The Miami Herald
August 18, 2001 Thriving heroin culture alarms Colombian, U.S. authorities
BY JUAN O. TAMAYO LA CAMPANA, Colombia Clinging to a steep hillside 9,000 feet high in the Andes, Mariana Almendro's tiny garden is a gorgeous blanket of red, violet and pink opium poppies. Profitable, too, producing a milky gum that brings about $115 a pound from buyers who turn it into heroin. A Guambiano Indian living on a reservation a half-hour drive from the nearest paved road, Almendro, 48, sees nothing wrong with her illegal crop. ``It just brings in a little money for food,'' she said. But U.S. and Colombian officials are sounding an alarm over a dramatic increase in the number and size of U.S.-bound shipments of heroin seized in recent months, and a possible boom in poppy cultivation. While Colombia grows only 2 percent of the world's opium poppies, its heroin accounts for 66 percent of all U.S. seizures and 72 percent of the total seized on the East Coast, according to the Drug Enforcement Administration. And with Afghanistan's Islamic Taliban rulers outlawing poppies in a country that produced 70 percent of the world's heroin last year, mostly for Asian and European consumption, Colombian traffickers may be tempted to fill the gap.

"I really wanted to get out of my country. I was worried about a lot of political things, and they were taking all my energy," said 27-year-old Echeverry, who recently finished a master's degree in interactive telecommunications at New York University. "Even though I was using it in my art, when I went to New York it opened my world. I had the means and support to experiment and at the same time still use the topics that had been haunting me for a long time." Prostitutes were among the targets, and Echeverry decided to work with a group of women on a performance piece about the issue. That got Echeverry threats from a man in a white van who told him, "Don't come back anymore if you want to stay alive."

CULTURE MINISTER'S KILLING ADDS TO COLOMBIAN LEADER'S PROBLEMS With Colombians outraged over the rebel killing of a beloved musical figure, President Andres Pastrana is facing what may be his most difficult decision since he embarked on a peace effort, whether to continue negotiations with a guerrilla group reviled by most Colombians. Mr. Pastrana has given himself until Tuesday to decide whether to let the Revolutionary Armed Forces of Colombia remain in control of a swath of land that his government ceded as an inducement to begin talks three years ago. Although he has extended the rebels' hold on the land before, his government is facing mounting opposition since the killing last weekend of Consuelo Araujo, 62, an energetic promoter of Colombian music and a former culture minister whom the rebels had kidnapped. A poll published on Tuesday in El Tiempo, the largest newspaper in the country, said 61 percent of respondents agreed that the peace effort should end in light of the killing. Just 23 percent said they believed that the talks should continue. The execution-style killing touched an emotional chord among Colombians, who have grown accustomed to brutal acts after decades of civil conflict.

BOOK REVIEW
by: Melaino J. Gonzalez
Pre-Colombian Art and Culture from the Caribbean
This lavishly illustrated book is comprised of a series of essays written by some of the most highly respected scholars working in the field of Taino studies. The book concentrates on personal artistic expression to illustrate various aspects of our ancestral life ways. Beginning with an overview of the general aspects of Pre-Columbian Caribbean history, it proceeds smoothly into a detailed study, through art, of our People. Each essay focuses intently on its particular subject matter and expands greatly on previously known material. While reading the book, I sensed what seemed to me to be an increased sensitivity towards our People and the Spirituality which permeated every aspect of our life ways. To me, every essay seems to be written with respect, not only towards the medicine objects which are depicted throughout the book, but also to our ancestors and to us, their living descendents. Throughout the book, newly recognized

Colombia With dramatically beautiful rainforests, mountains and beaches, lovely cities and enchanting people, Colombia should be among the world's most attractive and intoxicating destinations. Unfortunately, the current guerrilla war, combined with ongoing activities of cocaine cartels, has made much of Colombia - dubbed 'Locombia' (the mad country) by the press - off limits to all but the most foolhardy travelers. The good news is that it's still possible to enjoy Colombia's colorful swirl of myth and mysticism. As long as you avoid all overland travel and stick to major cities and touristed areas, pay attention to the news, and keep your wits about you at all times, you'll get a safe and healthy dose of what is arguably the most underrated travel destination on the continent.
Warning
As usual, civilians are caught in the crossfire and bear the brunt of the violence. In May 2002, a bomb dropped on a church in Choco province killed 117 people, who had taken refuge in the church from the battle raging outside between FARC and the right-wing paramilitary group United Self-Defense Forces of Colombia (AUC). FARC has claimed responsibility, but claims the bombing was an accident. There is a long list of precautions worth following if you want to risk this trip. Overland travel between urban areas, no matter what the mode of transportation, is incredibly dangerous. Don't wear expensive items of clothing or carry pricey cameras or handbags, because this will increase your chance of being robbed. Avoid rallies, crowds and other public gatherings, as bombings are a favored form of reprisal by various guerrilla groups upset by government actions. Give a wide berth to Colombian police unless you absolutely need them, as they have a less than savory reputation. Drugs, especially cocaine and its derivatives, are prevalent throughout the country and should be avoided at all costs. Don't accept drinks or cigarettes from strangers as they may be laced with
