This section contains information on Florida Boating Regulations that are in addition to the Federal Requirements covered in the Basic Boating Course . If you have not reviewed the course material, please do so now. All Federal Requirements in the basic boating course apply to Florida; this section lists Florida Boating Requirements that are above and beyond Federal Requirements. The Nautical Know How Boating Safety ID card is recognized in the State of Florida as proof of successful completion of a Boating Safety Course. If you are covered by Florida's mandatory boater education law, you will also receive an ID card from the state of Florida. Age Restrictions: Persons less than 14 years of age shall not operate a Personal Watercraft.
N o person born after September 30, 1980, may operate a vessel powered by a motor of 10 horsepower or greater unless he or she has in their possession a photographic identification and a boater safety identification card issued for successful completion of a NASBLA approved boating safety course. This law will be progressively phased in each year to include a larger segment of the boating population until October 1, 2001 when all persons 21 years of age or younger will be subject to this law. Personal Flotation Devices: Every child under 6 years of age must wear a USCG approved PFD on a vessel less than 26' while the vessel is underway.

BOATING REGULATIONS LINK TO REQUIRED SAFETY EQUIPMENT BOAT NUMBERING According to state law, boat identification numbers comprise the letters "SD" followed by a group of three numbers, which are then followed by two letters. The owner must permanently and securely display the numbers on each side of the forward part of the motorboat so that the numbers are clearly visible and readable at a distance of 100 feet on a clear day, without the aid of a magnifying device, when the motorboat is in the water. The numbers displayed must be a plain block design, upper case and measure at least 3 inches in height. The numbers must be a color that contrasts with the color of the vessel and be placed to read from left to right. There is no fixed formula for what constitutes contrasting colors, but blue on black, black on blue, brown on black, black on dark red, etc., are not contrasting to the degree that they can be clearly read from 100 feet. The choices need to be dark letters on light colored boats or light letters on dark boats. In addition, a space equal to one letter or number must be left between the letters "SD" and the group of three numbers and the final group of letters. Annual or three-year number validation decals must be displayed adjacent to the numbers on motorized vessels or on each side of the forward part of the vessel on non-motorized vessels and must be readily visible. No numbers or letters other than the assigned identification numbers may appear on the forward part of the vessel.

REGULATIONS REVIEW COMMITTEE APPROVES NEW DEP BOATING REGULATIONS
The Connecticut Department of Environmental Protection's (DEP) new state boating regulations were recently approved by the General Assembly's Regulations Review Committee including changes to speed limits on the Housatonic River. The regulations address boating safety, personal watercraft authorizations, equipment changes and restrictions, amended parking fees at a number of state boat launches, and use of pumpout stations. The approved regulations will be submitted to the Secretary of State's Office and go into effect shortly thereafter. :Safety on Connecticut's waterways is of paramount importance to the DEP and these new regulations are intended make the waters of the state as safe as possible," said DEP Commissioner Arthur J. Rocque, Jr. "In particular, the speed restrictions will assist in reducing boating accidents on some of the state's most congested waterways, including the Housatonic River and Candlewood Lake." The regulations vary from major revisions to minor language changes. Highlights include:

FEDERAL REGULATIONS FOR RECREATIONAL BOATERS Safety And Survival Tips (continued) Small Boats and Water Activities
Standing in a small boat raises the center of gravity, often to the point of capsizing. Standing for any reason or even changing position in a small boat can be dangerous, as is sitting on the gunwales or seat backs or on a pedestal seat while underway. A wave or sudden turn may cause a fall overboard or capsizing because of the raised center of gravity.
Staying Afloat
It is common belief that someone dressed in heavy clothing or waders will sink immediately if they fall overboard. This is not true. Air trapped in clothing provides considerable flotation, and bending the knees will trap air in waders, providing additional flotation. To stay afloat, remain calm, do not thrash about or try to remove clothing or footwear. This leads to exhaustion and increases the loss of air that keeps you afloat. Keep your knees bent, float on your back and paddle slowly to safety.
Cold Water Survival
Sudden immersion in cold water can induce rapid, uncontrolled breathing, cardiac arrest, and other life threatening situations which can result in drowning. Wearing a PFD will help reduce this condition. If you must enter the water, button up your clothing, wear a PFD, cover your head if possible and enter the water slowly.

