The committee on non-medical use of drugs released its report Thursday in Ottawa. Armenian Canadians have contributed greatly to the fabric of Canadian society and culture and we are all richer for that. It is only fitting that we remember them here today below the chimes of the Peace Tower, and that we take steps to prevent this past tragedy and other inhumanities from ever taking place again.

I was shocked, really shocked, to hear the parliamentary secretary give a speech which lies totally against the truth. I have here an article from the Globe dated January 28, 1916. It speaks of atrocities. I do not know who wrote the speech for the hon. member or what he had for breakfast but it puzzles me that we have people in foreign affairs who can twist the truth the way this gentleman has done.
The Deputy Speaker: Order, please. The hon. member will recognize that it would be quite improper for him to suggest that an hon. member of this House would twist the truth. In any event, the member's time has expired.

Gay Marriage Bill Introduced In Canadian Parliament February 14, 2003 By Ben Thompson, 365Gay.com (Ottawa) On the eve of Valentines Day legislation was introduced in the House of Commons to give gays and lesbians the right to marry. New Democratic Party MP Svend Robinson unveiled the private member's bill Thursday. Robinson, his party's Health Critic, is also a member of the parliamentary committee considering how best to recognize gay families. The federal government already extends many of the same benefits married heterosexuals enjoy, but is under pressure to repeal the legal definition of marriage as a union between one man and one woman and to allow gays the right to marry. Earlier this year courts in Ontario and Quebec ruled the definition and the subsequent ban on gay marriage to be unconstitutional. The decisions are under appeal. In British Columbia another challenge to the federal ban is underway. Robinson who was the first member of Parliament to come out said he is not certain he would marry his domestic partner, but he said he deserves to have the chance to make that decision. This is the second time Robinson has introduced legislation to legalize gay marriage. Private member's bills seldom pass without the support of the government.

I know that it is a rare privilege for anyone from another country to be invited to address this hallowed institution of Canadian democracy which includes in its roll of honour leaders of world renown. That I should be granted that distinction twice in eight years is something that can only be understood as a tribute to the people of South Africa by the Canadian people, to whom we owe so much, and an expression of the partnership between us. When I stood before you in 1990, it was as a freedom fighter still denied citizenship in my own country, seeking your support to ensure an irreversible transition to democracy. Today, I stand before you as the elected representative of the South African people, to thank you once again, for helping us end our oppression; for assisting us through our transition; and now for your partnership in the building of a better life for all South Africans. We will forever be indebted to you. Although we still have a long way to go before we have realised our vision of a better life for all, there has been a great transformation in South Africa since 1990, and solid foundations have been laid.

Thursday May 23, 2002 Printer friendly version Email to a friend DAY TWO OF CANADIAN PARLIAMENT'S STEM CELL DEBATE OTTAWA, May 23, 2002 (lsn.ca) - Jason Kenney made the strongest speech yet against the Chretien Liberals' legislation which would open the door to experimentation on human embryos. Kenney, who is Canadian Alliance M.P. for Calgary Southeast, said: "A human embryo is a living human being. This is not an assertion of opinion but an incontrovertible, prima facie, scientific fact." He added, "Even if adult stem cell research did not have the promise of embryonic stem cells" something scientists have yet to discover "it would still be unethical to manipulate and destroy human embryos for utilitarian purposes."
Stockwell Day, the M.P. for Okanagan-Coquihalla, ably reminded MPs of certain first principles, noting that all great societies of the past, including pagan Greece and Rome, understood "that there are certain natural laws that exist in the universe that even pre-exist legislators and government," adding John Locke's view that "a government is not free to do as it pleases." Day opposes the bill because, "We are talking about using the democratic process to contravene a respect for natural law, the laws of nature itself."
Liberal Judy Sgro (M.P. for York West) admitted her government's bill is imperfect, but said Members will have the opportunity, when it returns to the House of Commons Committee, "to refine the legislation and to make it even better than what we currently have."

