3.0 Description of Adult Education and Literacy Activities (Section 224(b)(2)) 3.1 Description of Allowable Activities The National Adult Literacy Survey (NALS) and the State Adult Literacy Survey (SALS) have identified a competency level and established a demonstrated need for literacy instruction. Supplementary funding for adult education programs will be set according to the following priorities:
  • Literacy targeted at NALS Level 1 (CASAS 210 and below), consisting of Adult Basic Education and English as a Second Language, which includes ESL-Citizenship,
  • Literacy targeted at NALS Levels 1 and 2 Workplace based (CASAS 235 and below), consisting of Adult Basic Education and English as a Second Language, which includes ESL-Citizenship,

    What's Wrong with Commercializing the Public Schools?
    Harming Students Effective ads will cause students to desire things that are not necessary for their well-being, or may even be harmful to their well-being. Most products that advertisers pitch directly to students are either marginally harmful (fast food, soda pop) or unnecessary and therefore wasteful of resources (expensive shoes, blemish cream). Opposing Parents Ads create perceived needs in youth for products their parents do not want them to have or cannot afford in the family budget; in this, the district is working in direct opposition to the parents' goals and values. Disproportionality of Negative Effects Creating a desire for expensive products that children do not need will harm poor families most. Distraction We want you to focus on learning. A commercialized environment distracts their attention. Loss of Trust We want youth to trust their school staff. Endorsing products which youth know are not good for their bodies, good for the environment, or good for human rights lowers staff credibility.

    The 2002-2003 school year will see me returning to the block schedule after a two-year detour at Sterling Middle School. From 1997 to 2000, I taught US Government and Computer Applications on the four-by-four block schedule at North Hagerstown High School in Washington County, MD. In preparation for the transition there, the faculty underwent intense training in cooperative learning techniques. Even before that transition, the North High staff had been through the effort to shape the 9th grade into interdisciplinary teams (called ITO for Interdisciplinary Team Organization). The ninth grade Social Studies, English, Science and Math teachers operated with a common planning period and most of their students were taught as a block among the four teachers. Teachers created cross-curriculum units, which I converted into web pages. These units can be found on-line at http://www.cyberlearning-world.com
