Canadians 'should end link with monarchy' (UK Times)

CANADA was plunged into a constitutional dispute yesterday when John Manley, the Foreign Minister, called for a break with the monarchy.
Mr Manley, whose remarks are likely to embarrass the Government of Jean Chrétien, said that the Queen did not represent Canada and that an elected Canadian should be the next head of state.
“I do believe when most people think about it and realise our head of state is foreign — when she travels she does not represent Canada, she represents Great Britain — I think they kind of realise this is really an institution that is a bit out of date for Canada to continue with,” he told the Canadian Broadcasting Corporation.
Mr Manley has a history of voicing republican views. In 1997, when he was Industry Minister, he proposed that Canada break its links with the Crown. He was later forced to back down, but this time it could be more difficult. As Foreign Minister, his department has frequent contacts with Buckingham Palace and the Commonwealth.
The Queen is still popular in Canada and remains Commander in Chief of the Armed Forces. Nevertheless, Mr Manley said that it was time to change and he was particularly critical of the Prince of Wales, who was greeted only last month by cheering crowds during a visit to Ottawa.

Hon. Anne C. Cools : Honourable senators, I rise to add my remarks to those of other honourable senators in paying tribute to our former colleague and former Speaker, the Honourable Senator Roméo LeBlanc. Prior to making my tribute, I should like to congratulate Senator Molgat on his appointment as our new Speaker. I wish him well in his new endeavours. Much has been said about Senator LeBlanc. However much has been said, it is still not enough, for his contribution to Canada has been outstanding and his achievements are numerous. The office of Governor General, or viceroy, is the highest office in Canada. It is the office of the Queen's representative; that is, the sovereign's own representative. It is one that few will ever hold. That "Freedom Wears a Crown" is part of the unique social and constitutional history of Canada, and part of Canada's unique political response to its social needs and problems. That Canada is a constitutional monarchy is a fact of Canada's unique response to Canada's own peculiar history. This constitutional monarchy has served to make Canada one of the finest countries in the world, and one of which we are proud. Last summer, in the province of New Brunswick, some 3,000 persons of Acadian descent from all over Canada and the United States of America whose common family name is LeBlanc, gathered to celebrate their Acadian experience. They celebrated their Acadian heritage. This celebration was testimony to their defeats, to their triumphs, and to their very survival as a people. The survival of the Acadian people is tribute to that robustness and that quality of endurance which lives in the human breast. The endurance of the Acadian people has been extraordinary.

    The first five thousand copies of the Kweyol New Testament arrived at the Castries docks the previous morning - just in time for the official launching of the Kweyol Testeman Nef-la, last Sunday at the Castries Comprehensive School. Dignitaries included Governor-General Dame Pearlette Louisy, minister Damian Greaves, Archdeacon Randolph Evelyn, Justice Suzie d'Auvergne, Monsignor Theophilus Joseph. Also present the event were translators and publishers involved in the bible translation project and representatives of various island-based organisations with a stake in the development of the Kweyol language. The executive power remains vested in the queen. She is a symbol of unity and is formally recognized as the head of state. The federal government has the Prime Minister and the Cabinet. Local governments are elected regularly to manage municipalities, cities, towns, and regions. Their law requires that federal and provincial elections be held at least every five years. Your primary role is to assist Members of the Legislative Assembly with policy research for their speeches in the House and problem-solving for their constituents. It is an important role because it enables the MLAs to deal more effectively with their legislative duties and their contribution to the governance of this province. This morning, I want to explain to you my role as Lieutenant Governor of Manitoba. As provided in the constitution, Queen Elizabeth is the Queen of Canada and is Canada's head of state, with the Governor General being her representative in Canada. Similarly, the Lieutenant Governor represents the Queen as head of state in Manitoba. The Lieutenant Governor holds the highest office in the province. In that role, I exercise powers, under Section 9 of the Constitution Act of 1867, that are essential to the workings of the constitutional monarchy in Canada. Perhaps my most important role as the 22nd Lieutenant Governor of Manitoba is to ensure that a duly constituted government is always in place in the province, and that the post of Premier is always filled following a resignation or death.

