McREL Mid-continent Eisenhower Regional Consortium for Mathematics and Science
(McREL ERC) was established in 1992 by the National Eisenhower Program for Mathematics and Science Education as one of ten regional consortia across the United States. McREL ERC serves the states of Colorado, Kansas, Missouri, Nebraska, North Dakota, South Dakota, and Wyoming.
Staff members of McREL ERC excel in aligning curriculum and assessment with standards, improving learning and instruction, and facilitating strategic planning. They provide technical assistance professional development , and information services to national, regional, state and local education agencies, organizations, and associations in both the public and private sectors. The mission of McREL ERC is to promote and support systemic reform in mathematics and science education in its seven-state region. Kelly - Director of the Information Center Patrick Kelly is a Senior Associate at the National Center for Higher Education Management Systems (NCHEMS) and serves as Director of the National Information Center for Higher Education Policymaking and Analysis. Before joining NCHEMS in February 2002, Patrick worked for six years at the Kentucky Council on Postsecondary Education. His most recent position at the council was Senior Associate for Information and Research. He worked with higher education leaders to design performance indicators to measure progress toward postsecondary education reform in Kentucky, conducted research studies for statewide higher education policy initiatives, and coordinated the analysis and reporting of data and information in support of many other council projects. Prior to working at the council, Patrick was a Research Associate at the National Center for Family Literacy in Louisville, Kentucky. Patrick is working on his Ph.D. in Urban and Public Affairs at the University of Louisville where he also earned a Master's degree in Sociology. His undergraduate studies were completed at the University of Alabama at Birmingham. His areas of specialization and interest include research and statistical methodology, policy analysis, and program evaluation.

Wednesday, March 26, 2003 JBC Reverses Action on Furloughs
Today, the Joint Budget Committee decided to NOT move forward with their proposal to furlough state employees for three days in order to capture savings for the current fiscal year ending June 2003.
Their change of heart came as they realized the magnitude of the complications associated with furloughs, particularly given the short timeframe in which they were to be implemented.
Instead of the 3 day furloughs for state employees, the JBC shifted the costs to be distributed among the state education fund (Amendment 23), the reserve, and higher education institutions.
Although this cost shifting is not necessarily good news either, we believe the JBC's reversal on furloughs was appropriate, given all of the factors. The letter to JBC from Jo Romero, CFPE President is posted to the CFPE website at www.cfpe.org. (See link in previous post).
The five days' furlough for Judical employees in 2003-04, however, is still in the works and we'll have to see what occurs between now and the end of the session on May 7th. We are hearing that they may call a Special Session if they are not finished balancing the 2003-04 budget by May 7th.
