If U.S. Secretary of Commerce William Daley's new Internet campaign goes as planned, trees across America will be rejoicing in three years. At this week's E-Gov '99 Internet Conference, Daley pledged to make the Department of Commerce paper-free by 2002. "The Department of Commerce is using the web to entirely change the way we deliver information. What eBay has done for auctions, we are trying to do for government," Daley said. "I am setting the goal that by the year 2002, the Commerce Department will be truly an E-Commerce Department." E-Licenses for Exporters A brighter future for trees was not the only news from the department at the E-Gov event. Commerce rolled out an electronic export license service, enabling businesses to obtain licenses through secure Internet transactions with Commerce's Bureau of Export Administration. The new process means companies can make export applications completely paper-free and will ensure quicker responses. The program has been in test-mode with about 300 companies since February. During that period, the department discovered the electronic method saves applicants up to 10 days of waiting, turning around responses in as few as 24 hours. Notification of the application's approval or rejection is also sent electronically.

The U.S. Department of Commerce has earmarked $175 million (US$) for e-commerce initiatives in its fiscal year 2001 budget, but the proposal faces certain opposition in the Republican-led Congress. As expected, the Clinton administration is positioning its Commerce Department budget proposal as necessary to carry out White House initiatives for e-commerce. For example, the administration is looking to pour more money into programs to close the so-called "digital divide" between families that have access to the Internet and those who do not. Clinton laid out his digital divide spending plan last week, as House Commerce Committee Chairman Tom Bliley (R-Virginia) vowed to hold hearings on the issue later this year. The Commerce Department also outlined several small business e-commerce initiatives in its proposed budget. "One of the Department's top priorities for FY2001 is to promote e-commerce and take every available step to close the digital divide," Commerce Secretary William Daley said. "The agency's budget proposal would bring more people, places, and businesses into the technological mainstream, helping create digital opportunity in the e-commerce revolution." Manufacturing Boost Commerce wants to spend $19 million to help small manufacturers make their businesses e-commerce ready and another $5 million to develop technical standards to make sure e-commerce applications and Internet hardware are more interoperable going forward.

(December 14, 1999) Citing its "distinguished record of scientific research, education and public outreach focusing on coastal issues," The National Sea Grant College Program has been awarded a 1999 Bronze Medal from the U.S. Department of Commerce. The awards recognize efforts by both individuals and agencies within the Department of Commerce towards achieving goals outlined in the overall Department of Commerce's Strategic Plan. Sea Grant was the only program cited by Secretary of Commerce William Daley as part of the department's annual recognition ceremonies held December 14th at the University of Maryland College Park campus. Individually two longtime Sea Grant staffers were among 750 Department of Commerce employees who received individual awards. The National Sea Grant College Program, part of the National Oceanic and Atmospheric Administration's Office of Oceanic and Atmospheric Research, has its headquarters in Silver Spring, MD. Sea Grant is a network of 29 university-based programs in coastal and Great Lake states involving more than 300 institutions nationwide in research, education and the transfer of technology regarding coastal, marine and Great Lakes issues. Among the areas in which it conducts research, provides education, and offers extension services are aquaculture, aquatic nuisance species, coastal economic development, coastal habitat enhancement, coastal hazards, science education, marine biotechnology, and seafood technology.

Officials say prospects for working via a secure intranet hinge on funding, departmentwide attitudes

Daley and other senior managers indicated the department wanted to embrace electronic commerce, Baker said. Commerce needs $5 million to rewire its headquarters in the Herbert Hoover Building. For the past five years, Congress has denied the funding request, Daley said. The $5 million is the estimated cost of the fiber-optic backbone needed to carry high bandwidth traffic for the intranet and other uses, Baker said. The old wiring cannot handle the various media the agency wants to bring to desktop PCs, Baker said. The new wiring would let the department implement videoconferencing and training applications, as well as the intranet. Administrative work Commerce already spends $1 billion per year on information technology, so the move to e-commerce will require a significant investment, Baker said. Other challenges include coordinating and getting cooperation for the Digital Department across Commerce. But Baker said he chose the best person to make the initiative a reality.

Washington, D.C. 20230 Dear Mr. Secretary: In your recent letter to us, you stated that "robust competition at both the domain name registry and registrar levels will ultimately lead to greater choice, better services, and lower prices for all consumers and businesses who use the Internet." We concur with that position. Therefore, we must raise a number of concerns about both the process and the terms of the new agreement negotiated by the Internet Corporation for Assigned Names and Numbers (ICANN) with VeriSign, currently the nation’s only registry of Internet domain names (.com, .net, .org) as the successor to Network Solutions Inc. (NSI). The agreement incorporates a most unusual technique for encouraging competition. It awards VeriSign, the current $500-million, monopoly registry and holder of the most popular dot-com domain name, advantages in the registry renewal process and in terms, pricing, dispute resolution and many other contract provisions that the newer, much smaller registries will not have. ( See enclosed staff analysis .) Giving an existing monopoly a substantial advantage over new entries which have no name identification or the extensive financial resources of a large corporation is most unlikely to further "robust competition." But perhaps the most intriguing contract term gives VeriSign an automatic 10-year term unless ICANN can show that VeriSign is not "qualified." The other registries which, unlike VeriSign, did not have the federal government to pay for their infrastructure, will only get a five-year term after which they must prove to ICANN they are providing a "substantial service" to the Internet, but ICANN can still put the contract up for bids based on its "sole discretion." This disparity merits close scrutiny.

I appreciate the opportunity to testify today on the future of the U.S. Department of Commerce and its trade functions. To determine the proper role of the Commerce Department in trade matters, it is first necessary to ask what are the proper government functions concerning trade. Two Systems We see in the world today two systems and two ways to manage economic affairs. One is the approach of Western Europe, Japan, and to a lesser extent the United States, an approach in which governments manage trade and directly help industries. This approach is a dismal failure. The Western industrialized countries are experiencing a slow-motion, and thus more far peaceful, version of what transpired in the communist world. Some supporters have wanted to make the U.S. Commerce Department into an American version of Japan's Ministry of International Trade and Industry (MITI) or the European equivalent. The other approach is the free market one that tends to be more the approach in the United States. If this approach informs our policies, most of the Commerce Department should be dismantled.
