Through the Long-Range Research Initiative (LRI), the chemical industry sponsors research to expand scientific knowledge of the potential impacts that chemicals may have on the health of human and wildlife populations and the environment. The LRI expands the industry’s commitment to Responsible Care® – the chemical industry’s global initiative to improve environment, health, and safety. Responsible Care® pledges each member company of ACC to extend scientific knowledge through the conduct or support of research, to make continuous improvements in product stewardship through better testing and screening tools, and to support science-based public policy decisions. The LRI awards research contracts to institutions based on highest scientific merit and relevance to the program’s mission and objectives through a competitive Request for Proposals ( RfPs ) process. The LRI is sponsoring projects at leading research institutes, government agencies, academic institutes, and independent research organizations. For example, the CIIT Centers for Health Research ( CIIT ) conducts research in the areas of its expertise: Chemical Carcinogenesis (cancer biology), Endocrine Toxicology, Respiratory Toxicology, and Neurotoxicology.

Scope
This guide is designed for the university professor or lab manager who wants to incorporate research ethics education into his or her course(s). The focus is on the integrity of the research process, from the reporting of data to plagiarism. The resources have been chosen based on their applicability to the advanced undergraduate and beginning graduate student curriculum.
Introduction to the Field
The Public Health Service regulations ( 42 C.F.R. Part 50.102 ) define scientific misconduct as "fabrication, falsification, plagiarism, or other practices that seriously deviate from those that are commonly accepted within the scientific community for proposing, conducting, or reporting research. It does not include honest error or honest differences in interpretation or judgments of data." Each branch of the sciences has different major ethical issues, including fraud, misconduct, the mentor/mentee relationship, selection of test subjects, and the purpose of research itself. Research ethics has recently sprung to national attention with highly publicized cases of fraud, plagiarism, and other instances of professional misconduct. These cases do not just involve crack scientists creating cold fusion in their garages; one of the most famous controversies involved the revelation that Dr. David Baltimore, a Nobel Prize winner then at MIT, and his research assistant may have fabricated data in a published paper.

Computational Chemistry GRID Conference

Program
SURA and the University of Kentucky, with support from the Army Research Laboratory, are co-sponsoring the Computational Chemistry GRID Conference in October. This conference is designed to build connections between the developments in computational chemistry and the user community, and to provide a "bridge" between various Internet protocols that are being used to share information. This is the first Internet conference to use technology to link Mbone and H.323 technologies into a single distributed environment. The conference, on the cutting edge of both science and Internet technology, will center on applications of quantum mechanics, molecular dynamics, solid state chemistry and biochemistry. Leaders of quantum mechanics and molecular simulations will be speaking at this conference, including Dr. Keiji Morokuma (Emory) and Dr.Steven Harvey (UAB). In addition, developers of some of the most widely used quantum codes will speak: Dr. M. Frisch, Gaussian, Inc., Dr. Theresa Windus of Pacific Northwest Laboratories (NWChem) and Dr. P. Bartlett of the University of Florida (ACES II). This conference will be held October 16th and 17th at the University of Kentucky in Lexington. Talks from invited speakers will address the applications of techniques to research problems and the use of various state-of-the-art packages. Both morning and afternoon sessions will be interactive, allowing remote attendees the opportunity to interact with the speakers via the Internet. Posters are welcome. Please submit 200-300 word abstract to Sue@sura.org. Presentations are scheduled for Tuesday, October 16th, 6:30pm during the reception.

MWG HOME About the Mercury Work Group The Massachusetts Water Resources Authority (MWRA) currently prohibits the discharge of mercury by industrial facilities to its sewer system and imposes an effective discharge limitation for mercury of 1.0 part per billion (ppb) from its regulated sources, including hospitals and institutions. Meeting the MWRA's standard for sewer discharge presents a formidable challenge for hospitals because of the nature of the testing performed and the type of equipment used by health care providers in their effort to effectively diagnose and treat disease. Key substances used in research and diagnostic work, reagents in particular, often contain trace amounts of mercury that are usually not listed in the content descriptions. These trace amounts of mercury tend to collect in the organic material (biomass) that may be present in waste piping systems and, as a consequence, can slough off into the wastewater stream at any time. This problem is further complicated by the fact that laboratory testing procedures vary significantly, depending upon the type of testing or research being conducted, making standardization of procedures exceedingly difficult.