BOATING EDUCATION INFORMATION BOATER EDUCATION LAW WHO NEEDS IT?
Effective January 1, 2002, no person 16 years of age or older, may operate a powerboat with an engine in excess of 25 horsepower (including electric powered motors) on the public Waters of New Hampshire without a valid safe boating education certificate. The law will be phased in over seven years with compliance for all boaters by January 1, 2008. *See schedule below.
A person who is licensed by the State of New Hampshire or the United States Coast Guard to operate a commercial vessel will not have to take the safe boater education course and will be exempt from the requirements of the law as long as they maintain their commercial license.

BOATING RULES IN THE NT
Pleasure craft currently do not require registration and operators are not required to hold a licence to drive a pleasure craft. However, minimum requirements for safety equipment have been determined for most pleasure craft. It is important that operators familiarise themselves with the Marine (Pleasure Craft) Regulations in regard to safety equipment requirements, including exemptions that are applicable. NT Marine and Fisheries Police and Marine Branch Boating Safety Inspectors conduct frequent patrols at boat ramps and on the water. Copies of the Regulations and the NT Marine Act are available from the Government Printing Office , Railway Terrace, Parap or telephone (08) 8999 4036. http://www.nt.gov.au/dcis/gpo/ There are penalties for not complying with these Regulations. Power restrictions as of April 1, 1999
- Under 12 years of age, and not directly supervised** can operate a vessel with no more than 10 hp (7.5 KW)
- Between 12 years and under 16 years of age, and not directly supervised** can operate a vessel with no more than 40 hp (30 KW)
- 16 years of age and over have no power restrictions
* These requirements apply in areas outside the Northwest and Nunavut Territories at this time.
** Directly supervised means: accompanied and directly supervised by a person 16 years of age or older.
Age-horsepower restrictions come into effect on April 1, 1999. These restrictions prohibit operators under the age of 16 year from operating craft above specified horsepower limits. This applies to the operation of pleasure craft fitted with a motor and used for recreational purposes. If an operator is accompanied and directly supervised in the pleasure craft by a person 16 years and older, the age-horsepower restrictions do not apply. These restrictions also prohibit persons under 16 years from operating personal watercraft regardless of whether they are accompanied by an adult.

On October 1, 2001, all persons 21 years of age and younger will be required to comply with this law. Photographic identification and a boating education certificate or a boater safety identification card must be carried by persons affected by this law. Identification cards for persons completing the course or the equivalency exam are valid for life and for those passing the temporary certificate exam are valid for 12 months. The BOAT/U.S. Foundation's On-line Boating Safety Course is NASBLA approved and therefore qualifies under this provision. The law does provide for some exemptions to the boating education requirements. The following are exempted from the requirements of boater education: Persons licensed by the U.S. Coast Guard as a master of a vessel. Persons operating on a private lake or pond. Persons accompanied in a vessel by a person who is exempt or complies with this law, is 18 years of age or older, and is attendant to the vessel operation. Persons who are non-residents and have proof of completion of a NASBLA-approved course from another state.

As a boater, you have to follow a set of rules and regulations that are designed to protect you, other boaters, and wildlife habitat of the region. The rules are not onerous, most involve common sense, and responsible boaters have no trouble abiding by them.
It is worth noting that Ontario has on-the-spot ticketing and fines for boaters contravening regulations issued under the Canada Shipping Act and the Department of Transport Act (which includes the Historic Canals Regulations). This makes it much easier for the police to enforce the on-water rules and makes it safer for all boaters. Fines are not cheap, many are in the the $200+ range for offences such as not carrying enough PFDs, speeding, and failure to turn off electrical equipment while refuelling.
Don't Drink and Drive
The rules for piloting a boat while impaired is the same as driving a car. It is against the law. The Ontario Provincial Police have been given new powers in Ontario to crack down on drinking and boating. It's a dangerous practice so just don't do it. Most boating accidents that involve fatalities can be attributed to alcohol. It's against the law to have "care or control of a vessel underway while there is contained therein any open liquor not stored in accordance with the Liquor Act". It's fine to enjoy a drink, but it can only be done in a boat that is equipped with a permanently fitted head (washroom), sleeping accommodations and cooking facilities AND is properly docked or at anchor.
