This study will examine the development of Canada 's foreign trade policy on the basis of statistical investigation for the years from 1945 to 1956 with a special emphasis on trade relations between Canada and Japan Canada shifted its emphasis in the field of foreign trade policy from regionalism/bilateralism to globalism /multilateralism after World War II. This shift reflected the necessity to diversify trading partners in order to offset growing American influences. Thus, Canada became much more eager to expand markets for its products in Japan Japanese-Canadian trade grew rapidly and yet, the different industrial structures of their economies often resulted in discrepancies between what Canada wanted to sell and what Japan was eager to purchase and vice-versa. Although the emphasis will be placed on the 1950s, this study will also attempt to shed some new light on the two countries' economic relations in later years, when Canada shifted the tenet of its trade policy from globalism /multilateralism to regionalism/bilateralism once again.

    Saturday , June 21, 1997, 5:00 p.m. The document also includes the most substantive treatment of Africa ever seen from previous G7 Summits. The message is to promote private investment, trade market access, flows of public aid – albeit with linkage to policy choices by the Africans. “We will work with African countries to ensure adequate and well-targeted assistance for those countries which have the greatest need and carry out the necessary broad-based reforms. This assistance includes support for democratic governance and respect for human rights. In the section of land mines the leaders agreed that: “All States should adhere to the strengthened Protocol on Mines, Booby Traps and Other Devices. We encourage the international community to develop technological solutions to mine detection and clearance and to strengthen its support for humanitarian demining and assistance to mine victims.” The section also supports complementary efforts in international fora and in the formal negotiations to take place in Oslo in September through the Ottawa Process. In the section on regional issues, Russian influences are evident with the inclusion of regional issues Iran, Iraq and Libya. “…we call on the government of Iran to desist from material and political support for extremist groups that are seeking to destroy the Middle East peace process and to destabilize the region.” The statement also calls for a rejection of terrorism and for Iran to stop endorsing the continued threat to the life of Salman Rushdie. All states are also called upon to avoid co-operating with Iran to acquire nuclear, chemical or biological weapons that violate international conventions. The group states that sanctions against Iraq and Libya will not be lifted without compliance with UN Security Council Resolutions. Afghanistan was called upon to stop its current fighting and the leaders stated that peace and stability can best be attained under UN auspices.

    Dr. Rudolph C. Rÿser is a member of the Cowlitz Indian Tribe and the Chair of the Center for World Indigenous Studies In 1975 Dr. Rÿser was selected by tribal leaders in the Northwest United States to serve as a Specialist on U.S. government federal administration of Indian Affairs on the American Indian Policy Review Commission (A joint U.S. Senate/House of Representatives Commission established to study U.S. and tribal policies and recommend alternative policies to the Congress). Dr. Ryser authored the Federal Administration Task Force Report issued to the Commission in 1976. He later served as the Executive Director of the Small Tribes Organization of Western Washingtonan organization established by twenty-three Indian tribes to support community development and community organization activities at each tribe. In 1979, Dr. Rÿser served as the Special Assistant to the World Council of Indigenous Peoples President George Manuel (Canada) and served as the Acting Executive Director of the National Congress of American Indians in 1983. He became the Chair of the Center for World Indigenous Studies in 1984. In January 1996 Dr. Ryser took his Ph.D. in International Relations at The Union Institute Graduate School in Cincinnati, OH.

    US not alone as super trade power, author says
    By Howard Fluxgold The United States is not as preeminent a world power in trade as it is militarily, contends international relations professor Ted Cohn (left), who has recently completed the herculean task of writing a book on international trade, while revising his text on international political economy. “Many who focus on security issues in international relations say we are in a one power world today,” Cohn explains. “They say the U.S. is calling all the shots. But if you look at economic areas such as trade, it is a different story. In trade the U.S. has a huge balance of trade deficit and is not as pre-eminent as it used to be. The European Union (EU) and the U.S. are pretty much on a par today as major trading powers.” His book, Governing Global Trade: International Institutions in Conflict and Convergence, traces “how we got to a situation where the EU is at about the same level as the U.S. in trade.” Cohn’s book focuses on the decision-making process that has helped produce the rules by which world trade is governed. Cohn examines the role played by three institutions and their relationship to the General Agreement on Tariffs and Trade (GATT) and its successor the World Trade Organization (WTO). The first is the group of seven and eight (G7/G8), made up of the heads of government and state of the major economic powers – the U.S., Japan, Germany, France, the U.K, Italy, Canada, and in the G8 Russia. However, the G7/G8 has been preoccupied with security and financial issues rather than trade. As a result, an informal group was set up in 1981 called the Quadrilateral group (the Quad) of trade ministers and officials from the U.S., the European Union, Japan, and Canada.
