Earlier last week, Xinhua news agency - the mouthpiece of the Communist Party - reported that Tibet Autonomous Region (TAR) authorities have developed a code to transcribe Tibetan, the first Chinese ethnic minority dialect that has been encoded according to the international standard Unicode.

Nevertheless, China's population, geographical vastness, and social diversity frustrate attempts to rule by fiat from Beijing. Central leaders must increasingly build consensus for new policies among party members, local and regional leaders, influential non-party members, and the population at large. In periods of relative liberalization, the influence of people and organizations outside the formal party structure has tended to increase, particularly in the economic realm. This phenomenon is apparent today in the rapidly developing coastal region. Nevertheless, in all important government, economic, and cultural institutions in China, party committees work to see that party and state policy guidance is followed and that non-party members do not create autonomous organizations that could challenge party rule. Party control is tightest in government offices and in urban economic, industrial, and cultural settings; it is considerably looser in the rural areas, where the majority of the people live. In those days, China, like all other independent countries, was governed by an hereditary monarch. Qianlong was Emperor from 1736 to 1799 and during his long reign China was probably the most stable and richest kingdom in the world. But Qianlong's reign was the apex of the Qing Dynasty and after he died the ancient structures that supported Chinese imperial government began to disintegrate. Little more than a century later China's government collapsed. Led by Sun Yat-sen , known as the father of modern China, the Chinese set up a republic and began experiments with parliamentary government that continue to this day. (

Yuan Shihkai was a ruthless military general during the last years of the Qing Dynasty and commanded the country's only modern army. Brown, professor of earth and atmospheric sciences at Cornell, will receive the Chinese government's 2001 Friendship Award during celebrations of the 52nd anniversary of the founding of the People's Republic of China (PRC), Sept. 27-Oct. 2. After a day of surveying Tibet's Yangbajain graben, Cornell geophysicist Larry Brown and a young Tibetan woman display a rock with a Buddhist prayer inscribed on it, found along the road about 100 kilometers west of Lhasa. Under way since 1990, Project INDEPTH is an interdisciplinary program of geophysical and geological studies designed to develop a better understanding of the deep structure and mechanics of the Himalaya-Tibet region. Working in a region where two continents have collided to form the world's highest terrain, Project INDEPTH is a collaboration between more than a dozen institutions in the United States, Canada and Germany with the Chinese Academy of Geological Sciences of the Ministry of the Interior (formerly Ministry of Geology and Mineral Resources). Research funding for INDEPTH is provided by the Ministry of the Interior of China, the Continental Dynamics Program of the U.S. National Science Foundation, the Chinese National Natural Science Foundation, the Deutsche Forschungsgemeinschaft and the GeoForschungsZentrum Potsdam. Brown was one of the founding scientists of the project, along with Professor Douglas Nelson of Syracuse University and Professor John Kuo of Columbia University. Leslie Chang, Staff Reporter of The Wall Street Journal BEIJING The Chinese government approved for the first time production and sale of an AIDS drug by a domestic company, potentially paving the way for cut-rate treatments to address a looming epidemic in China Northeast General Pharmaceutical Factory, a state-owned drug manufacturer in the northern city of Shenyang, said the country's State Drug Administration last week gave it the green light to begin producing and selling a drug called AZT in China. AZT was the first medicine approved in the U.S. to treat HIV, the virus that causes AIDS, and is typically used as part of a cocktail of drugs that can inhibit the spread of the disease. Until now, the cocktail's standard retail price of about $10,000 a year has put it out of reach for all but a handful of patients in China. "We think there is a real portion of patients who will use this medicine, and we have faith that sales will go well," said Shi Yanling, an executive in the company's information department.

