farm buildings, including barns, sheds, poultry houses and other buildings used directly and solely for agricultural purposes; nor to residence buildings of gross area of fifteen hundred square feet or less, not including garages, carports, porches, cellars, or uninhabitable basements or attics; or 2. Alterations, costing ten thousand dollars or less, to any building or structure within the city of New York and twenty thousand dollars or less, to any building or structure outside the city of New York which do not involve changes affecting the structural safety or public safety thereof". (As amended L.1986, c.591, §1.) As amended, Article 145, Section 7209.7(b) which relates to Professional Engineering reads:

Old New Hampshire Barns A new State law (RSA 79-D) creates a mechanism to encourage preservation of old New Hampshire barns and other historic agricultural buildings. RSA 79-D authorizes towns and other municipalities to grant property tax relief to barn owners who (a) can demonstrate the public benefit of preserving their barns or other old farm buildings, and (b) agree to maintain their structures throughout a minimum 10-year preservation easement. The Purpose
The new law is based on widespread recognition that many of New Hampshire's old barns and other farm buildings are important local scenic landmarks and help tell the story of agriculture in the state's history. Yet many of these historic structures are being demolished or not repaired because of the adverse impact of property taxes. RSA 79-D is intended to encourage barn owners to maintain and repair their buildings by granting them specific tax relief and assuring them that assessments will not be increased as a result of new repair work.
The Mechanism
The program represents a uniquely New Hampshire approach, which is strictly voluntary on the part of the property owner, and combines statewide eligibility criteria and guidelines with decision-making and implementation at the local level. It is closely modeled after New Hampshire's discretionary easement program (RSA 79-C), which authorizes local governments to grant property tax relief to encourage preservation of open land.

But whether in scenic rural areas or in densely populated regions, many of the most important reminders of this heritage stand neglected and endangered. In an era when "quality of the life" and cultural tourism play increasing vital roles in shaping rural economies, a major public commitment is needed to help farmers and non-farmers find productive ways to save these irreplaceable cultural assets. The intent of this course is to help those involved with environmental conservation, planning and preservation discover new approaches for preserving threatened farm complexes and other historic agricultural resources. Techniques for identifying historic farm buildings and documenting their history and uses will be covered. The course also reviews approaches for assessing conditions of deteriorated farm buildings, developing conservation strategies, and establishing preservation and planning policies. With its state funded barn preservation grant program and other innovative planning and natural resource protection initiatives, Vermont has taken a lead in farm building preservation efforts. Field trips in the Lake Champlain Valley and the Green Mountains will view important examples of barn preservation projects and rural resource protection programs.

Historic barns and traditional agricultural buildings are an essential element in the landscape and heritage of East Hertfordshire. The pleasantness and character of the countryside would be greatly impoverished by their gradual loss.
Over the years, however, many of these fine barns and other interesting agricultural buildings, granaries, cart shed, implement stores, animal shelters and sheds, storage buildings, dovecotes, dairies, milking parlours and pigsties have not been used in an economic way and are now falling into disrepair, due to changes in agricultural management and practices. Sometimes they are in a state of serious dilapidation or decay and are often in need of urgent repair.
The majority of East Hert's historic barns are typically of C16 or C17 timber frame construction, on a red brick and flint plinth and are clad in black weatherboarding with a beautifully weathered old tile or thatched roof. Associated buildings may be of similar construction or might be of C18 or C19 brick and slate or pantile.
Most barns are of 3, 4 or 5 bays in size, although there are a number of notable examples of exceptionally large 10 and even 12 bay barns; some are single or double aisled. The barns are characterised by a steeply pitched sweeping roof, over unbroken dark walls often with a gabled porch (midstrey); a simple and robust form and a solid outline.

Taxation was asked to review cost data, depreciation and economic obsolescence schedules, and establish a separate category for replacement cost conversion factors for farm buildings. The Division of Taxation, with assistance from the Department of Agriculture, updated the New Jersey Real Property Appraisal Manual, Farm Building Section. The farm building cost section has been revised to include changes in construction techniques and building materials. In recent years, pre-engineered post and frame structures (PF Series) in large have replaced the traditional masonry and frame structures due to their cost effectiveness in construction. The farm building supplement to the Real Property Appraisal Manual for New Jersey Assessors provides the building specifications and cost schedules. Included in the document are cost conversion tables, depreciation factor tables plus various illustrations and definitions to assist the assessor in calculating replacement costs and accrued deprecation.
