'Co-generation Directive' to save energy and combat climate change
The European Commission is bidding to promote the co-generation of heat and power, an energy-saving technique where heat and electricity are produced in one single process. New co-generation plants save over 10 per cent of fuel which would otherwise be used for separate production of heat and electricity. The production of electricity through co-generation represented 11 per cent of the EU's total electricity production in 1998, leading to energy savings comparable to the annual gross energy consumption of Austria or Greece. "This new proposal would help limit the growing external dependence for energy and harmful greenhouse gases emissions," said Loyola de Palacio, Commissioner for Energy and Transport. The co-generation Directive would encourage Member States to promote co-generation and they would have to report on progress achieved towards meeting the potential of co-generation and on measures taken to do so. Member States would also be required to guarantee that electricity from co-generation would be transmitted and distributed by objective, transparent and non-discriminatory criteria; facilitate access to the grid for electricity produced from co-generation units; ensure that guarantees of origin of electricity from co-generation could be issued on request by one or more competent body.

What is Co-generation?
@It is a system that supplies electrical power and heat simultaneously by burning fossil fuel such as petroleum and gas. In other words, it is a mini power plant. Its difference from the huge power plant of the electricity company lies in the recycling of heat that is generated together with the production of electrical power. That is fantastic. One seed bears (generation) two fruits simultaneously (co-). Therefore, it is called co-generation, like a magician.

One of the forms of energy must always be heat and the other may be electricity or mechanical energy. In a conventional power plant, fuel is burnt in a boiler to generate high-pressure steam. This steam is used to drive a turbine, which in turn drives an alternator through a steam turbine to produce electric power. The exhaust steam is generally condensed to water which goes back to the boiler. Since co-generation can meet both power and heat needs, it has other advantages as well in the form of significant cost savings for the plant and reduction in emissions of pollutants due to reduced fuel consumption. Even at conservative estimates, the potential of power generation from co-generation in India is more than 20,000 MW. Since India is the largest producer of sugar in the world, bagasse-based cogeneration is being promoted. The potential for cogeneration thus lies in facilities with joint requirement of heat and electricity, primarily sugar and rice mills, distilleries, petrochemical sector and industries such as fertilizers, steel, chemical, cement, pulp and paper, and aluminum. Purpose
In order to help alleviate the electrical power shortage in Oregon and the Northwest, the Department of Environmental Quality (Department) believes that the construction and operation of co-generation facilities that meet certain requirements should be encouraged. Therefore, the Department adopts the policy set forth herein. This policy is based on the definition of "High Efficiency Co-generation Facility" which is found in Oregon Administrative Rule 345-001-0010, and pertains to the Oregon Office of Energy and the Energy Facility Siting Council. This new policy is intended to help align the High Efficiency Co-generation Facility permitting requirements of the Department of Environmental Quality with those of the Office of Energy. Overview The owner of a two-tower, 30+ year old residential apartment complex in Toronto, confronted with rising electricity and heating costs and high maintenance expenses for the existing boiler system, decided to install a co-generation system.This system would reduce electricity costs by generating electricity on-site and applying the accompanying heat to space heating and potable hot water heating. The owner aimed to reduce electrical operating costs, and protect himself against anticipated increases in electricity prices. He also wanted a system that would provide a simple payback of less than four years, as well as equipment with a long working life and reasonable maintenance costs. A co-generation system would address these expectations. A co-generation system is an electrical-mechanical system that simultaneously produces both electricity and heat. It uses the heat that is normally rejected by an electrical utility both at the plant and in the transmission system. Electrical utilities discard 70 per cent of the fossil fuel energy they consume, compared to 10-30 per cent for a co-generation system. This offers significantly improved energy efficiency compared to conventional building energy systems that use electricity supplied by a utility, generated by combustion of fossil fuels.

This investment is part of a pipeline of projects being prepared in development of a carbon investment fund. Status: Project evaluation completed December 2000. Summary : Project sponsor operates a central heating source for hot water supply to 321 dwellings, and various government offices. Presently, brown coal is combusted in boilers with LHV of 15,039 MJ/kg. The project consists of conversion of the coal boilers to gas and installation of a cogeneration plant for combined heat and power production. UNEP is cost-sharing with the bank the incremental aspects of investment evaluation, specifically in the areas of technology assessment, economic and social review, environmental assessment, and is both cost-sharing and providing in-kind expertise in the area of JI assessment (provided by Mac Callaway from UNEP's Collaborating Centre on Energy and Environment).
