Temporary Assistance for Needy Families (TANF)
The Temporary Assistance for Needy Families (TANF) program was signed into law on August 22, 1996. This federal legislation provides block grants to states to fund programs that provide services and benefits to needy families. TANF was designed to give states flexibility to operate programs that serve one of the following purposes.
  • Provides assistance to needy families so that children may be cared for in their own homes or in the homes of relatives Ends the dependence of needy parents on government benefits by promoting job preparation, work and marriage Prevents and reduces the incidence of out-of-wedlock pregnancies and establishes annual numerical goals for preventing and reducing the incidence of these pregnancies Encourages the formation and maintenance of two parent families

Assessing the New Federalism
Assessing the New Federalism is a multi-year Urban Institute project designed to analyze the devolution of responsibility for social programs from the federal government to the states, focusing primarily on health care, income security, employment and training programs, and social services. Researchers monitor program changes and fiscal developments. In collaboration with Child Trends, Inc., the project studies changes in family well-being. The project aims to provide timely, nonpartisan information to inform public debate and to help state and local decisionmakers carry out their new responsibilities more effectively. Key components of the project include a household survey, studies of policies in 13 states, and a database with information on all states and the District of Columbia, available at the Urban Institute's Web site. This paper is one in a series of occasional papers analyzing information from these and other sources.

PLUS (Parent Loan for Undergraduate Students) To help meet the cost of a college education you may want to consider a Federal PLUS Loan. This federally sponsored loan for parents and undergraduate students is used by many Connecticut College parents to help pay the family's expected contribution. Who is eligible to borrow a PLUS Loan:
  • Parents, stepparents and legal guardians of dependent undergraduate students, attending school at least half-time.
  • Borrowers must be a U.S. citizen or eligible non-citizen
  • Approval is subject to credit criteria as established by the U.S. Department of Education and your lender

Indian Notch Park Opens June 14 Indian Notch Park will officially open at 9 a.m. Saturday, June 14. It will remain open daily, weather permitting, from 9 a.m. until sunset through Labor Day. The weekday user fee is $3 per vehicle for residents and $10 for nonresidents. On weekends and holidays, the fee is $5 for up to five residents per vehicle. Each additional person will pay $2 per adult and $1 per child under the age of 12. On weekends and holidays nonresidents will pay $25 for up to five people per vehicle. Each additional person will pay $4 per adult and $2 per child under the age of 12.

The Town of Middlebury provides social services geared to the needs of the community through the Department of Social Services. Located on the upper floor of the Shepardson Community Building, the office provides temporary assistance to eligible residents prior to establishing eligibility for state and federal programs, and offers a comprehensive program of social services available to all Middlebury residents. Due to major changes in the General Assistance Program, single employable persons are no longer eligible to receive town general assistance. They will be referred to the state's Department of Labor for job training and employment. Eligibility for medical assistance is determined by the town administrator, after which medical bills are paid by the state directly to the medical provider. The general assistance administrator reviews applications from needy individuals and families to determine eligibility for assistance from the state Department of Income Maintenance.
