More than 150 troubled kids slipped through the cracks last spring when the Santa Clara County Office of Education shut a handful of alternative schools serving students who don't fit in at traditional high schools. They were supposed to go to other alternative programs or back to regular schools, but as of last month, they were not in class anywhere. They were working, watching videos or wandering the streets. Erica Sanchez, 18, who quit school after Enterprise Academy was combined with another alternative school last spring, now has a job counting bridge tolls at $10 an hour. ``I know I won't have as many opportunities if I don't graduate,'' she said. ``It really bugged me when they closed it down. How can they take education away from kids who want to learn?'' The county education office said it had to close the community schools because they were too costly to run. Because of smaller class sizes and specialized teacher training, the cost of educating a student in an alternative school runs as high as $10,000 a year, more than double the cost in regular school. Looming state budget cuts made keeping the schools afloat even harder.

    Handbook for California Parents
    The latest addition to NARTH's Irving Bieber Memorial Library is a handbook by Scott Lively entitled, "Take Back the Schools." While aimed at the laws governing the State of California and geared primarily toward Christian parents, this handbook is filled with useful suggestions for all parents on how to limit the scope of homosexual activism in public education, while restoring a family-friendly climate for schoolchildren. The first chapter includes a checklist on community activism and explains in great detail how to start a parent's rights group. It then goes on to outline a strategy that will enable the parent's group to establish a plan of action to stop gay activism in the schools. By insisting on fairness, freedom of speech, and equal time, Mr. Lively provides step-by-step instructions on how to transform the school district's policy. Chapters 2 and 3 focus on opportunities for service in the local schools, including sponsorship of pro-family or Christian clubs for interested students on campus. The fourth chapter covers the School Districtbased "Insiders Alliance" approach. The purpose of an "insider alliance" is to identify allies within the school system; once they are known, support can be obtained for a like-minded group before it is publicly announced. The pamphlet goes on to explain how to form a pro-family or Christian Employees Association and how to restore a familyfriendly climate for schoolchildren.

    EBCC Overview
    The East Bay Conservation Corps (EBCC) is a comprehensive, nonprofit educational organization located in Oakland, California. Its mission is to promote youth development through environmental stewardship and community service and to further education reform and social change. Through service-learning—the practice of linking academic learning with service that meets real community needs—the EBCC engages young people from all walks of life in their education and development while addressing environmental and social issues. For nearly two decades, the EBCC’s program models have enhanced participants’ academic, leadership, employment and life skills, self-esteem, civic responsibility and environmental awareness. The EBCC fulfills its mission through a number of diverse programs which, while using a variety of models to target different age groups, all focus on youth development and education through service-learning and civic engagement. The EBCC’s programs serve nearly 3,000 East Bay children and youth, ages 5-24. The EBCC’s flagship program, the Corpsmember Program , offers youth ages 17 to 24 a meaningful education through service-learning programs that focus on environmental stewardship and community service. Through a combination of on-the-job training in environmental improvement projects and formal classroom instruction, students develop their potential in five interconnected areas: academics, citizenship, communication, employability, and life skills.
