Way to go, San Diego! San Diego Trolley, Inc., an operator of the Metropolitan Transit System, scored its own touchdown on Super Bowl Sunday with near perfect transit service to handle the huge increase in volume. "Compared to five years ago, this thing was like magic today," said Senior Transportation Consultant Paul Ridgeway. The Metropolitan Transit System reports that 23,000 fans were carried to the big game by trolley, representing one-third of the total game attendance. The postgame operation went flawlessly according to San Diego Trolley, Inc., which cleared out the stadium in just two hours after the end of the game. San Diego planned ahead to provide additional services-and security-for the Super Bowl, and by all accounts their planning paid off in smooth service. Staff set up manual ticket sales units to augment the regular machine ticket sales, provided 665 additional train trips (53 percent more than the regular schedule), and deployed special station teams to respond to possible glitches or incidents. Security measures were especially paramount on game day. Throughout the year of preparation San Diego Trolley Security and Operations coordinated with state, local, and federal authorities to enhance security. Chart 7 Almost all off budget receipts and disbursements are for social security programs (the Federal Old Age and Survivors Insurance and the Federal Disability Insurance trust funds) which are excluded from the budget totals by the Balanced Budget and Emergency Deficit Control Act of 1985. Off budget outlays for FY 1994, as provided in the President's 1995 budget proposal, are estimated at $281 billion. Comment by Jeffrey Laurenti, Executive Director of Policy Studies, UNA-USA: Some fascinating data was just released by the ever-enterprising psephologists (i.e., polling mavens) at the University of Maryland's Program on International Policy Attitudes (PIPA). Their exercise consists of taking a random sample of Americans, giving them basic information on US government spending, and asking them to indicate which categories of spending should be increased, which should be reduced, and which stay the same. What is most striking is how, among expenditure items dealing with the rest of the world, by far the highest support for increased spending is for the United Nations. (36% called for more funding for itnot just more funding, but throwing money at it: among all respondents, the overall change advocated for the U.N. was to more than triple current funding levels!) This dwarfs funding for State, the Pentagon, USAID, and military aid, all of which which respondents favored reducing. Most amazing is that the increase the public sampled here wants to give to the U.N. is, in percentage terms, the highest percentage increase of any category, foreign or domestic. Reassuringly for the survey's credibility, the areas where PIPA's surveyed citizens wanted to pour the most new funding (in terms of dollar amounts rather than percentage increases) are the red-button issues of this year's campaign: medical, education, jobs, and environment. These numbers certainly don't indicate where Washington's policymakers priorities may lie, but they do suggest there is considerable public willingness to rethink the relative roles of the different pieces of America's international and national-security strategiesand that "the U.N. idea" scores well with the public in that rethinking.

In a move that could provide a new model for how scientists will work together in the future, they built their lab in cyberspace. The US$42-million virtual laboratory will attempt to sequence or unravel 40 percent of the human genetic code by 2005 and will share the information in public databases accessible through the Internet, says Gordon Yano, spokesman for Lawrence Livermore National Laboratory , one of three federal labs participating in the institute.
