George W. Bush hopes North Korea issue will be settled peacefully with Russia, Japan, South Korea and China assisting
U.S. President George W. Bush told journalists at a press conference Thursday in his rancho in Texas where he spent the Christmas holidays that he hoped that the North Korea issue would be settled peacefully as North Korea'a decision to resume its nuclear program is a diplomatic rather than military one.
According to the US President, his administration is working hard in cooperation with its friends and allies trying to explain to North Korea that creation and proliferation of mass destruction weapons does not meet its national interests.
We are in constant contact with Japan, South Korea, China and Russia on the matter, the U.S. President stressed.

George Bush submits Russia-Us treaty to senate for ratification
US President George W. Bush sent Thursday the wording of the Russo-American Treaty on Strategic Offensive Potentials /SNP/ to US Senate for ratification. The text was signed by George Bush and Vladimir Putin, the Russian president, during their summit in Moscow on May 24th. In the US president's letter which was enclosed in the document, Bush stressed that the Moscow document was an important element of strategic relations between the US and Russia.
The host of the White House emphasised that the Russo-American Treaty, also referred to as the Moscow Treaty, obviously met US national interests and would be a significant contribution to national security and strategic stability.
Bush also called on US Senators to see to it that the Moscow Treaty is quickly and favourably considered, and to give their consent to its ratification.

Mr. Speaker, Mr. President Pro Tempore, members of Congress, and fellow Americans, in the normal course of events, presidents come to this chamber to report on the state of the union. Tonight, no such report is needed; it has already been delivered by the American people. We have seen it in the courage of passengers who rushed terrorists to save others on the ground. Washington, DC 20500 Dear Mr. President, In recent weeks, the Eritrean government has lobbied the United States to use Eritrea's Red Sea ports as military bases in the war against terrorism. Secretary Rumsfeld left open the possibility during his trip to Asmara in December. Human Rights Watch is deeply concerned about the impact a deepening U.S. military relationship with Eritrea might have on efforts to end the Eritrean government's gross abuses of civil and political rights - abuses which not only harm the Eritrean people but undermine the struggle against terrorism. Political repression in Eritrea has intensified dramatically in the last two years. During this period, the Eritrean government has arbitrarily detained numerous persons who have criticized its domestic policies. These include eleven leaders of the ruling party, the People's Front for Democracy and Justice (PFDJ) who wrote a mildly-worded letter to President Isayas Afewerki calling for elections, as well as two dozen editors and reporters from the private and government press. It includes people who criticized the detentions or who attempted to mediate between the government and its critics. These political prisoners, jailed for their peaceful, nonviolent expression of their political beliefs, are held in secret prisons. Their exact numbers are unknown but are believed to number several score. Many have been held incommunicado for more than a year, without access to legal counsel or family members. None have been charged with any criminal offense, much less brought to trial. Even if they had been, the likelihood of a fair trial would be slim. Eritrean courts are closely controlled by the government. Last year, the chief justice of the supreme court was dismissed after he criticized government interference with the judiciary.

We have had vice presidents visitin fact, Vice President George Herbert Walker Bush was here in 1987 as our commencement speakerwe have had wives of presidents, Presidential candidates from every conceivable party, but not a sitting president for many years. Welcome, President George W. Bush. It is a great pleasure for the University to have you on our campus. And, welcome to all of you who have joined us today. Today is a benchmark day for education. This morning, in Ohio, President Bush signed an education reform package, which is the largest educational initiative undertaken since the War on Poverty in the 1960s. We are especially proud that Senator Judd Gregg, from the great State of New Hampshire, sponsored this initiative in the U. S. Senate. Now there will be new ways to insure that all children achieve at the highest levels possible. The reform initiative provided in the new education bill had bipartisan support in Congress demonstrating that education is not a political party issue in our countryit is an issue that affects our children and the future of our nation. These historic reforms will ensure that every child has a chance for a bright future, not just for themselves but for their communities and their families.
