Search CINTEC.COM: Advanced Search The Canadian Parliament The Centre Block of the parliament buildings accommodates the House of Commons and the Senate. All Canadian law originates here. The original building was constructed between 1860 and 1865. After the fire of February 1916, which totally destroyed the building except for the library, the building was rebuilt of Nepean Sandstone. The West Block, also constructed in 1860, was added to in 1878 and has also seen a major fire which in 1897 damaged the top stories. Today the building contains the offices of the members of Parliament and staff, together with the Confederation room which is used for some state occasions. Major repair and restoration work has been carried out to ensure that these historic buildings continue to serve Canadians for many years to come. CINTEC was involved in major repair to both these buildings. Walls of the Senate Tower were stabilized above the roof level using 5 metre-long fully socked 12mm and 16mm dia. threaded rod anchors. Gargoyles on the four corners were stabilized with anchors drilled from the inside of the tower into the back side of this prominent architectural element. Pavilion walls on the south side of the building were secured to the floor diaphragms using 4 metres long anchors installed through three steel floor beams, and pairs of diagonal anchors. The anchors were modified on site to suit the condition of the floor structure. Chimneys on the south side of the Centre Block roof are being secured to the roof structure using long anchors through the chimney. The anchors either end in attic walls or expand around steel roof beams.

Mass homeless delegation to Canadian parliament 18 February 1999 On February 10, three hundred homeless people and supporters arrived at the Canadian Parliament Buildings in Ottawa to demand a meeting with the Prime Minister. The delegation was demanding that the Federal Government acknowledge, as the major municipal governments of the Country have done, that homelessness in Canada has reached the level of a National Disaster. It was also demanded that some $20 billion dollars in accumulated unemployment insurance cuts be restored, that national standards governing provincial social assistance systems be reintroduced and that spending on housing programmes be doubled (by about $4 billion). The delegation had been organized by the Ontario Coalition Against Poverty (OCAP) but it included people from Montreal and Ottawa as well as a powerful contingent from the Mohawk (aboriginal) Nation. Trade unions had helped to provide transportation and other logistical support and a number of religious organizations had assisted with food and accomodation for the delegation. The hundred and fifty delegates from Toronto had also been provided a magnificent feast of rabbit, duck and venison on the Tyendinaga Mohawk Territory on their way to Ottawa. Fist fight on Parliament Hill On arriving at the base of Parliament Hill, the delegation members heard a number of speeches from supporters and then proceeded up to the Parliament Buildings to 'utterly insist' that the Prime Minster receive them. The delegation was blocked by a line of Royal Canadian Mounted Police and Ottawa regional cops. The police reception included a double line in full riot gear and a batch of attack dogs. Having stressed that their intentions were for a meeting and not a confrontation, the delegation members found their way blocked and, as they pressed forward, the police began to hit out with fists and telescopic batons. The homeless fought back and the struggle continued for a couple of hours. Eleven were arrested on charges of obstructing or assaulting police. A number of delegation members were hurt and three cops were taken to hospital.

The vote came after nearly two weeks of blocking attempts by two opposition conservative parties. But in the end, the Liberal government was supported by two other opposition parties and the decision to approve ratification was carried by 195 votes to 77. The vote should have been taken last Thursday. But the deadline was extended by Chretien following a filibuster operation in which one opposition member of parliament managed to continue talking for three days. Under the Canadian constitution, the government did not need parliamentary approval to approve the treaty.

This step has been taken in conformity with the International Convention against international terrorism adopted last year. Spokesman from the Canadian Solicitor General’s Department Dan Brian said this proposal is aimed at prevention of fund raising by front organisations of terrorists, which have been registered as charities. With the implementation of this proposal as law the Government will be empowered to ban such organisations. Canadian intelligence services are on the alert regarding terrorists fund raising organisations operating in the country. Reports said such a step would be a service blow to LTTE fund raising in Canada which amounts to 200 million dollars each year.
