The monarchy has evolved and is evolving itself. In constitutional theory, all power emanates from the monarch, both in executive matters and in law as "the fountain of justice". The commemorative Jubilee Medal is part of an Honours System that was established during Canada's Centennial Year in 1967 and which, with the Order of Canada as its centrepiece has grown in stature and the scope of recognition accorded to our citizens in the ensuing 35 years. Those being honoured today receive a significant Medal featuring a Golden Maple Leaf with the dates 1952 to 2002 on the Reverse with an image of Her Majesty on the Obverse, suspended from a Royal Blue Ribbon and proudly striped in Canada's red and white. I believe that it would have been impressive enough had Her Majesty served with distinction in a single jurisdiction for five decades, but as you are all aware, in addition to being Queen of Canada, Queen Elizabeth the Second is Monarch of 15 additional Sovereign Nations and Head of a Commonwealth of 54 Countries! So, as Sovereign, Her Majesty has more than has excelled, She has taken in stride the many demands and fulfilled her role with dignity, hard work, and Majesty and has earned our honest respect, our thanks.

However, I once told my Australian stepfather-in-law that England is likely to become a republic before Canada does. And with the media taking a new look at the monarchy during the Queen's jubilee, I'd have to reaffirm that statement. Elizabeth will be the Queen of Canada until the day she dies. Charles will likely become Canada's King. For those who don't know, Canada is officially a constitutional monarchy. The Governor-General (now former award-winning journalist Adrienne Clarkson) is appointed by our Prime Minister in order to represent the monarchy. Her powers are, as is to be expected, quite limited: to approve legislation passed by parliament ("granting Royal Assent"), and to dissolve parliament and theoretically take care of the reigns of power while a parliamentary election takes place. Canada's constitution was patriated in 1982, meaning that the British government no longer has to approve Canadian constitutional amendments. Appeals of Supreme Court decisions to the British House of Lords was cut in 1931. The Governor-General's position is purely symbolic, acting as a figurehead head of state while the prime minister and parliament get down to the business of governing.