Monday November 4, 2002 Printer friendly version Email to a friend CONSCIENCE LEGISLATION INTRODUCED IN CANADIAN PARLIAMENT Vellacott's proposed legislation is Bill C-276 OTTAWA, November 4, 2002 (LifeSiteNews.com) - Last Wednesday, Canadian Alliance MP Maurice Vellacott reintroduced his conscience clause legislation. The bill has already been debated on two different occasions in the House of Commons, but each time the government has refused to support it, claiming that it is a matter of provincial jurisdiction.
The federal government, however, does have the authority to put penalties in the Criminal Code for those who discriminate in the workplace against health care workers who refuse to take part in procedures such as abortion for reasons of conscience and religion. Mr. Vellacott hopes to raise the issue again if and when he has another opportunity to have his bill debated. In this session of Parliament it is Bill C-276.
The full name of the bill is "An Act to amend the Criminal Code to prohibit coercion in medical procedures that offend a person's religion or belief that human life is inviolable." The express purpose of the legislation is to "protect the right of health care practitioners and other persons to refuse, without fear of reprisal or other discriminatory coercion, to participate in medical procedures that offend a tenet of their religion, or their belief that human life is inviolable."

China's Top Legislator Meets Egyptian, Canadian Parliament leaders
The parliaments of China and Egypt should increase contact to develop strategic cooperative relations, said China's Top Legislator Li Peng during a meeting with Ahmed Fathi Sorour, speaker of the People's Assembly of Egypt on Thursday.
As two important developing countries, China and Egypt should increase contact and cooperation in the spirit of the on-going millennium parliamentary conference, said Li, who is the chairman of the Standing Committee of the National People's Congress (NPC).
Sorour said that he has been advised of China's suggestion on the revision of a draft statement to be issued at the end of the conference, and that he agrees with it. Some western countries wantonly interfere in other countries' internal affairs under the pretext of "human rights," he noted, adding that the tendency must be carefully apprised. Sorour also praised China for its success in developing the country in its own way, saying it is a "great undertaking."

Over 100 parliamentarians from 70 countries are meeting at the Canadian Parliament from 21-22 November to identify actions they can take to safeguard women’s reproductive rights, improve access to reproductive health services (including family planning), reduce maternal mortality and prevent the spread of HIV/AIDS.
Every minute, a woman dies from a pregnancy-related cause. About 58 million women give birth each year without any medical help and 350 million women are denied access to safe and effective family planning methods.

Marianopolis College Normally, the spending power of governments is understood as the money they spend on particular programs under the authority of legislation passed by their legislative bodies. However, spending power has a specialized meaning in the Canadian constitutional context. It means "the power of Parliament to make payments to people or institutions or governments for purposes on which it (Parliament) does not necessarily have power to legislate." (P.E. By Keith Jones 19 March 1999 By a vote of 175 to 67, Canada's House of Commons rejected Monday a motion to study the creation of a North American monetary unioni.e., to consider scrapping Canada's national currency, the Canadian dollar. BQ leader Gilles Duceppe argued that the creation of a monetary union based on the North American Free Trade zone (which unites Canada, the US and Mexico) and ultimately embracing all the Americas would be in the interest of both Quebec and Canada. "Everybody knows our world is evolving toward three great economic and political blocs," declared Duceppe. "The development of an economic bloc also supposesin the rather short termthe existence of a common currency and common political institutions." The BQ leader predicted that within 20 years there will be just three major currenciesthe yen, the euro and the US dollarand warned that the Canadian government's refusal to recognize the inevitability of monetary union with the US was making the Canadian dollar a target of speculators and contributing to economic uncertainty and instability.

March 11, 2002 MP expects mandatory GM food labelling By: Norma Greenaway Liberal MP Charles Caccia says he's confident Canadians' growing appetite to
know what they are eating will force the Liberal government to bite the
bullet on mandatory labelling of genetically modified foods.
He also predicted two Commons committees studying the pros and cons of
labelling will reach different conclusions, leaving cabinet to break the
deadlock. "In the end, time is working in favour of the mandatory approach," he said
in an interview. "I'm convinced of that because I think politically the
right to know is a very strong factor, and that is something that is
politically very difficult to resist." The Toronto MP said he is not persuaded by the argument made by some that once some products are labelled, consumers will turn up their noses at anything that isn't, making it a de facto mandatory system.
