Charter schools offer Indiana an opportunity to explore a new type of public education. Ball State University's decision to sponsor charter schools is consistent with its historical mission to make high quality, innovative programs available to Indiana citizens and their children. Far from being an abandonment of public education, this decision reflects the university's longstanding commitment to being engaged with innovations in public educationin all its formsthroughout the state. Charter schools provide another educational option for parents and their children.They are independent, non-discriminating and non sectarian. They operate under a performance contract that allows more independence and freedom than a typical public school. Charter schools will be state funded and must be open to all Indiana students.

Ball State to Sponsor Seven Schools
Ball State University has ended a six-month process by announcing plans to sponsor seven charter schools across Indiana. A charter school review panel composed of Ball State faculty and external advisors specializing in education reviewed 24 formal applications before recommending the seven schools to university President Blaine A. Brownell. "Part of Ball State's mission is to serve the state by providing access to innovative educational programs," Brownell said. "When the leadership of the state established charter schools, we felt we should serve as a partner in the process. "We based that belief on the experience we have gained through our involvement in the Indiana Academy for Science, Mathematics, and Humanities, Burris Laboratory School, 23 professional development schools and a host of other highly regarded educational endeavors."

Our academic goals are to teach each child just as efficiently, rigorously and joyously as possible the primary school skills of reading, writing and arithmetic and this through two vehicular languages: English/Arabic, English/Chinese, English/Japanese or English/Russian; and to teach the secondary school subjects The President of Friends of International Education is Dorothy Goodman (A.B. Bryn Mawr, Ph.D. London, in history), who founded the Washington International School and was for many years its director. Other models for the World Public Charter School are the United Nations International School (NY), the International School of Geneva, and indeed all IB schools world-wide - 200 of which are in North America, most of them in public systems. Friends of International Education (FIE), a 501(C)(3) organization, was founded in 1985 and has been working ever since to establish schools, and programs within schools, teaching through Arabic, Chinese, Japanese and Russian. In its Mountbatten World Textbook Library, FIE has extensive school resources in these languages, as well as in history, geography, the sciences and mathematics - resources that have been collected over many years with the help of the [US] National Endowment for the Humanities, [US] Department of Defense, World Bank, UNESCO and UNICEF Text in Acrobat (.pdf)

From the Principal, Patrick F. Kelly After more than two years of planning, staffing, and parent and community meetings, the Brighter Choice Charter Schools are now in session. It is a joy to be part of this effort to make a difference in our student's lives, and in urban public education. It is our mission to create a school worthy of the children of Albany. Students are learning and growing each day, and with our 4-, 5- and 6-year olds, we are focusing not only on academics, but also on the basic skills of good student behavior. The Brighter Choice Charter Schools are garnering local, statewide, and national attention from the media and education policymakers alike. Our innovations in the extended year and extended day, our option for single-gender instruction, and the employment of specialist teachers are all geared to assist each student in their development and learning.

Subject: Charter Law Changes That Took Effect January 1, 1997 A small number of changes were made in the 1996 legislative session that affect charter schools. The following is a summary of those changes. A copy of Education Code Sections 47600-47625, the Charter Schools Act of 1992 as amended, and 41365, are attached. The amended parts of the law are italicized. ASSEMBLY BILL 3384 (Chapter 786, Statutes of 1996) Legislation authored by Assembly Member Knox made four changes to the Education Code that affect charter schools. Changes were made regarding a dispute resolution process, a charter school revolving loan fund, charter school participation in the new statewide performance assessment process, and open meeting law requirements. Dispute Resolution The new law added a 14th requirement to the original requirements of Senate Bill 1448 (Chapter 781, Statutes of 1992) that all charters contain a process for resolving disputes between charter schools and their charter granting agency.

