Dear Maine Boater: Maine has a new law, designed to keep Maine's inland waters free of invasive aquatic plants, and we hope that you "Clean Your Boat Before You Float" this year. Starting this year, all motorized craft on inland waters must display the Lake and River Protection Sticker. Proceeds from the sale of this sticker will help pay for educating boaters and lake users and inspecting boats and trailers to prevent the spread of invasives from other states. Invasive plants spread rapidly, outcompete native species, are nearly impossible to remove once established, and can ruin boating or swimming within a waterway. Maine currently is the only eastern state where Eurasian Milfoil has not yet been found. Please help us keep it this way. Halting the spread of invasive plants such as milfoil is also important for access sites. While there are over 6,000 waterways in the state, just a fraction of those have dedicated public access. While this department works hard in securing access for boaters and improving existing access points, the threat of introducing invasive plants can stall our effort to obtain access for you. Your actions as an operator will go a long way in keeping access open and creating new public access points in Maine. The Department works together with the state legislature and the public in drafting the regulations contained in this booklet. While out on the waterways of Maine, please be mindful of others while boating and operate your watercraft in accordance with the regulations contained inside this booklet.

    The issue of whether or not the federal government should introduce new boat and operator licencing systems was the subject of debate and consultation in recent years. At the beginning of 1999 the federal government announced that it would be continuing with the old licencing system for boats, and that it would be proceeding with regulations which will eventually require operators of all power driven boats to obtain an "Operator Competency Card". (These cards do not have to be renewed - they are good for life.)
    The government maintained very poor web sites on this subject in the period leading up to and immediately following the adoption of the regulations. However, this has changed, and the federal government now maintains a number of excellent web sites about the regulation concerning boat operator requirements and other safety issues. People should be able to find the necessary information at one of the following web sites:

Anyone, of any age, may operate these vessels without a boat license. 16 Yrs. old and older:
May operate any recreational power vessel. Persons operating on non-tidal waters must also carry a NJ boat license.

(A personal watercraft is less than 16 feet, equipped with an internal combustion engine that powers a water jet pump that can't be disengaged as to prevent the vessel from making headway.) Maryland Boating Regulations
Maryland revised their state boating laws in early 2001. American Whitewater commented on the proposed changes to these rules in early 2000 and all of our comments were incorporated in the new regulations! This is particularly satisfying to all of our volunteers and regional coordinators who have worked with the state over the past several years to increase river safety and communications between boaters, river managers, and rescue personnel.
The new regulations have dropped the requirement for boaters to register before running Great Falls of the Potomac. The old regulation that required registration was 08.18.01.08(f), which now references "Voluntary Registration of Commercial White Water Outfitters and Guides" instead. Note that river "recreation" is banned at both Great Falls and Little Falls, but that fishermen and boaters with life jackets are still allowed to use the Potomac river under 08.06.01.02(B)(2).

Boating and Fishing Guides Daytona Beach Fl Daytona Hotel Reservations Flights Car Rentals Effective October 1, 1996, persons born after September 30, 1980 will be required to either have successfully completed an approved boating education course or have passed a course equivalency or temporary certificate examination before operating a vessel with a motor of 10 HP or more in Florida. On October 1, 2001, all persons 21 years of age and younger will be required to comply with this law. Photographic identification and a boating education certificate or a boater safety identification card must be carried by persons affected by this law. Identification cards for persons completing the course or the equivalency exam are valid for life and for those passing the temporary certificate exam are valid for 12 months. The BOAT/U.S. Foundation's On-line Boating Safety Course is NASBLA approved and therefore qualifies under this provision. The law does provide for some exemptions to the boating education requirements. The following are exempted from the requirements of boater education: Persons licensed by the U.S. Coast Guard as a master of a vessel. Persons operating on a private lake or pond. Persons accompanied in a vessel by a person who is exempt or complies with this law, is 18 years of age or older, and is attendant to the vessel operation. Persons who are non-residents and have proof of completion of a NASBLA-approved course from another state.

New Boating Safety Regulations Expected to Save Lives
January 18, 1999 TORONTO - David Anderson, Minister of Fisheries and Oceans, today unveiled changes to the regulatory framework governing recreational boating safety in Canada. The changes are designed to reduce the annual level of boating fatalities and accidents in Canada from their current levels of 200 and 6,000 respectively. "These are not "made-in-Ottawa" solutions," said Minister Anderson. Describing the extensive consultations that gave rise to the regulations, Minister Anderson stated, "They result from an extensive process of dialogue with Canadians who share an interest in making our waters safer. These individuals are the real architects of these common-sense and balanced measures." The new measures were presented to some 60 boating association representatives from across Canada at the Toronto International Boat Show. Highlights of the changes include the introduction of:

Any vessel that carries a marine radio must follow the rules of the Federal Communications Commission (FCC). Radio Licenses The FCC does not require operators of recreational vessels to carry a radio or to have an individual license to operate VHF marine radios (with or without digital selective calling capability), EPIRBs, or any type of radar. Operators must however follow the procedures and courtesies that are required of licensed operators specified in FCC Rules. You may use the name or registration number of your vessel to identify your ship station. Users of VHF marine radio equipped with digital selective calling will need to obtain a maritime mobile service identity (MMSD number from the FCC. It is unlawful to use digital selective calling without obtaining this identity.

Pollution Regulations Tire Refuse Act of 1899 prohibits throwing, discharging or depositing any refuse matter of any kind (including trash, garbage, oil, and other liquid pollutants into the waters of the United States. The Federal Water Pollution Control Act prohibits the discharge of oil or hazardous substances which may be harmful into U.S. navigable waters. Vessels 26 feet in length and over must display a placard at least 5 by 8 inches, made of durable material, fixed in a conspicuous place in the machinery spaces, or at the bilge pump control station, stating the following: Discharge of Oil Prohibited The Federal Water Pollution Control Act prohibits the discharge of on or oily waste upon or into any navigable waters of the U.S. The prohibition includes any discharge which causes a film at discoloration of the surface of the water or causes a sewage or emulsion beneath the surface of the water. Violators are subject to substantial civil and/or criminal sanctions including fines and imprisonment.

He/she must be present at the time the boat is checked out and any time the boat is in operation. Boats may not be checked out by one skipper and turned over to another, whether qualified or not. Only in an emergency situation is anyone other than a qualified skipper, or skippers, if more than one is present, allowed to operate a Citadel owned boat. 2. During the school year cadets will have a priority in the reservation procedure. Cadets will be allowed first choice until noon Wednesday proceeding the weekend to make a reservation. After noon Wednesday reservations can be made by any skipper on a first come/first served basis.