Canada is a constitutional monarchy and federal state with a democratic parliament. The Parliament of Canada, in Ottawa, consists of the House of Commons, whose members are elected, and the Senate, whose members are appointed. On average, members of Parliament are elected every four years. In October, 1987 Canada and the United States signed an agreement according to which all the custom duties between them were to be eliminated beginning with January, 1, 1989. Moreover, both the countries agreed upon finding out and eliminating of all the sources of environment pollution. Mulroney's and his political party's victory in November 1988 guaranteed that the agreement upon free trade would be adopted, too. The Socialist Party of New Democrats elected Audrey Maclalin, the deputy of Yukon as its leader in 1989. She was the first woman who had headed one of the largest parties of the country. When the international situation became more conservative and stable, the party started to win in regional elections - the new Democrats were elected governors of Ontario, Saskatchewan and British Columbia.

Neither will my two sons William or Harry. As far as we are concerned, the British Royal Family no longer exists." Within days of Prince Charles' announcement, dozens of journalists, editors, and ghostwriters committed suicide. One Fleet Streeter wrote in his final column, "How could that bastard do this to us? What the hell are we going to fill the paper with now? News?" Britons were stunned to actually hear the words come out of the prince's mouth, but they were not entirely surprised. In the last few years of her reign, the Queen and Prince Charles had been publicly showing the strains of their stormy relationship. The last time the Queen showed any affection for Charles was during his 50th birthday celebrations in 1998. While Charles gradually introduced the world to his companion Camilla Parker Bowles, his mother continued to insist that he could not marry her. The Royal Family was in complete disarray. The only member of the family who had retained the slightest shred of dignity was the Queen, but even her hold over her subjects was diminishing as word leaked of her pettiness towards her family and staff in response to the never-ending crises.

Constitutional Monarchy, not republic state needed BY PRAKASH GURUNG The burning topic in Nepal today is the debate between monarchical form of government or republican form of government. All political parties except the Maoists are in favour of constitutional monarchy. When we look into the history of the country, its political events, various cultures, communities, regions and geographical situation, we come to realise that republican form of government is not at all suitable here. At the present moment it seems that the Maoist are adopting a dual strategy. On one hand they talk about bringing a total reform in the political structure of the country and on the other they are holding talks with the existing government. Maoist leader Baburam Bhattari recognised kings from Prithivi Narayan Shah to Birendra Bir Bikram Shah as patriotic. Again, he opines for establishing a republican state. Whatever their strategies are, we must be clear among ourselves as whether the demand for a republican state is appropriate or not? What is the reason behind the biased attitude of the Maoist towards the present king? When they approve of the fact that the monarchs from Prithivi Narayan Shah to Birendra Bir Bikram Shah were patriots, why do they not hold the same opinion towards the present king?

"Government Structure", from the Oxford Economic Atlas of the World
This is a rather straight-forward classification by constitutional structure which leaves very little open to interpretation or debate. If the head of state is a monarch, then it's a monarchy, period. If the central government shares power with the constituent parts, then it's a federal republic. Very neat and clean. Notice, however, that it doesn't concern itself with such things as civil rights. England, France and the United States are scattered into different categories despite the fact that they generally treat their citizens alike. The Netherlands and Sweden are lumped in with Saudi Arabia and Iran despite the enormous difference in how much power the monarch wields. Also, the category of "republic" is something of a catch-all set aside for all the countries which aren't something else.

Saddam Hussein Iraqi opposition leaders are eagerly vying for Washington's favour in anticipation of the overthrow of Iraqi President Saddam Hussein. Each wants to be Iraq's next ruler. Some of the most influential opposition leaders have participated in talks with the U.S. State Department to discuss Iraq's future. In August 2002, leaders from six of the most prominent groups met with State Department officials to try to broker better co-operation among themselves and with the U.S. Those groups are considered by many experts to be the front-runners in the race to replace Saddam. They are: Iraqi National Congress
Leader: Ahmad Chalabi A Shiite Muslim, Chalabi left Iraq in 1958. He studied mathematics at the Massachusetts Institute of Technology and the University of Chicago. Widely viewed as Iraq's most prominent opposition group, the Iraqi National Congress was founded in 1992 to unify groups opposed to Saddam Hussein's ruling Baath party. The group's goal is to overthrow Saddam and establish a democratic government. The INC is composed primarily of Kurdish and Shiite Muslims, and enjoys strong support from the U.S. government. In 2002, the U.S. dedicated $8 million to fund the group's activities, with some of the money earmarked for an intelligence-collection program operated by the group.
