Congo government troops kill 100 civilians November 21, 2002, 17:30 At least 100 civilians were killed by government troops in a town in the southern Democratic Republic of Congo, witnesses and a human rights group said today. The killings took place after an argument broke out between soldiers and militiamen known as the Mai Mai on November 10.
Tens of thousands of residents have since fled Ankoro, in Katanga province near the front line with rebel-held territory.
"The army accused the population of supporting the Mai Mai. They burnt down their houses and started to massacre them," a resident of Ankoro who has fled to the regional capital Lubumbashi, and asked not to be named, said.
Irung-A-Wan, Congo's Minister of Defence, said he was not aware of the killings in Kitanga, which is split in two by a front line dividing government and rebel controlled territories. The Ankoro resident added that people have also fled their homes in nearby Kabongo and Malemba N'Kulu.

DR Congo government, rebels resume talks February 27, 2002, 21:45 Government officials and rebels from the Democratic Republic of Congo (DRC) have resumed talks to solve a row over representation that is derailing a national dialogue to bring peace and democracy to the country. The parties began meeting at 8:00 p.m, a spokesperson for dialogue facilitator Ketumile Masire said, some three hours after declaring that they had deadlocked on the matter.
The Ugandan-backed rebel group Congolese Liberation Movement (MLC) has threatened to boycott the dialogue because, it says, many of the opposition politicians from the DRC nominated to attend are in fact frontmen for the government of President Joseph Kabila.
The other main rebel group, the Congolese Rally for Democracy (RCD), have taken issue with the Mai-Mai, a group of traditional fighters who were drawn into the war that has ravaged the DRC since August 1998.

Congo Government Denies Media Coverage To Church Peace Project KINSHASA, Democratic Congo, Jan. 15, 01 (CWNews.com/Fides) - The government of the Democratic Republic of Congo denied media coverage to the launching of a Church project for peace on January 10. Congo's Minister of Communications, Dominique Sakombi Inongo, threatened to close any public and private media company broadcasting the official presentation of the "Cry from Congo" project to be inaugurated by Cardinal Frederic Etsou of Kinshasa, according to the Journalist en Danger (JED) association in Kinshasa. JED said the event was to take place on January 10 at the Grand Hotel in Kinshasa, where the local Catholic Church had rented a room for the presentation of the peace project. But after the minister's warning the hotel closed its doors, under the pretext of a lack of electrical power. However the Church went ahead with the plans even without media coverage. The project, an artistic initiative sponsored by the local Church to contribute to restoring peace in the country, was successfully launched by the cardinal at Notre Dame Cathedral in Kinshasa.

Washington, DC Continuing violence backed by Rwanda and Uganda in Ituri and Kivu provinces, as well as in other areas could "derail" the peace process in the Democratic Republic of Congo (DRC), warned representatives of the Congo government Friday. They are in the United States pressing for more help from the international community. "Pressure must be exercised on Rwanda and Uganda so that these two countries understand that Congolese people have agreed to reconcile and work together in a transitional government," said Vital Kamerhe, the DRC's commissioner-general in charge of peace in the Great Lakes region. Kamerhe, who is the government's chief negotiator as the DRC seeks an end to its civil war, and DRC Information Minister, Kikaya Bin Karubi, were speaking at the Woodrow Wilson International Center for Scholars in Washington, DC.

CONGOLESE OFFENSIVE IN EQUATEUR

The United States strongly condemns the Congolese government's ongoing military offensive in Congo's northwestern Equateur province. Congolese forces have captured the town of Imese, which has been held by the Movement for the Liberation of the Congo since before the cease-fire agreement reached by the parties in Kampala in April. These attacks have caused thousands of Congolese to flee the area and are a violation of the Lusaka Accords. They threaten to undermine the implementation of the accords, which remain the only viable means for a peaceful resolution of the Congolese conflict. We call on the Congolese government to stop these operations immediately. We also call on the rebel groups in the northwest to similarly respect the Lusaka and Kampala cease-fire agreements.

BRAZZAVILLE, REPUBLIC OF THE CONGO, May 14, 2002 – ChevronTexaco Global Energy Inc., a subsidiary of ChevronTexaco, today announced it has signed an agreement with the Republic of the Congo government to invest over $7 million in fuel logistics and distribution operations to enter the Congo downstream market.
The agreement was signed in the capital Brazzaville today by the Republic of the Congo's President of the Privatisation Committee, Gerard Bitsindou, and on behalf of ChevronTexaco by Jules Harvey, general manager of West and Central Africa Products. Under the agreement ChevronTexaco will become an equal 25 percent stakeholder in SCLOG (Societé de Logistique), a fuel logistics joint venture. The new joint venture will consist of ChevronTexaco, the Republic of the Congo government, TotalFinaElf and trading consortium Trafigura/Tacoma.
In addition, ChevronTexaco will acquire a one-third stake in the country's distribution operation, Hydro Congo, which will see 40 of the republic's 120 service stations branded as Texaco.

But the Congo is no Paradise. In the aftermath of the conflict, a hungry, armed populace is increasingly hunting primates and other rare animals for food. Millions of people flock to the cities to escape poverty and isolation, packing into neighborhoods without any services or planning. With their infrastructure destroyed, the cities cannot handle their sanitation problems. USAID-Congo believes that the best way to address environmental problems is to strengthen the constituency for environmental protection and conservation within the country. Outsiders have a role to play, and many international groups are concerned about the Congo animals and rainforests. But only Congolese can protect these resources permanently. Will this mean the end of the war? The scale of the conflict has been declining since the withdrawal of the majority of foreign forces two months ago. This deal should end hostilities between the government and its allies, on one side, and the major rebel movement, the Rally for Congolese Democracy (RCD), on the other. But it is not clear whether some of the smaller tribal and ethnic militias and small armed factions which have broken away from the rebel movements will lay down their guns. No timetable has been set for the start of the demobilisation of armed groups and their integration into a national army and police force. How will the peace deal work?

For 32 years Mobutu ran a corrupt, undemocratic regime, concentrating power in the executive branch and favoring those loyal to him. His party, the Popular Movement for the Revolution (Mouvement Populaire de la Révolution, or MPR), became the sole legal political party, and dissidents were suppressed. In May 1997 rebels led by Laurent Kabila seized control of the country and overthrew Mobutu. Kabila suspended the constitution and declared himself president. Kabila was assassinated in January 2001.
