    (Redirected from Democratic Republic of the Congo/Government Despite President Kabila's claims that his was a transitional government leading to a new constitution and full elections by April 1999, these elections have not yet been held, and a 1998 draft constitution has not been finalized. All executive, legislative, and military powers are vested in the president. The judiciary is independent, with the president having the power to dismiss or appoint. The president is head of a 26-member cabinet dominated by the AFDL. Despite some successes at improving internal security and lowering the inflation rate over his first year, Kabila was unable to control insurgent activities by various armed groups. Activities by Hutu ex-FAR/Interahamwe, Mai-Mai soldiers, and a February 1998 mutiny by Tutsi Banyamulenge destabilized the regime. In addition, Kabila's pledges to democratize the government over time contrasted with the reality of banned political parties and increasingly centralized power. Criticism of Kabila's government grew both domestically and within the international community.

Signing took place in the northern city of Gbadolite under the eyes of top U.N. officials for Congo, representatives of the U.N. Security Council and other international mediators. Congo's government and key rebel groups on December 17 signed a power-sharing deal meant to end Congo's four-year war. The conflict drew in armies of five African nations, split Africa's third-largest country into rebel- and government-held sides, and killed 2.5 million people by aid groups' count. Nearly simultaneously with the December 17 peace deal, heavy fighting broke out between rebel groups in the east. Two weeks of intense combat since have driven 50,000 civilians from their homes around the eastern town of Beni. Rebels of the Congolese Rally for Democracy-Liberation Movement, Congoloese Rally for Democracy-National and the Congolese Liberation Movement signed Monday's accord.

    Three International NGOs Match Government Commitment Johannesburg, South Africa - U.S. Secretary of State Colin Powell announced today that the United States will commit at least $36 million in newly allocated money over the next three years to the Congo Basin Forest Partnership. The partnership will help protect the world's second largest block of intact and interconnected tropical forest. The Congo Basin Forest Partnership is a United States government initiative to promote the conservation and responsible management of the Basin's tropical forests. U.S. government funds will be used to protect 11 priority areas in six countries - Cameroon, Central African Republic, Democratic Republic of Congo, Equatorial Guinea, Gabon and the Republic of Congo. Government funds will be provided mostly through USAID's Central African Regional Program for the Environment (CARPE). CARPE will provide for up to $15 million a year, an increase of up to $12 million annually, for at least the next three years, with the hope of future commitments. In addition, Conservation International (CI), the Wildlife Conservation Society (WCS) and the World Wildlife Fund (WWF) all announced their intention to raise an additional $37.5 million of new money over the next 10 years for their joint efforts in the Congo Basin. The three groups worked closely with the governments involved to set priorities for protecting the most important landscapes in the region.

    Congo Index Constitutional Background
    The new Constitution of the Congo was approved by referendum on 15 March 1992 with more than 96% assent. It provides for a strong presidency in a parliamentary system with two houses and features an independent judiciary and a catalog of fundamental rights.
