In order to be enacted this year, all bills must be passedout of their first policy committee by either April 25 ("fiscal"bills) or May 16 ("non-fiscal" bills); otherwise the bill isconsidered at "2-year bill" and cannot be considered again until nextJanuary
  • AB 385 (Goldsmith) - Establishes a procedure whereby school districts (except for Los Angeles Unified) can declare themselves to be home rule districts. The procedure is analogous to the charter school petition process and provides that districts which follow the process will benefit from the "mega-waiver" provision in the charter school law, except that they are not exempted from statutes governing the organization of school boards or collective bargaining laws. The bill limits the number of home rule districts with annual budgets in excess of $100 million to five through the year 2001 and the total number of home rule districts to 20. Study Analyzes Student Achievement
in Public Schools Serving
Low Socio-Economic Status (Low-SES) Students Los Angeles, CA March 11, 2002 A California State University, Los Angeles study reveals that low-income, at-risk students are showing greater improvements in California’s charter schools than in their non-charter counterparts. The study, by Cal State L.A. education faculty members—professor Simeon P. Slovacek, and associate professor Antony J. Kunnan—and doctoral student Hae-Jin Kim, analyzes three years of California's Academic Performance Index (API) data (1999, 2000, and 2001) for charter and non-charter schools, along with various charter school characteristics. “Because socioeconomic status (SES) has a strong correlation with student performance on standardized tests,” says Slovacek, the faculty made comparisons “focusing on charter and non-charter schools serving free or reduced lunch-eligible studentsthat is, low-SES students.” In general, the study shows that student achievement in California’s low-income charter schools is improving at a faster rate than in similar non-charter schools. This trend is even more pronounced for schools that serve higher percentages of low-SES students.

(Washington, DC 3/11/02) California charter schools are proving more effective in improving academic achievement for low income and at-risk students than their non-charter public school counter-parts according to a new study from California State University, Los Angeles. The findings from, "California Charter Schools Serving Low SES Students: An Analysis of the Academic Performance Index," include:
  • In schools with at least 50 percent enrollment participating in the Free and Reduced Lunch program charter school students improved at a rate of 22 percent vs. the 19 percent of non-charter public schools.
    The rate of improvement is even higher when looking at enrollments of 75 percent of students participating in the Free and Reduced Lunch program improving at a rate of 28 percent vs. 24 percent.
    Significant in the findings was that the schools were able to do more with less funding and resources.

  • WORK IN PROGRESS : A recently introduced bill by Assemblywoman Patricia C. Bates and supported by the state's charter schools and its association, CANEC, will expand the number of charter authorizers beyond the local school boards. New authorizers allowed under the new legislation would include state colleges and universities, mayors of large cities and non-profit organizations. If passed, the legislation will also counteract a law passed last year that imposed additional oversight and restrictions on the Golden State charters. for Bargaining Dilemma in California Charter Schools
Washington, DC (December 23) - New legislation approved in October by Governor Gray Davis threatens the way charter schools have been conducting business in California. After their legislative proposal to require collective bargaining in charter schools failed, California teacher unions successfully lobbied for Assembly Bill 631, a compromise almost as egregious. A.B. 631 affects new and existing charter schools. The Education Policy Institute contends that charter school employees could benefit from an organization that could craft a working agreement with the charter boards, in keeping with the spirit of independence and collaboration that make charter schools unique. Furthermore, a new organization should avoid the political baggage the other public employee unions now carry. Finally, membership dues could be reduced significantly. Dues should be sufficient to provide quality representation in contract negotiations and administration, adequate liability insurance coverage, access to legal services, and other services for charter school employees, but need not fund a state or national union.

New and Converted Charters
In some cases, California Charter Schools might be entirely new schools, but the legislature tends to assume that they will be converted from current public schools, based on an approved plan of significant change. Minnesota now allows persons other than teachers to form and operate an outcome-based Charter School. But teachers still must make up the majority of the school's board of directors. Teachers can form a cooperative that negotiates a contract with the Charter School to provide instruction. California law allows other responsible groups such as parents and business and community leaders to organize a school, but at least 50 percent of teachers in a school must sign a petition to charter before a school can be considered for charter conversion. Renewable California charters are granted for five-year periods, and the charter can be revoked by the local board if a school does not live up to its agreement. The Charter Schools do not become legally independent school districts as in Minnesota. They are, however, relieved of local rules and regulations, and entire school districts in California can petition to become charter districts. The California State Board of Education, unlike the state board in Minnesota, cannot veto a charter proposal that gains local approval. The state simply publicizes the charter initiative and keeps track of charter applications, giving each a number and cutting off applications after 100 have received local approval (10 within a single district). The responsibility for quality control rests at the local level. California law also allows the sponsor of a proposal that is denied at the local level to appeal to the county board of education.

Release Date: March 22, 2000 California Teachers, Parents, and Principals Support Charter Schools California charter schools are doing a better job of educating children than the schools their students previously attended, according to survey results in A Charter School Survey: Parents, Teachers, and Principals Speak Out , published by the Pacific Research Institute (PRI). "The survey shows that these schools are doing a much better job at satisfying their primary constituentsstudents, parents, teachers, principals, and the community than their counterpart district schools," said Pamela Riley, author of A Charter School Survey: Parents, Teachers, and Principals Speak Out and associate director, coalition relations, PRI Center for School Reform. "On the whole, charter schools are smaller, more autonomous and independent, and much more innovative in using time and money." PRI's survey revealed that: Seven out of 10 charter school principals in California report that their charter schools boast waiting lists;
