Republic of Cameroon
Geography
Area: 475,000 sq. km. (184,000) sq. mi.), about the size of Califo rnia.
Cities (2000 census): Capital Yaounde (pop. 1,000,000). Other major cities Douala (1.5 million), Garoua (170,000), Maroua (150,000), Bafoussam (140,000), Bamenda (130,000), Nkongsamba (110,000), and Ngaoundere (100,000).
Terrain: Northern plains, central and western highlands, southern and coastal tropical forests. Mt. Cameroon (13,353 ft.) in the southwest is the highest peak in West Africa and the sixth in Africa.
Climate: Northern plains, the Sahel regionsemiarid and hot (7-month dry season); central and western highlands where Yaounde is locatedcooler, shorter dry season; southern tropical forestwarm, 4-month dry season; coastal tropical forest, where Douala is locatedwarm, humid year-round. People

The regional delegation concentrated on the promotion of humanitarian law, especially by approaching the governments of the region and requesting that they each designate an official representative of the armed forces or the Ministry of Defence to be responsible for the incorporation of humanitarian law in military training programmes. The regional delegation held a course on humanitarian law for instructors from the armed forces of 10 Central African countries (Burundi, Cameroon, Central African Republic, Chad, Congo, Equatorial Guinea, Gabon, Rwanda, Sao Tome and Principe and Zaire) from 22 to 25 March.
Cooperation with the region's National Societies was also high on the regional delegation's agenda, especially as regards the establishment of emergency brigades to provide direct assistance to the population in the event of unrest. The ICRC also cooperated with these National Societies in the fields of information (the production and promotion of periodicals and radio programmes), training, first aid, and community activities such as projects aimed at improving hygiene and neighbourhood clean-up operations. A meeting of leaders of the National Societies of the six countries covered by the delegation was held in Yaoundé in early October to discuss such cooperation programmes, among other matters.

    Conflict History
    The independence years were marked by a revolt of the Bamileke, which was finally suppressed in the early 1970s with the help of French troops. In 1982 Paul Biya took over the presidency from Ahmadou Ahidjo, who resigned due to ill-health, and was re-elected as president in 1984. An unsuccessful attempt by an army faction to overthrow the government in 1984 temporarily destabilised the Biya regime. In the following months, however, he moved quickly to reassert control. He was re-elected as president in 1988, 1992 and again in 1997. During the 1990s pressure for the introduction of a multi-party system increased, and was accompanied by intense unrest and instability. The 1997 legislative and presidential elections were accompanied by widespread violence. In 1998 several people were killed in ethnic clashes in north-western Cameroon.
    Security Situation
    Relations with neighbouring countries are generally harmonious. The exceptions are a simmering border dispute with Nigeria (the Bakassi Dispute), and with Equatorial Guinea over territorial waters. Both Cameroon and Nigeria are reinforcing their military presence in the Bakassi peninsula.

    Ten years ago, Ethiopia joined 155 countries of the world at Jomtein, Thailand and committed herself to universal access to primary education by the year 2000. The country also undertook to eradicate adult illiteracy within the decade, expand education and training in essential skills and improve early childhood care and developmental activities. But despite Jomtein's lofty ideas, many people are still excluded at all levels of education. And this is not because Ethiopia had not been trying. Immense progress has been made characteristically pushing literacy level from less than 35 percent in 1990 to about 65 percent. According to World Bank education researchers, this is no mean task for a country frequently hit by famine and local armed opposition movements. Economic performance is also marred by drought and environment degradation while the current war with Eritrea has not been conducive to Ethiopia's attempts to attain Education for All.

    The Bushmeat Experts and Educators’ Workshop at École de Faune de Garoua (EFG) Cameroon was a great success! 34 participants representing 13 countries met at EFG to build a framework for the development of a bushmeat training program for wildlife managers in Francophone Africa. The US Agency for International Development provided major support for this workshop along with BCTF, African Wildlife Foundation, EFG, the Ministry for Water and Forests in Cameroon and WWF-US’s Russell E. Train Education for Nature Program (WWF EFN), which will continue providing support for the training program development over the next five years. Upon the arrival of the participants on 19 th March, EFG greeted everyone with a welcome dinner on the campus where all enjoyed informal interactions and discussions. On 20
