Burkina Faso - History The historic existence of powerful kingdoms in the East, the Center and the North marks the history of Ouagadougou, Tenkodogo, Yatenga and Gourma. The western region was composed of decentralized states. The various ethnic groups managed to maintain their unity and independence, and successfully drove back Sudanese conquerors and supporters of Islam. It was only at the end of the 19 th century that the territory of Upper Volta became a disputed target of the colonial powers of France, Great Britain, and Germany. France conquered the country in 1896-97. In 1904, the country was integrated into the colony of Haut-Senegal-Niger. Fifteen years later, it was withdrawn from this group and became the colony of Upper Volta. In 1932, another change occurred and Upper Volta was sliced up and placed under the administration of its neighboring colonial territories. In 1947, Upper Volta regained its former borders and kept its colonial name for 37 years. On December 11, 1958, the Republic of Upper Volta was declared and its independence asserted on August 5, 1960. On August 4, 1983, a popular uprising led by young military officers took power and proclaimed the Revolution. During the first anniversary of this revolution, on August 4, 1984, Upper Volta became Burkina Faso, the "Country of the Upright People". A new national anthem, motto and flag were adopted. In 1987, President Blaise Compaoré advocated the "Movement of Rectification" which led to the establishment of democratic institutions, leading to political freedom and economic renewal in the framework of regional and global integration.

BURKINA FASO
Combined second and third periodic report submitted on 11 December 1997 (CEDAW/C/BFA/2-3) A landlocked country in west Africa, Burkina Faso is one of the poorest countries in the world. Predominately rural, it has an agricultural, subsistence economy. The capital, Ouagadougou, is the fastest growing city in the world, growing at a rate of ten percent per year and doubling every seven years. Approximately 46 percent of the population is under 15 years. Since 1985, the World Bank’s World Development Reports have ranked Burkina Faso from the 5th to the 20th poorest country in the world. The country’s extreme poverty affects virtually every aspect of life. The number of registered AIDS cases has risen from 2,285 in 1992 to 10,000 in 1997, many of whom remain untreated. An estimated seven percent of the 10 million inhabitants of Burkina Faso have contracted HIV/AIDS. Ten percent of Burkina Faso’s population work in other countries, with long-standing traditions of migrating to Ghana and Côte d’Ivoire.

History Not much is known about C´te d'Ivoire prior to the arrival of European ships in the 1460s. The major ethnic groups came relatively recently from neighbouring areas: the Kru people migrated from Liberia around 1600; the Senoufo and Lubi moved southward from Burkina Faso and Mali. It wasn't until the 18th and 19th centuries that the Akan people, including the Baoul©, migrated from Ghana into the eastern area of the country and the Malink© migrated from Guinea into the northwest. Compared to neighbouring Ghana, C´te d'Ivoire suffered little from the slave trade. European slaving and merchant ships preferred other areas along the coast with better harbours. France took an interest in the 1840s, enticing local chiefs to grant French commercial traders a monopoly along the coast. Thereafter, the French built naval bases to keep out non-French traders and began a systematic conquest of the interior. They accomplished this only after a long war in the 1890s against Mandinka forces, mostly from Gambia. Guerrilla warfare by the Baoul© and other eastern groups continued until 1917.

The President of Africa Business Round Table (ABRT), Alhaji Bamanga Tukur has disagreed with the International Monetary Fund (IMF) over its reaction to the creation of a common currency by the 12 West African countries. Following the move by the countries of the sub-region to adopt a single currency as a medium of exchange the officials of the Bretton Wood Institutions warned the nations involved that Nigeria's involvement would undermine its credibility; and the monetary union would leave most participating countries worse-off than if they had retained their own currencies. In the first four countries, the focus is on country specific activities.
In the last three, being East African countries, the project is concerned with issues of sub-regional character requiring development and harmonization of laws to address the sectoral issues.
C ountries Continuing from Phase I Prospective Phase II Countries The donors of financial resources to Phase II are, so far, the German, Swiss, Dutch and Norwegian Governments with contributions shown upfront except for the Dutch Government whose contribution is yet to be named. Until the actual resources are known it is imperative that only a limited number of new countries are anticipated. If the contributions do not rise dramatically, it may be prudent to proceed only with the seven countries from Phase I. With the above in mind, only two or three new countries would initially be anticipated for the project. However, to allow for flexibility and rapid action as more funds become available, upto five countries would be identified. The Steering Committee will review the situation as additional funds are obtained.

Disappearances, Working Group on enforced or involuntary: E/CN.4/1999/62 , paras. 57-59, 337) During the period under review, no new cases of disappearance were transmitted by the Working Group (WG) to the government. The three outstanding cases concerned two soldiers and a university professor, all of whom were reportedly arrested in 1989, together with 27 other persons, on charges of having participated in an alleged conspiracy against the government. Despite a number of reminders, no information has ever been received from the government regarding these cases. The WG recommended that the CHR take whatever steps are appropriate in response to the fact that the government has not cooperated with the WG. Introduction
In addition to its specific activities in Mali and the Casamance region of Senegal, the regional delegation continued its cooperation with the National Societies of the region, conducting dissemination sessions for various target groups, encouraging instruction in humanitarian law, and on a practical level, helping to fight epidemics of cholera, promote public health and give first-aid training to local volunteers.
Cape Verde
Following an ICRC mission to Cape Verde, the Ministry of Foreign Affairs deposited the instruments of accession to Additional Protocols I and II with the Swiss government on 16 March 1995. The government of Cape Verde also made a declaration recognizing the competence of the International Fact-Finding Commission.
Gambia
A new attempted counter-coup on 27January resulted in the imprisonment of a number of people accused of being involved, including the Vice-President and the Minister of the Interior. The ICRC visited 24 individuals arrested in this connection and a further 80 security detainees held at Mile 2 prison and in hospitals and barracks for reasons related to events in 1994. Guinea Bissau The regional delegate went on mission to Guinea-Bissau in mid-September in order to establish contact with the government and the National Society, particularly with the aim of reactivating the latter and enhancing its management structure.
