Abstract
A little known movement within public school systems, the creation of alternative schools for at-risk students has been in existence for several years. Alternative high schools have grown nationally in both quality and number. These schools for both existing and potential drop-outs rely heavily on forming learning communities where both teacher and learner are empowered. Innovation and flexibility are usual practice in alternative high schools. These schools and other options should be studied and their key elements identified. Today's problem-plagued standard high schools could use new models for their delivery of educational services to today's youth. They're found in crumbling inner city buildings, in strip malls, in old school buildings and within existing schools. They have optimistic sounding names like Capstone, Crossroads and Learning Enterprise. They have varied financial and educational arrangements. And they are popping up all over the landscape, mainly urban but also suburban and rural. What are they? They are small alternative high schools. The term alternative education was originally construed as an umbrella term covering a range of options in schooling. Presently its meaning has evolved into an understanding of programming for at-risk youth; those who are likely to not finish high school.

Both ranked in the State's bottom 10% in terms of academic performance and both were in multi-school open-enrollment districts where parents and students can choose a high school with the schedule they prefer.
(3) The Alternative Scheduling Committee did not interview any of the four high schools listed here that are on less radical 2-day AB schedules and that are all ranked in the top 20% of California public high schools in terms of academic performance.

CSBA.org Small School Districts Critical Issues Alternative Accountability System for Small Schools Alternative Accountability System for Small Schools The Public Schools Accountability Act of 1999 established an Academic Performance Index (API) to measure the performance of schools, and established a system of awards and interventions based on that index.It also required the Superintendent of Public Instruction, with approval of the State Board of Education, to develop an alternative accountability system for schools with fewer than 100 students (and for alternative schools).Implementation of the alternative accountability system is now underway.Also, two legislative proposals are pending which would make changes in the system and affect the eligibility of small schools for state awards and intervention programs. The API for all schools is currently based on the state Standardized Testing and Reporting assessments, which consist of the Stanford 9 (SAT-9) and augmented SAT-9 tests.Thus, as the alternative accountability system was developed, it was determined that eligibility should be based on the number of students with valid test scores rather than the number of students enrolled in a school.It was also determined that different models were needed for schools with 11 to 99 valid test scores and those with fewer than 11 valid test scores.[If passed, AB 1295 (Thomsen and Reyes) will make these changes in the law.AB 1295 provides that, to be counted, a student must have been enrolled in a school within the same district in the prior year.]

Cal State University Channel Islands Education Local Schools
Pleasant Valley, Mesa Union and Somis Union School Districts oversee elementary through intermediate education, while Oxnard Union High School District has jurisdiction over the two local high schools, Adolfo Camarillo and Rio Mesa . A continuation high school is operated by the county Superintendent of Schools. Seventeen private schools are also located in the greater Camarillo area.
With 14 schools for grades K-8 (including two intermediate schools), Pleasant Valley School District has the largest enrollment. PVSD also operates three alternative schools for those who desire a non-traditional or more structured educational environment for their children. Four of PVSD's schools have received state or national recognition for academic excellence. The Ventura County Superintendent of Schools Office maintains a complete and functional electronic portal to educational resources; local, state, and world-wide.