Charter schools offer students alternative and diverse educational programs, with the goal of improving academic achievement. The intention behind this new form of public schooling is that by providing further autonomy to schools, they can pursue innovative teaching practices and create a diversity of school options from which parents can choose. During the last three years, the number of charter schools (i.e., public school academies) in Michigan has grown rapidly and currently includes 106 operating schools across the state.
The Evaluation Center is one of two organizations asked by the Michigan Department of Education (MDE) to evaluate the charter school initiative in Michigan. While we have not been charged with the task of evaluating individual schools, we will collect a large amount of school-specific data from the 51 schools that we visit. In evaluating the overall initiative, we will collect data and information from charter schools, authorizing agencies, management companies, MDE officials, as well as representatives of traditional public schools and intermediate school districts. This particular evaluation was started in the autumn of 1997 and will be completed in December 1998.

During the 5 years, 19 charters were granted. Four schools have since closed and 2 converted to magnet schools. The Evaluation Center was asked by the Connecticut State Department of Education (CSDE) to evaluate the charter schools and the charter school initiative in Connecticut. While we have not been charged with the task of evaluating individual schools, we will collect a large amount of school-specific data from the operating schools that we visit. In evaluating the overall initiative, we will collect data and information from charter schools, Department of Education officials, as well as representatives from local districts. This particular evaluation was started in September 1997 and concluded in September 2002.

Susan Barker, Educator and Accountability Authority, Named Senior Fellow
Susan Miller Barker, a nationally recognized leader in the approval and oversight of public charter schools, has joined the State University of New York's Charter Schools Institute as Senior Fellow, Institute President Robert J. Bellafiore announced today.
"Susan Barker possesses a wealth of experience in all aspects of the approval, monitoring and operation of public charter schools," said Bellafiore. "She will be a key member of the Institute team as we continue to work with visionary educators to help public charter schools improve educational opportunities for children."
Ms. Barker comes to the Institute after a successful tenure as Massachusetts Associate Commissioner of Education for Charter Schools, where she headed that state's sole charter school authorizing office. In this position, she has been responsible for authorization and oversight of all 47 public charter schools in Massachusetts, as well as administration of a federal $10 million charter school assistance program and charter school policy development and guidance.
"In Massachusetts, public charter schools provide high quality public school alternatives to children and their families," Ms. Barker said. "I am excited about bringing this experience to New York, and building on the State University's impressive record as a charter school leader."

CHARTER SCHOOLS INSTITUTE RECOMMENDS
UNIVERSITY TRUSTEES RE-SUBMIT THREE NEW SCHOOLS
The Charter Schools Institute of the State University of New York today recommended that the University Trustees vote to re-submit three proposed charters that had been returned by the Board of Regents. The proposed charters are the Charter School of Science and Technology (Rochester), the Merrick Academy-Queens Public Charter School (NYC) and the Roosevelt Children's Academy Charter School (Long Island). The Trustees will consider the Institute's recommendations at their regular monthly meeting tomorrow in Albany. "Today's recommendations confirm the original strengths of these schools when their proposed charters were forwarded to the Regents in February," said Randy Daniels, University Trustee and Co-Chair of the Trustees' Ad Hoc Committee on Charter Schools. "The Regents and the State Education Department staff presented insightful concerns which our applicants and the Institute readily and thoroughly addressed." "Through many productive discussions over the last weeks, we have made great strides in our mutual efforts to open charter schools that will improve learning opportunities for New York's school children," Trustee Daniels said.

The Challenge school district reform initiative for California public schools has a primary focus on resultswhat every child should know and be able to do. Job Openings Directions To School PROGRAM DESCRIPTION BACKGROUND: North Star Academy Charter School of Newark opened its doors in September, 1997, as one of the first 13 charter public schools in New Jersey. Now it its sixth year, the school currently serves 240 students, 5th to 11th grade, and plans to add a grade each year so that by 2003 it will enroll 288 students 5th to 12th grade. North Star features an 11-month school year (September through July), a longer school day, and 18 students per class. HIGH ATTENDANCE: Since the school opened, student attendance has been in excess of the school’s 95% target and higher than both the Newark and New Jersey rates. The number is especially strong given that students were in school at least an hour longer each day than their peers and a month longer over the year. LOW STUDENT TURNOVER: The student turnover rate for the year was 1.4%. All but two students enrolled at North Star on the first day of school in September completed the 200-day school year at the end of July.
