Pre-Schools and Day Care Centers
Parents who work need childcare. There are a number of day-care centers in the county from which to choose. Many of the facilities take children as young as a few weeks old. They also offer various pre-school curriculum, music, crafts, motor and social skills, nutritious meals and snacks, nap and play time, etc. Pre-school and day-care centers are required to be licensed.
Special Needs Schools
There are private and non-profit programs and schools for children and adults with special needs:
  • Art Industries 1341 Vanguard Drive, Oxnard 240-3313
  • Dwire Carl Jr. School 3150 Via Marina Ave., Oxnard 985-7200
  • Penfield Douglas School for Ortho (Handicapped) 640 Jazmin Ave., Ventura 647-1974
Public School Districts
Most students attend one of the 186 public schools operated by 20 school districts throughout the county. The school districts are governed by elected school boards, members of which are called trustees. The Ventura County superintendent of schools is an elected official who works with the five-member county Board of Education, which is also elected. The county office operates juvenile court schools and special education programs. The county office is at 5189 Verdugo Way, Camarillo 93012, telephone 805/383-1900.
Public School Programs
In partnership with the family and the community, Ventura County public schools are committed to individual student growth and the development of responsible citizenship. In addition, the public school systems offer programs for children in kindergarten through 12th grade to achieve academic excellence. Nearly 200 public schools are operated by some 20 school districts within Ventura County.

Day school teaches Hebrew, Torah to learning disabled
BRIGITTE DAYAN Chicago JUF News Sitting behind her teacher's desk, Aviva Lopin helps a 10-year-old student with her Hebrew skills. Directly across from them, at the back of the room, a teacher's aide looks on as a student completes his assignment. Elsewhere in the classroom, students, more often restless than not, tackle their worksheets on their own. Noise punctuates the atmosphere on this particular day; occasionally, a student will express frustration, to which Lopin responds with a gentle "Do you want to ask me your she'elah [question]?" Other students will work for 10 minutes and then, fidgeting in their seats, will talk to their neighbor, only to be quieted by the teacher or her aides. A few minutes before noon, the kids put away their work and get ready for lunch; some of them will eat in the room, others will join the rest of the school in the cafeteria. Welcome to the Ptach classroom. Yet the word classroom is a misnomer. An acronym for Parents for Torah Education for all Children and the Hebrew word for "open," Ptach creates an academic and social environment where Jewish children with learning disabilities can function. Nearly 20 students all of whom have learning difficulties, some with emotional components are enrolled in the program. Housed in a wing of the Arie Crown Hebrew Day School in Skokie, Ill., Ptach comprises two classrooms divided by age: grades one through four and five through eight.

T of students achieve at or above proficiency and California’s testing shows even lower levels of student performance. Accomplishing the goal of teaching a higher percentage of students to or above proficiency requires doubling or even tripling current results. However, education dollars in California will not increase by that rate. Thus, the only way California, as well as other states, can accomplish the current goal of teaching students to high standards is to improve the productivity of the education system to use education dollars more effectively to boost results. Since education is a service and labor-intensive activity, improving productivity by the levels needed to accomplish the student achievement goals poses a bold challenge to the education system. Four recent Consortium for Policy Research in Education (CPRE) publications identify several strategies for improving education productivity:

The student may be provided with up to 300 minutes of individual instruction at his/her home per week. This is usually intended as a short term service until the student can be returned to a school program. Residential Institution When the student's problems are so severe that the child needs 24-hour care to provide an appropriate education, the student may be placed in a residential setting.