The existence of confidential Chinese government blacklists barring
overseas-based pro-democracy and human rights activists from returning
to China has long been suspected by the exiled Chinese dissident community and other concerned observers. Until now, however, no conclusive documentary evidence confirming the operation of such a policy has ever come to light. In this report, Human Rights Watch/Asia and Human Rights in China provide details of a document they obtained that was issued secretly by China's Ministry of Public Security in May 1994. Chinese Government Must Tell the Truth About Gulja Incident Some events in the Peoples Republic of China are abused to further a harmful and misleading political agenda. One such example is the demonstrations held in Gulja City, known to the Chinese government as Yining. In February 1997, at the end of Ramadan, Chinese authorities arrested some individuals engaged in planning religious activities. Over the next two days, large crowds of Uyghur people peacefully marched in the streets and called for their release. The Chinese government response was swift and overwhelming when armed troops confronted the demonstrators and sought to 'restore order.' These were the facts when the story was first reported and foreign journalists were expelled that covered it. These facts are supported by eye-witness testimony, as well as Chinese government media video tapes purporting to document the 'atrocities' of the Uyghur demonstrators. After the Gulja incident, Amnesty International documented many human rights abuses inflicted upon the Uyghur people on that and the following days. Shooting unarmed demonstrators, using water cannons in sub-freezing weather while denying flight, mass arrests, incidents of torture and summary executions was the retribution unleashed upon the Uyghur people for asking for religious leaders to be released from jail. The activities were a revival of Uyghur religious customs and were not sanctioned by the Chinese government, that was the initial crime. In subsequent strike-hard campaigns, the abuses have continued and were at a fever pitch before the cowardly acts of terrorism perpetrated on the USA in September 2001. Since that fateful day, the Chinese government has stepped up its campaign and sought to seek international approval for the supposed campaign against international terrorism.

Washington, DC -The American Association of University Professors (AAUP) called for the release of Dickinson College librarian Yongyi Song, who has been detained by the Chinese government since August 7. A nationally known scholar of contemporary Chinese history, Song was travelling in China this summer with his wife, Helen Yao, visiting relatives and collecting published documents to continue his research. Song is a specialist on the Chinese Cultural Revolution and has been gathering a research collection on this subject for the Dickinson College library. Song has lived and worked in the U.S. since 1989, and was just one step away from U.S. citizenship. The AAUP is committed to gaining Song's release and has called upon its 45,000 members to protest this flagrant violation of academic freedom. In a letter sent today to Chinese Ambassador Li Xhaoxing, AAUP general secretary Mary Burgan urged the Chinese government to apply internationally accepted principles of academic freedom in this case. "It is in the interest of both our countries to continue and support the exchange of scholarly information whenever possible," Burgan wrote. "We cannot progress or even survive as a human race if some nations close off questions and legitimate academic inquiry," she noted.

Uyghur Leader Denies Terror Charges
WASHINGTON, Jan. 29 (RFA)The secretive leader of a minority separatist
group said his East Turkestan Liberation Organization (ETLO) will
"inevitably" form a military wing to target the Chinese government. But
Mehmet Emin Hazret denied engaging in any previous attacks and rejected
links with another Uyghur faction that the United States and the United
Nations last year branded a terrorist group.
"Our principal goal is to achieve independence for East Turkestan by
peaceful means. But to show our enemies and friends our determination on
the East Turkestan issue, we view a military wing as inevitable," Hazret
told Radio Free Asia's Uyghur service in a telephone interview from an undisclosed location. East Turkestan is the name many Uyghurs prefer to designate what is now known as the Xinjiang Autonomous Region in northwestern China.

The Chinese Government has Appointed a Second Panchen Lama
The atheist Chinese government has announced the name of a six year old
child as the new Panchen Lama, despite the fact that His Holiness the Dalai
Lama announced the reincarnation of the Panchen Lama, Gendun Choekyi Nyima,
a six year old boy, in May this year.
Gyaltsen Norbu, a six year old child from Lhari, in Nagchu,
north-eastern Tibet was declared to be the new Panchen Lama.
The Chinese ceremony that was held to select the reincarnation of the
Panchen Lama not only contradicted His Holiness the Dalai Lama but also
defied Tibetan religious tradition. This violation of religious freedom in Tibet should not be able to stand up in the 1990's. Chadrel Rinpoche, the previous head of the Panchen Lama Search Committee, who was accused of secretly colluding with His Holiness in
