The study captured the vast diversity of California charter schools generally and the complexity of understanding their development at the local level. It also shed light on complicated relationships between charters and their sponsors, as well as the philosophical and practical complexities associated with measuring academic outcomes and comparing charters to noncharters. The Legislature wanted this information available to its members as they considered making changes to the 1992 charter school law. During the study, SRI examined charter school policy, finance, and performance issues at the state, sponsoring agency, and school levels. It included carefully designed survey instruments and case study interview protocols. Several findings were based on analyses of student performance data and other school outcomes. The study also relied on extant data, when appropriate, to reduce respondent burden. The study included an Advisory Panel of knowledgeable educators, researchers, and policy-makers.

Freedom and Innovation in California's Charter Schools Ronald Corwin and John Flaherty (Editors), November 1995 29 p.; Full Report, 135 p. Abstract This report is based on the answers to questionnaires sent out to the 66 charters schools operating at the end of 1994. Fifty-four administrators and 230 teachers responded. Forty-six principals of non-charter comparison schools the students would have attended also responded to similar surveys. The research addressed a wide range of areas including, autonomy, teacher characteristics, innovation, parental involvement, and students served. "The report covers the kinds of decisions controlled by charter schools and other distinctive features of the schools, including characteristics of teachers who teach in them, innovations being implemented, forms of parent involvement, and the students served." When questioned about their charter school's level of autonomy, nearly all administrators expressed that they have more freedom under the charter. They believe that they have considerably more control over many operational and educational aspects including, instructional issues, budget allocation, staff selection, discipline policies, and enrollment caps. Meanwhile, teachers in charter schools are self-selected, and more of them hold higher degrees and have more years of experience than teachers in non-charter schools. Charter school teachers expressed that they have more influence and are less constrained by rules, but also carry heavier workloads and paperwork burdens. Most teachers expressed that they were satisfied with their jobs and have the freedom to introduce new concepts in the classroom including, student portfolios and cross-age tutoring.

Over the past decade charter schools have proven an effective way to promote parental choice, high standards, and local control. But these gains have not been achieved without a fight. In California, charter applicants must win approval from the local school district for their charter, a contract enabling them to operate as a public school with independent oversight. Only if rejected can they appeal to the state. While most of the 344 public charter schools in California have charters from their home school districts, many have gone to an outside district for approval, a move permitted under state law. The state board of education granted charters in two cases, one from Oakland. The first cadets are 162 highly motivated seventh-graders, 67 percent male and 90 percent African American or Latino. Parents are highly satisfied with the tough standards and discipline. Plans are set to expand OMI through high school.

Howard Nelson Senior Associate Director Department of Research American Federation of Teachers March 1997 In 1996, numerous states added charter school laws and half of the states now have such laws. The crowning moment in the year of the charter school was President Clinton's announcement that he wanted federal money to stimulate charter school development. He wanted 30,000 of them. A move to charter schools on this scale would reverses a half-century policy of school and school district consolidation to achieve educational improvement and economic efficiencies. One reason behind the rapid advance of charter school legislation was the idea that it was a no-cost reform. Money flowed from existing public schools with the student to the new charter schools. Money belonged to the student, not the school. In most states, however, the per-pupil funding of charter schools is less than the state average cost per pupil. Furthermore, most charter laws insure the diversion of money from instruction to capital by failing to provide facilities for charter schools. A thoughtful analysis of charter school funding reveals that charter schools impose new costs and that they are not necessarily underfunded when all public revenue sources are matched to the specific kinds of students educated in charter schools.
