General Mediation Information What is mediation?
The advantages of mediation

Tips on selecting a private mediator

What is mediation? Mediation is a process in which a trained, impartial person (or panel) helps disputing parties communicate and understand their concerns and needs in a situation, identify and consider possible solution options, reach a mutually agreeable solution and put the agreement into a written form. A mediator has no decision-making authority. Unlike a judge or an arbitrator, a mediator does not decide what is right or wrong or make suggestions about ways to resolve a problem. Mediation is based on the voluntary cooperation and good faith participation of all parties. Although participation in some mediation programs may be mandatory, reaching agreement is always voluntary. Mediation is different from counseling, therapy or advocacy. The mediator does not take sides or push for any one solution. Mediators maintain a neutral role. Mediation focuses on the future, not the past, and what will resolve the conflict. Mediation does not replace the need for legal advice or counseling if your "rights" in a situation are the concern. In addition to the general principles described here, some situations which are appropriate for mediation may be governed by state laws, court rules or local ordinances. It is your responsibility to make sure that any agreement you reach in mediation is in compliance with the law.

About this Website Programs for K-12 Schools UCMAP's school-centered programs are designed to expand knowledge and enhance the effectiveness of K-12 teachers, staff and administrators. Focusing on the areas of math, science and literacy, UC Merced's academic outreach programs help K-12 educators to improve UC college eligibility rates for Central Valley students. In this way, thousands of local students-especially first generation college students-have been exposed to the value of a university education. UCMAP works in tandem with the Office of Relations with Schools (ORS), the University's primary resource for admissions and K-12 student and family outreach . UCMAP's school-centered programs are complementary to the student- and family-centered programs offered by ORS. Programs for K-12 schools, educators and counselors fall into these general categories:

No more home alone, if Schwarzenegger has his way
Arnold Schwarzenegger, the Kindergarten Cop , wants to make sure students in California don't get into trouble after school. "Millions of kids are home alone with no one to help them and guide them," says Schwarzenegger, who is chairing a campaign to pass an initiative that will set aside more than $400 million for after-school programs in California. "After 3 o'clock in the afternoon, children may be hanging out with the wrong crowd. We must have after-school programs that give kids a positive alternative to drugs, gangs, violence and teenage pregnancy." At Eisenhower Elementary School in Garden Grove, Word Wizards Beatriz Zavala and Christian Mendez work on their vocabulary. Schwarzenegger's After School Education and Safety Act would make after-school programs available to every public elementary and junior high school in California. The initiative, which has gotten enough signatures to qualify for the November ballot, would significantly expand the state's Before and After School Learning and Safe Neighborhoods Partnerships Program, which funds after-school programs at nearly 1,000 elementary and middle schools - but still only reaches one out of every seven schools. The initiative would make grants of up to $50,000 available for every elementary school and up to $75,000 for every middle school. None of the money would be taken from funds guaranteed to education under Proposition 98. It would come from non-Prop. 98 general fund appropriations. The money would be added to the Prop. 98 base in successive years. Extra grants would be available to schools in poor neighborhoods.

EXECUTIVE SUMMARY
Final Report: California Child and Family Services Review
The Child and Family Services Review (CFSR) assesses State performance during a specified time period on seven child welfare outcomes pertaining to safety, permanency, and well-being and on seven systemic factors. The California CFSR was conducted the week of September 23, 2002. The assessment is based on information from the following sources:
  • The Statewide Assessment prepared by the State child welfare agency - the California Department of Social Services (CDSS); The State Data Profile prepared by the Children's Bureau of the U.S. Department of Health and Human Services; Reviews of 49 cases at three sites throughout the State (one case was dropped because it did not meet requirements for an eligible case); and Interviews or focus groups (conducted at all three counties and the State capitol) with a wide range of stakeholders including children, parents, foster parents, various levels of State and local CDSS personnel, collaborating agency personnel, service providers, court personnel, and attorneys.
Information from the case review process and stakeholder interviews resulted in the finding that the State is effective in the following outcome-related areas:
  • Timeliness of initiating investigations in response to reports of maltreatment (item 1).

Types of Financial Aid

Federal Student Aid Programs
There are several important things to keep in mind when participating in federal Financial Aid programs:
  • FAFSA forms must be renewed each year that you wish to receive aid. The renewal FAFSA updates your information and determines your aid for the following academic year. You can find a renewal FAFSA on the Web.
  • Loans made through any of the several federal loan programs must be paid back except under very specific circumstances (for example, death, disability, bankruptcy or participation in certain federal programs such as the Peace Corps or Americorps). Failure to pay back these loans can adversely affect your credit.
  • Many of these financial aid programs are dependent on the level of funding at your institution. It is recommended that when considering taking classes toward a degree, you pick an institution that will be your main college or university. You must take at least 50 percent of your classes through this institution in order to be eligible for financial assistance. Unfortunately, this is necessary in order to receive aid as a distance learning student. There are programs being developed to specifically address financial aid for distance learning students, but no policies have been enacted as of yet.

Under Take Care to Learn, Partnerships for Quality Education (PQE) will support nine institutions to improve the care of patients with asthma or diabetes. Two-year grants to $300,000 will allow the institutions to develop or enhance chronic illness management programs that serve as innovative platforms for teaching about managing clinical care. Institutions at the forefront of primary care education know that too few of America's future primary care providers are learning the skills they need to deliver quality, affordable care in the 21st century. They know that too few are prepared to practice where the measure of excellence is the ability to deliver the best possible care to an identified population within fixed resources. In short, they know that the current educational system needs to be redesigned. Take Care to Learn grantees will work collectively in the design, implementation, evaluation, and dissemination phases of the initiative. They will meet regularly with their colleagues from across the country to share what they learn and to demonstrate that providing the best possible care and teaching about managing care are inextricably linked. They will participate in program evaluation to demonstrate that the best teaching settings can achieve clinical quality and cost goals while meeting educational responsibilities. Take Care to Learn grantees will seek to demonstrate that they can improve patient care and enhance education by engaging learners in programs to manage chronic illness.

    COST-EFFECTIVENESS
Violence costs the United States an estimated $425 billion in direct and indirect costs each year (Illinois Center for Violence Prevention, 1998). Of these costs, approximately $90 billion is spent on the criminal justice system, $65 billion on security, $5 billion on the treatment of victims, and $170 billion on lost productivity and quality of life. The annual costs to victims are approximately $178 billion (Illinois Center for Violence Prevention, 1998). The most logical way to reduce these costs is to prevent violence altogether. Preventing a single violent crime not only averts the costs of incarceration, it also prevents the short- and long-term costs to victims, including material losses and the costs associated with physical and psychological trauma. Despite these facts, policy in the United States continues to focus on get-tough laws and incarceration for serious violent criminals, as opposed to prevention and intervention (Greenwood, 1995). Federal spending on school-based crime, violence, and drug prevention programs is quite modest, compared to spending on crime and drug control strategies such as policing and prison construction (Gottfredson et al., in press). Not only are preventive approaches more beneficial than get-tough laws, some prevention and intervention strategies cost less over the long run than mandatory sentences and other get-tough approaches.
