CANADIAN INTERNATIONAL TRADE TRIBUNAL TO REVIEW IMPORTS OF DAIRY PRODUCT MIXTURES
OTTAWA, Dec. 17, 1997 The Government of Canada today requested the Canadian International Trade Tribunal (CITT) to review issues related to imports of product mixtures containing dairy blends, including butteroil/sugar blends, that are not covered by tariff-rate quotas (TRQs). The announcement was made today by Agriculture and Agri-Food Canada Minister Lyle Vanclief and International Trade Minister Sergio Marchi. Import quotas in support of supply management were converted into tariff-rate quotas in 1995 when Canada implemented its World Trade Organization commitments. Butteroil/sugar blends were not covered by the former import quotas and have not been subjected to tariff-rate quotas. Dairy farmers are concerned imports of dairy product blends outside of the tariff-rate quota system will reduce producer returns by displacing significant amounts of domestic product. “The Government of Canada recognizes the concerns raised by the Dairy Farmers of Canada that imports not covered by TRQs may be a threat to Canada's supply management policy for the dairy sector," said Minister Vanclief. "We need a thorough and complete analysis, on an expedited basis, to determine what options might exist to address these concerns, and what consequences we might face under different courses of action.” The Government of Canada has requested the CITT study be completed by July 1, 1998.

Abstract

At the beginning of the twentieth century Canada's external trading and financial links were dominated by those with the UK and the USA. By the end of the century the British link had become tenuous while the USA has increased its dominance of Canadian imports and become the overwhelmingly most important destination for Canada's exports. In the provision of foreign finance the US became progressively more important until the 1970s, since when, with increasingly globalized international capital markets, Canada has diversified its sources. These trends are charted and the principal influences behind them discussed. Publisher Info Paper provided by Portsmouth University - Department of Economics in its series Papers with number 121. 22 OCTOBER 2002 United Steelworkers before the Canadian International Trade Tribunal:
KEEP THE BRAKES ON CHEAP BICYCLE IMPORTS Protecting the Canadian Bicycle-Manufacturing Industry Ottawa The United Steelworkers National Director Lawrence McBrearty appeared Tuesday before the Canadian International Trade Tribunal (CITT), calling on the federal government to renew for five years the safeguards already in place against dumping in the bicycle manufacturing industry. McBrearty also renewed the union’s call to change trade legislation and the make-up of the CITT. "We believe that there will be massive job losses in this industry if the government does not act," said McBrearty. Michel Arsenault, the union’s Quebec director, said big box retailers are asking for the lifting of anti-dumping measures for bicycles. The Steelworkers represents workers at bicycle manufacturer Pro Cycle. "Companies like Zellers and Canadian Tire are only concerned about increasing their sales by introducing bicycles manufactured in China and in Taiwan," he said. "They are blind to the fact that these products are cheap because of low labour costs created by the absence of human and trade union rights."

October 2, 2001
Thank you for that very kind introduction. Dr. (Compton) Bourne, distinguished guests, ladies and gentlemen. It is a great pleasure to welcome you to the Atlantic Canadian International Trade Workshop - an ambitious and far-reaching event that has won the support and participation of so many distinguished visitors representing economically and environmentally progressive financial institutions from around the world. It is difficult to name them all, so I hope you won't mind if I make just one exception. Regardless of the distance we travel to connect with trading partners, we know the best kind of business relationships are built on friendship. We also know that at the heart of all trade development efforts is the need to understand each other's challenges and strengths, especially now at this important juncture in the history of our planet. Globalization has been called the most ambitious collective experience ever undertaken by the human race.
