James Buchanan (1791-1868), fifteenth president of the United States, born at Stony Batter, Pa. and educated at Dickinson College. He studied law, was admitted to the bar in 1812 and soon obtained a large practice. He then entered the army and served as a private during the War of 1812, was elected to the Pennsylvania legislature in 1814, and to Congress in 1821, where he remained ten years. In 1831 Buchanan retired from Congress, and he was soon afterwards appointed United States minister to Russia, but was elected to the Senate in 1833. There he vigorously defended the president's right to remove officials without the consent of the Senate. During Van Buren's administration he gave his support to the establishment of an independent treasury; under Tyler he sustained the veto power, opposed the ratification of the Webster-Ashburton Treaty and was one of the earliest advocates of the annexation of Texas. In 1845 he left the Senate and became secretary of state in Polk's cabinet. While occupying this position he was largely instrumental in settling the northwestern boundary between the United States and British provinces. On the election of Pierce, Buchanan was appointed minister to Great Britain. He was a pro-slvery man and signed the Ostend Manifesto. In 1856 he secured the Democratic nomination for the presidency, and at the election he received 174 electoral votes, being elected over Fremont, the Republican, and Fillmore, the Know-Nothing.

    THE WOEFUL PRESIDENT The Buchanan Presidency: Foreign Affairs
    The sectional crisis and threat of civil war meant that James Buchanan could not pursue an activist foreign policy. Virtually his entire foreign policy was focused on strengthening the influence of the United States in nations to the south of it. He told Congress in 1858: "It is, beyond question, the destiny of our race to spread themselves over the continent of North America." Cuba and Central America Buchanan's foreign agenda remained focused on the Caribbean, a region in which he had dealings while he served as ambassador to England under Franklin Pierce. As president, he did not give up on his hopes to annex Cuba, but continual abolitionist outcry doomed these plans, since Cuba would have entered as a slave state. Buchanan had William Walker arrested after setting up a dictatorship in Nicaragua's Mosquito Coast, but the Department of State released Walker, who claimed that he had been acting as Buchanan's agent. Nicaragua denounced Buchanan for his interference in its affairs. Asserting American Sovereignty The British, who had plans of their own in Central America, began interfering in American affairs there. On several occasions, Buchanan sent naval forces to warn the English off. Buchanan pressured the British to loosen their domination of Central American countries, and fortunately, the British government perceived that it would be in its interest to have the U.S. expand its influence in the area. Buchanan also used the Navy to defeat British ships off Oregon's San Juan Island, and sent troops to enforce American sovereignty. Luckily, the British backed away, discerning that the U.S. was fast closing the gap with Britain as a major power.

    James Buchanan was born in a log cabin on April 23, 1791. His father, James Buchanan, had emigrated from Ireland a decade before and married Elizabeth Speer, and became a successful merchant in Pennsylvania. They would eventually had eleven children, James being the second of them and the eldest son. The family settled near Mercersberg in the southern part of the state.
    James went to school in Mercersberg, but he bad better opportunities because of his his father's business triumphs and mother's interest in education. So at age sixteen he began attending Dickinson College in Carlisle, seventy miles from home. After two years, he graduated with honors and then began law studies. In 1813 he was admitted to the Pennsylvania bar and began practicing in Lancaster. Soon after this he answered the call of the War of 1812, only to see no action and shortly return home. He then picked up his law career and showed a brilliant legal mind that enabled him to quickly gain a great fortune.
    Soon after Buchanan at only twenty-three won election to Pennsylvania's House of Representatives as a member of the Federalist Party. Though he maintained his law practice, he served in the state house from 1814 until 1819.
