Goals and Context
Located 60 miles directly east of Los Angeles, San Bernardino County and the city of Fontana are magnets for new immigrants to California. In Fontana Unified School District (FUSD), the population of Hispanic studentsthe district's largest language minority groupincreased from about 19 percent in 1980 to almost 50 percent in 1993. Since 1986, the district has enjoyed the leadership of a vigorous superintendent who has established strong, cooperative relations with the community, the Board of Education, and the faculty, and who has encouraged innovation and risk-taking. District staff members characterize the superintendent as a charismatic leader who promotes organizational arrangements that support professional development and empowerment. Rather than dictating or directing, central office administrators provide opportunities for staff to acquire the knowledge and skills needed to make informed procedural decisions that affect their work. According to the coordinator of bilingual and ESL programs, "Staff development became the district's key to change through learning and collaboration." A late 1980s needs assessment revealed that increased immigration to the area demanded an immediate increase in efforts to provide educational services to language-minority students. However, educators certified to teach students with limited English proficiency were in short supply throughout the state. District officials reported to the California Department of Education a shortage of 88 such specialists in 1989.

Credentials Clerk Information for Out of State Teachers California's credential for service in a self-contained classroom (elementary and middle school) is the Multiple Subject Teaching Credential. The credential for service in departmentalized classes (junior high, middle and high school) is the Single Subject Teaching Credential. There are three steps to becoming a fully credentialed teacher in California. Below is an outline of the steps involved. Each step requires an application, fee and verification of requirements. Fingerprint processing must be submitted for clearance with your first credential application. Step 1: Five Year Preliminary Credential A five-year preliminary credential is issued on verification of the following minimum requirements:
    Bachelor's or Higher Degree Teacher Preparation Program including student teaching with a grade of "C" or better.

As Senior Research Associate for WestEd's Culture and Language in Education program, Ursula Sexton works on projects that investigate the role that cultural diversity plays in mathematics and science assessment development, testing, and instructional practices. She also contributes to numerous reform projects involving systemic professional development, science curriculum, and the use of technology in education, and is an advisor, presenter, and writer for state, national, and international science education projects and organizations. She is a published author in science education journals, teacher textbooks, and education guides.
She was appointed a panelist by the White House for the National Ocean Exploration Panel and the Presidential Charter for Ocean Exploration. She also served on the U.S. Department of Education's Mathematics and Science Expert Panel and as a reviewer of National Science Foundation programs. In addition, she has worked on projects for the California Commission on Teacher Credentialing, helping to develop new criteria for California teacher certification. She has also helped develop large-scale science assessments and has served as an evaluator for the California Department of Education.
As a former bilingual teacher, she coordinated and developed science programs, led professional development and curriculum reform, and taught K-14 students. As a science specialist, she taught K-12 teachers, and students at the elementary level. She represented the profession as the 1994 California Presidential Awardee for Excellence in Mathematics and Science Teaching, the California State University-Hayward Teacher of the Year 1999, and the National Science Teacher of the Year 1998.

Texas Center for Educational Research, Austin, TX For more than a decade, alternative certification has become increasingly available as a route to teacher certification. In Texas, for example, nearly a third of the 87 teacher training institutions offer alternative certification, either as an option within the teacher preparation program or as the entire program. Education service agencies (ESAs) have become increasingly involved in teacher certification. Of the 28 Texas alternative certification programs (ACPs), 13representing nearly halfare located in ESAs ("State Board for Educator Certification," 1999). The Demand for Alternative Teacher Certification Subject areas such as math and science have suffered from teacher shortages for the past two decades (Darling-Hammond, Hudson and Kirby, 1989). Although there were many able scientists and mathematicians interested in teaching, they were "unable to smoothly enter the field" (Dill, 1994). Similarly, the field of special education has also been faced with teacher shortages because of the influx of special needs students in schools. This shortage has prompted educators to explore alternative means of preparing certified and qualified special education teachers (Rosenberg and Rock, 1994). Another issue impacting teacher supply and demand is the decline in the number of minorities entering teaching fields (Stoddart and Floden, 1995). It is projected that by 2020 about 40 percent of the K-12 school population will be minority students, with little hope for the percentage of minority teachers to parallel this figure (Pallas, Natriello, and McDill, 1989; Zeichner, 1993). The importance of teachers as role modelsespecially teachers from students' own cultural grouphas long been recognized; thus, this shortage is viewed as a major detriment to the education of minority students (Middleton, Mason, Stilwell and Parker, 1988).

The Many Faces of Alternative Certification
A rapidly expanding force has emerged in teacher education: the opportunity for school districts, universities, and other educational agencies to offer certification for teachers who complete an in-district teacher preparation program. This contrasts with the traditional approach of awarding teacher certification as part of an education baccalaureate program mainly accomplished through a college or university. It's not an easy alternative to complete, usually; it's not inexpensive, unless there are few other options; it's not common, yet; and it is already one of the most hotly debated issues since chalk first met blackboard. From 1983 to 1996, over 50,000 teachers received training and certification through Alternative Certification (AC) programs nationwide. This figure does not include thousands more who are now enrolled in newly emerging alternative programs. While the number of teachers certified through AC is a relatively small percentage of the total number of teachers certified, the trend is expected to accelerate. Driving this trend is a quest to enhance education through at least four important goals:

According to the latest teacher supply and demand projections, the nation will need to hire 2.2 million people to teach who are not currently teaching in the nation's elementary and secondary schools in the next decade. There is mounting concern about teacher preparation and the quality of the teaching force. Alarms have also been sounded about the numbers of teachers who are teaching "out of field", i.e., teaching a subject for which they have neither an academic major nor a minor.

What began in the early 1980's as a way to relieve projected shortages of teachers and replace emergency certification has evolved into an array of alternatives to the approved undergraduate college teacher education program route for obtaining a license to teach in American elementary and secondary schools. We at the National Center for Education Information (NCEI) have been collecting and analyzing data and publishing books and newsletters about the teaching profession for the past two decades.
