Rural Development Sierra Nevada Beef Steering Committee Receives Value-Added Grant from USDA 2002 Farm Bill Funds
Davis, CA - March 13, 2003 - During a "Niche Markets for Meat Products" short course held at the University of California at Davis, Paul Venosdel, State Director of the USDA Rural Development in California, made a ceremonial check presentation in the amount of $36,300, to members of the Sierra Nevada Beef Steering Committee for a value-added agriculture development grant. The funding for this grant is part of the USDA 2002 Farm Bill. 2002-2003 Program Overview The Child Development Training Consortium (CDTC) contracts with ninety-four (94) community colleges throughout California to provide financial assistance to eligible students who are pursuing careers in child care/development. Each CDTC member community college works with a local advisory committee to develop plans for the use of CDTC funds. Therefore, the use of CDTC funding can vary from college to college: CDTC funds are commonly used for the following purposes:
    1. To reimburse students for enrollment fees, tuition and/or textbooks. 2. To establish a lending library of textbooks and other resources for use by eligible students. 3. To pay the costs (instructor salary and fringe benefits) of providing classes that the college will not fund out of its general budget. 4. To pay for tutorial assistance and/or translation services.
Program Eligibility
Students meeting the following criteria are eligible to participate in the CDTC Community College Program:
    1. Student must be seeking a new or maintaining a currently held Child Development Permit, AND 2. At the time of enrollment, the student must be employed by a child care/development program including licensed family child care and out-of-school care. Center-based programs must be licensed or eligible for an exemption according to Department of Social Services (DSS) regulations. Employment in a kindergarten classroom is also acceptable, AND

FAMILY ON TELEVISION In the early 1950s, domestic life was represented with some degree of diversity. There were families who lived in suburbs, cities, and rural areas. There were nuclear families (such as that in The Adventures of Ozzie and Harriet ) and childless couples (such as the Stevens of I Married Joan or Sapphire and Kingfish of Amos 'n' Andy) . There was a variety of ethnic families in domestic comedies end family dramas (including the Norwegian family of Mama and the Jewish family of The Goldbergs ). In addition anthology dramas such as Marty sometimes presented ethnic working-class families. At a time when many Americans were moving from cities to mass-produced suburbs these programs featured nostalgic versions of family and neighborhood bonding that played on sentimentality for the more "authentic" social relationships of the urban past. Ethnicity was typically popular so long as it was a portrayal of first generation European immigrants; Black, Hispanic and Asian family life were almost never dealt with. When they were they were the butt of the joke such as the Cuban Ricky Ricardo with his Latin temper or the African American Beula with her job as the happy maid/mammy in a white household.

Department Fact Sheet
The Parks and Recreation Department is responsible for managing the City's parks and recreation activities as well as the operations of the City owned cemetery. The Parks and Recreation divisions are supported by funds derived from the General Fund and other revenues collected for special recreation programs and services. In addition to the primary responsibility of maintaining and programming the various parks and recreation facilities, the divisions work cooperatively with public agencies (schools, churches, youth agencies, Chamber of Commerce, service clubs, etc.), in coordinating all leisure services within the City. PARKS AND PLAYGROUNDS DIVISION RECREATION DIVISION The Recreation Division is responsible for administering the activities at four City-owned pools (International Swim Center, Warburton Swim Center, Mary Gomez Pool, and Montague Swim Center). In addition to regular recreation swimming, instructional swim lessons in beginning, intermediate, and advanced skills are offered to approximately 4,000 children and adults. The pools are also used for synchronized swimming, competitive swimming and diving meets, water polo, and swim activities for seniors and for disabled children. An extensive Senior Citizen's Center is also administered by the Department and is the scene for many social and cultural activities as well as a variety of recreation classes and programs. The Youth Activity Center is the focal point for classes, meetings, athletic leagues, and special events conducted to meet the needs of Santa Clara's youth.

Publications Registered Sex Offenders (Megan's Law) California for more than 50 years has required dangerous sex offenders to register with their local law enforcement agencies. However, information on the whereabouts of these sex offenders was not available to the public until the implementation of the Child Molester Identification Line in July 1995. The information available was further expanded by California's Megan's Law in 1996 (Chapter 908, Stats. of 1996).
Megan's Law is named after seven-year-old Megan Kanka, a New Jersey girl who was raped and killed by a known child molester who had moved across the street from the family without their knowledge. In the wake of the tragedy, the Kanka's sought to have local communities warned about sex offenders in the area.
Now, California's Megan's Law arms the public with certain information on the whereabouts of dangerous sex offenders so that members of our local communities may protect themselves and their children. The law also authorizes local law enforcement to notify the public about high-risk and serious sex offenders who reside in, are employed in, or frequent the community.
The law is not intended to punish the offender and specifically prohibits using the information to harass or commit any crime against the offender.

They are able to seduce children with attention, affection and gifts; have hobbies and interests appealing to children; and may show sexually explicit videos or pictures to children. Generally, they are skilled at identifying vulnerable victims and are able to identify better with children than adults.
Teach your children to avoid situations that put them in danger of abuse, molestation or abduction. Help protect your child by establishing a home environment where your child feels safe to tell you anything, without fear of shame, ridicule or punishment.
A safe and supportive home environment, combined with clear instructions about what behavior is acceptable and what is not, will guide your child's actions and encourage your child to tell you if something improper happens.
Many parents warn their children not to talk to strangers. But more often than not, an abuser or abductor is known to the child. He or she can be a school bus driver, teacher, relative, neighbor, or family friend. Many times the molestation occurs in the home of the victim or the abuser.
It is best to teach your child to avoid certain situations or actions. Children should know from an early age that some behavior is not acceptable, and that they have the right to tell an adult to leave them alone.

    The California Work-Pays Demonstration Project The goal of the project is to document the dynamics of family poverty and welfare use in California. The CWPDP is collecting and integrating data on the individual, household, welfare and employment characteristics of AFDC recipients and households, during and after their participation in the welfare system, from four separate sources:
  • 1) State-level administrative records for AFDC, Medi-Cal, Unemployment Insurance, other state and federal assistance programs, and employment tax files. 2) County-level administrative records for AFDC and Food Stamps programs. 3) Non automated client records at county welfare offices. 4) Telephone interviews with AFDC recipients.

  • By combining these various datasets, it will be possible for researchers with an interest in welfare, poverty, employment and family research to obtain unusually detailed information about the characteristics and economic behaviors of low-income families and children in California. Researchers will be able to examine family outcomes, such as income and family stability, and their relation to household characteristics and involvement in state and federal assistance programs. Transfer payment and earnings data will be available for researchers interested in cost comparison and cost benefit analyses of social programs.
