Belgium's tangled tongues date back to when Christ was a toddler and Franks were forcing Celts and Gauls into the land's southern regions, making an early form of Dutch the norm in the north. And so it remains, with French the accepted language in the south. Brussels, stuck in the middle, is one of the world's few officially bilingual capitals. The vast majority of Belgians are Roman Catholics, and despite a decline in church attendances, religious traditions still flavour much of Belgium's daily life. Early Belgian artists are credited with inventing oil painting, so it's no wonder the place has produced more than its fair share of masterpieces. The Flemish Primitive Jan van Eyck started it all in the 15th century, Pieter Brueghel followed with his portrayals of peasant life in the 16th century, and Pieter Paul Rubens dominated early 17th century art as the leading light of the Baroque period. In Antwerp, Rubens set up a highly productive studio of painters and turned out sensational religious allegories such as his famous Descent from the Cross Belgian food is highly regarded throughout Europe - some say it's second only to French. Combining French and German styles, meat and seafood are the main raw ingredients. The Belgians swear they invented

Much of the European Parliament's work is also done here through its committees, technical groups and, from time to time, extraordinary sessions of Parliament itself. The Region's planned "European district" currently under development in the very heart of the city, will make Brussels-Capital an even more "liveable and workable" region for Community institutions. BRUSSELS, THE GLOBAL CITY Brussels has one eye on Europe, the other on the world, with 159 Embassies and 2,500 accredited diplomats. Cultural Diversity The most dramtatic aspect of Belgian culture is the fact that Belgium is really two countries, Flanders and Wallonia. They have distinct cultures, languages and now have distinct political aspects as well. Taken from "Neither Here Nor There" by Bill Bryson I spent a couple of pleasantly pointless days wandering around Belgium by train. As countries go, Belgium is a curiosity. It's not one nation at all, but two, northern Dutch-speaking Flanders and southern French-speaking Wallonia. The southern half possesses the most outstanding scenery, the prettiest villages, the best gastronomy and, withal, a Gallic knack for living well, while the north has the finest cities, the most outstanding museums and churches, the ports, the coastal resorts, the bulk of the population and most of the money. The Flemings can't stand the Walloons and the Walloons can't stand the Flemings, but when you talk to them a little you realise that what holds them together is an even deeper disdain for the French and the Dutch. I once walked around Antwerp for a day with a Dutch-speaking local and on every corner he would indicate to me with sliding eyes some innocent-looking couple and mutter disgustedly under his breath, 'Dutch.' He was astonished that I couldn't tell the difference between a Dutch person and a Fleming. When pressed on their objections, the Flernings become a trifle vague. The most common complaint I heard was that the Dutch drop in unannounced at mealtimes and never bring gifts. 'Ah, like our own dear Scots,' I would say.

Belgium is one of the founding members of the European Community, and its capital, Brussels, is also the capital of the European Union . It is a federal state , with 3 relatively autonomous regions: Flanders in the north, where the language is Dutch ("Flemish"), Wallonia in the south, where the language is French, and the centrally located Brussels , which is officially bilingual. Belgium's rich history has left impressive churches, town halls, castles and works of art, dating back to the early Middle Ages, spread around the cities and country-side. Belgium has possibly the highest "quality of life" in the world, as testified by its excellent food , housing, health care, education and infrastructure, its world records for high productivity and low poverty, and the appreciation of foreigners residing in Belgium. Belgium: society, character and culture
An essay on the Belgian identity
    Situation of the country
The "peaceful anarchism" of Brussels architecture may well be the feature that best characterizes Belgium as a whole. During its history of over 2000 years, the region has almost continuously been occupied by foreign powers: from the Romans to the Spanish, the Austrians, the French, the Dutch and the Germans. This has made the Belgians critical of any form of authority, and laws, rules and regulations are not taken very seriously (tax evasion is one of the national sports). This individualistic, anti-authoritarian attitude is perhaps best exemplified by the famous literary figure of Thyl Uilenspiegel, who mocked the Spanish authorities during the 16th century occupation. The governing of the country is very much complicated by the particular structure with three language communities Flanders in the North, Wallonia in the South, and a tiny German speaking region in the East ), and the multilingual, multicultural and multinational status of Brussels. The language in Wallonia is French (although there still exists a not officially recognized " Walloon language "). The language in Flanders is Flemish, which is officially the same language as the Dutch which is spoken in Holland. In practice, the differences between Flemish and Dutch (mostly pronunciation, also vocabulary and expressions) are comparable to the differences between British and American English, and are just big enough so that Dutch TV sometimes add subtitles to Flemish spoken movies. Although Brussels is surrounded by Flemish territory, the majority there speaks French. Flanders comprises about 55% of the 10 million of Belgian inhabitants, Brussels 10 % and Wallonia the remaining 35%.

One of the most famous festivals is the three-day carnival at Binche, near Mons, held just before Lent. During the carnival, noisemaking and dancing are led by “Gilles,” men dressed in high, plumed hats and bright costumes. Another famous pageant is the Procession of the Holy Blood, held in Brugge in May. December 6 commemorates Saint Nicholas’s Day, an important children’s holiday. Belgium's rich artistic heritage makes it an artistic centre of considerable importance. The paintings of the Flemish masters are on display in museums throughout the country; Belgium's contribution to Art Nouveau is clearly evident in the Brussels cityscape; and folk culture is kept alive in a variety of indoor and outdoor museums. Brussels, Antwerp, Liège, and Ghent are centres of contemporary artistic creation. The National Orchestra and the National Opera in Brussels enjoy international acclaim. The renowned Queen Elisabeth of Belgium International Music Contest attracts talented young artists from throughout the world. The International String Quartet Competition in Liège and the Young Musicians' Competition also are significant annual musical events.
