Experts believe that China's decision to close a number of Internet cafes stems from its inability to effectively monitor the content that patrons view.

In addition to the closures, the government also forced another 6,000 cafes across China to halt their services until they have proven that their policies are in line with those of the many state agencies overseeing issues of culture, dispersal of information, and national security. The government's official concern was that the cafes were having a pernicious effect on the country's teenagers. State newspapers have made numerous reports that an increasing number of parents were distressed at the amount of time their teenage children were spending at these cafes, claiming the children did not return home for days at a time. Earlier this month, Chinese president Jiang Zemin was adamant that the government strengthen laws protecting teenagers from online material perceived as pornographic or violent.

LinuxWorld Expo: Chinese government raises Linux sail
    By Matt Berger
    August 13, 2002 10:56 am PT
SAN FRANCISCO A government-sponsored software development group in China unveiled a version of the Linux operating system it has developed that it said will eventually replace Windows and Unix on all of its government PCs and servers
Called Yangfan Linux, which means "raise the sail" in Chinese, the open source operating system is being pieced together by the Beijing Software Industry Productivity Center, a group established by the government to organize Linux development in China. A delegation from China detailed the announcement Tuesday at LinuxWorld here.
Now six months in the making, Yangfan has made its way on to 2,800 government computers, replacing Windows and in some cases early versions of Linux already running inside the government, said Guangzhi Jiang, director of the Beijing Software Industry Productivity Center, during a press conference Tuesday.

A report that the Chinese Government is considering a ban on foreign investment in Web companies sent shares of China.com (Nasdaq: CHINA) plummeting sharply Wednesday and caused jitters throughout the region. The head of the Ministry of Information Industries told the Asian Wall Street Journal that the government - which has relaxed many investment rules in recent years might impose a crackdown on foreign investment in mainland China-registered Internet companies that provide access or content. After the report, shares of China.com the largest Web portal in the country dropped nearly 17 percent. Trading volume nearly doubled its daily average. America Online has a 10 percent stake in China.com, and the company has been actively wooing foreign investors since its July initial public offering. In an ironic twist that accurately portrays the dynamic line between capitalism and communism in modern day China, China.com has close links with Xinhua, the government-run state news service. The agency reviews and edits much of the company's content that goes though its mainland server

As the world's most populous country awaits entry into the World Trade Organization (WTO), the Chinese government's Internet arm unveiled the first government-sanctioned trading portal, ChinaTradeWorld.com, to make the country's factory and farm products available to outside buyers. The Chinese Ministry of Trade and Economic Cooperation's China International Electronic Commerce Center (CIEC) called the move a decision to open a new "Silk Road" in cyberspace. The portal will allow foreign businesses to import goods directly from more than 180,000 factories, farms and production facilities across mainland China, giving visitors access to state-authorized production centers in more than twenty industries. In addition to pages that link foreign and domestic traders and facilitate transactions, ChinaTradeWorld.com publishes trade and financial news from the Chinese Trade Ministry, English translations of Chinese law, links to international lawyers, translation services and investment information. The site is a joint venture between Hong Kong-based New ePOCH Information Co. Ltd. and CIEC, which owns a 51 percent stake in the company.

Q: The Dalai Lama states that the Chinese government has instigated mass emigration to Tibet in a bid to make the Tibetan people living in Tibet an ethnic minority. Is this true?
Most of the Han people and other ethnic group residents in Tibet are professionals and technicians with a higher than average education and specialized skills. They mostly return to their hometowns once they have completed their service terms. Since opening up and reform, traders from neighboring provinces have gone to Tibet to do business, but they are largely itinerant and of a small number, rarely settling down in Tibet. Therefore, the allegation that the Chinese government is using mass emigration to turn Tibetan people into a minority in Tibet is groundless. back

... Opinion China, the world's most populous country, elected its state leaders for the next five years on March 16, 1998 in Beijing. The re-election of Jiang Zemin as the president and the choice of Li Peng to head the NPC Standing Committee show the stability and continuity of China's top leadership and policies. Meanwhile, the new cabinet headed by Premier Zhu Rongji with four vice-premiers and five State councillors is determined to lead the country into the new century with a smaller but more efficient government. The plan to trim the number of ministries from 40 to 29 and cut government staff by one half, and the implementation of similar reforms in local governments will help cut governmental expenses, improve administrative efficiency and channel more funding into invigorating China through the development of science and education. The new government, facing formidable challenges in pushing forward various tough reforms, must ensure a sound eonomic growth and social stability.

Ananova: Chinese government gives awards to non-porn websites The Chinese government has given awards to websites that don't feature porn. Organisers say they want people to learn the internet can be entertaining without sex. A spokesman for the National Internet Civilisation Project said: "Some are obsessed with the idea that no entertainment portal could possibly operate without sex." According to the South China Morning Post , China Telecom has offered award winners a discount on their website fees to encourage more civilised practices on the internet. The Chinese government is also concerned about the number of sites featuring 'evil cults' and superstition. Story filed: 11:08 Friday 26th October 2001 Related stories:

Falun Gong says its philosophies and slow-motion meditation exercises aim to promote good health and moral living. It purports to be a spiritual movement. The Chinese government has been concerned by the group's ability to organize and says it is an "evil" cult controlled by its U.S.-based founder Li Hongzhi and it spreads superstition and malicious fallacies to deceive people. While Beijing has arrested and imprisoned hundreds of Falun Gong members since the movement was outlawed in 1999, followers continue to protest around the world and in Hong Kong where the sect is still a legally registered society. The debate surrounding Falun Gong's status as a harmless organization or evil cult continues with the Chinese government remaining implacable.

Human Rights Watch today called for the immediate release of Chinese pro-democracy advocates detained Monday and urged a strong and immediate response by the international community. At least five dissidents involved in trying to organize the Chinese Democracy Party were taken into custody. Two were released, but veteran dissidents Xu Wenli Qin Yongmin , and Wang Youcai remain in detention and face possible subversion charges. Related Material

China's dialogue partners need to publicly challenge Li Peng's statements and end their self-imposed silence on China's human rights practices.
    Human Rights Watch
"China's actions flagrantly violate its commitments under the U.N. treaties it has signed guaranteeing protection of basic human rights," said Sidney Jones, Asia director of Human Rights Watch. "Li Peng's December 1 statement that there will be `zero tolerance' for opposition political parties is chilling." Noting that the detentions were part of an ongoing crackdown on peaceful dissent that began during President Clinton's visit to China in June, the organization urged U.S. Vice President Al Gore, who met with Chinese President Jiang Zemin in Malaysia last month, to personally intervene on behalf of the detainees. Human Rights Watch also called on Mary Robinson, the U.N. High Commissioner on Human Rights, who visited China in September 1998, to intervene with the Chinese government at the highest level.
